The Boer envoys having failed utterly in their mission to Washington, so far as the government is concerned, will start out to sec what impressi on they can make upon the people by a series of public meetings, the first of which will be held in Baltimore, this week, with others to follow in other cities. They will possibly meet with a more hearty reception. A new fraternal insurance organization has been started up in South Carolina. The headquarters of the Supreme Council will bo at Spartanburg. This is the first time that South Carolina has been selected as the base of operations for an insurance association. This will bo the means of bringing a great deal of money to Spartanburg from the various subordinate organizations that will spring up all over the country. The House has adonted resolutions, * calling on the Post-Muster General for copies of reports made by E. G. Rathbone, while ho held the office of Director of Posts in Cuba, and upon the Secretary of War for information as to allowances made army officers in Cuba and Porto Rico, for quarters, horses, vehicles, etc. Secretary Root has just sent to the Senate an official report made by Gen Davis, which is a reply to the resolution, so far as Porto Rico is concerned.
