WASHINGTON LETTER. a u (From our regular correspondent.) ti Washington, D. C., May 13.?The 0 greatest disappointment of the war n came to Washington this week, when ( ij became known that the Spanish J fleet which Admiral Sampson was *sent out to annihilate had gone to F Spain, instead of coming to Cuban F " waters, from Cape Verde. 0 The news oame just when almost 0 , .everybody?there were a few including some prominent naval officials * who never believed that Spain would c send the Cane Verde llopt where Sampson couTd get at it?was ex- { pecting to hoar of a battle between 1 the two fleets. The administration has received direct information from the commander of the insurgent army in Cuba which makes it evident that s little aid can be given by the insur- 1 gents in the contemplated attack ] upon Havana. There are lots of 1 the insurgents, but they are scattered s about in inaccessible places, with no > means of rapid concentration or even i of rapid communication with each 1 other. This has made it necessary ( to in2rease the strength of the army 1 sent to Cuba. It is now contempla- t ted to send at least 00,000 men there 1 just as quick as possible. While the official plans ate carefully guard- < ed, it is known that the first landing t of troops in Cuba is expected to be t made inside of five days. 1 The first batch of recruits ior Ad- I miral Dewey?-he was nouvnated i and confirmed ltear Admiral this s , week?has already started from San s Francisco on the cruiser Charleston, I and others are to go as fast as the ships to carry them can be got ready. The administration has fully decided that the Philippine Islands arc to be ( held at all hazards during the war. , What will be doue with them after- ( wards has not been officially cons'.d. : ered, but the sentiment in favor of retaining them permanently is rapid- \ ly growing in Congress, and one . luemDer of the Cabinet is credited j with having said that he favored j . keeping them. I Secret service officials say there is ample evidence to secure the conviction of the ex-sailor with several names who is in a steal cage at the j Washington Barracks, charged with ( being a Spanish spy. It is claimed that documents found on the prisoner j and in his baggage leave no doubt of ( his guilt. lie will be tried by court- , martial and if found guilty will bo 1 hung. The Senate this week adopted l>v a 1 vote of 3D to 10 the resolution providing for submitting to the Legis- , latures of the several states an amend- ( inent to the Federal constitution, . changing the date for the beginning ? of the Presidential term from March j 4th to May 4th, the change to take . t fleet in 1901. If adopted, this ( would add two months to the length , of the present administration, and to "| the terms of Senators which would t otherwise expire March 3, 1901, and ? to the term of the House that will be j elected this year. This ast is re- ( , garded as the best and most impor- t tant. There is not sufficient time t between the first Monday in Decern- ; l?er and the -1th of March, the legal c limit of the short sessions of Congress, to properly prepare the regular annual appropriation bills; consequently other important Legislation is almost always neglected at the short sessions. Much could be done in <. ihe two months that this amendment .1 would add. In offering a concurrent resolution ' providing for a Congressional recess s from June 3 to July 19. Keprcsen- ^ lative Dockorv, of Mo., made a counter move against tho?e who are 1 planning for the early adjournment of Congress. Mr. l>oekery thinks it would he hitter for Congress to take a recess, or several of them, if i the war continues, than to adjourn while the war is going on, while 1 Speaker Heed and others say there s i- no reason why Congress should v remain in session after ?t has provtd- i ( <:d all the money that will be needed | by the administration to carry on the j s war. Mr. Dockery's resolution is ' before the Ways and Means commit, i " tee, and will probably stay there as j long as the speaker desires, but the j Senate will have to be reckoned with, I I and it would not be surprising to sec 1 Mr. Dockery's idea carried out, even j '' jf his resolution is smothered. The annexation of Hawaii has j j been much discussed this week. All h of those who favor our keeping the ' Philippine Islands are anxious to' 1 hurry up Hawaiian annexation. The ! House committee on Foreign delations has favorably reported a joint | ( resolution providing for the annex, j < ation of Hawaii, and it will be adopt- V ed by the House, and Senators say ! ^ it can be forced through the Senate j ^ in two or three weeks. This esolution is mentioned merely as a legislative curiosity; it could not ommand a dozen votes in Congress The House has recorded itself in avor of the election of Senators by lirect vote. The Price of Wheat. Mr. Leiter, of Chicago, is not a specially admirable character. Mr. ijeiter's transactions in wheat were mrcly speculative. And yet in so ar as Mr. Leiter's gambling transitions served to put up the price of vheut, or rather to establish more . t i % r * nompuy lis real value, Mr. Lieitcr ias proved of great assistance to liis country in its war with Spain. lie las done more damage to the enemy ;han could liave been inflicted by a >attle-ship or an army brigade. While the high price of wheat exposes the consumer in this country ;o a certain inconvenience, our coun;ry gets the benefits of the high arices paid not only by our citizens lut by all other countries as well. Moreover, we are fairly well able to itand it. We have plenty of corn ind other staple articles of food at low prices. llut the damage done to Spain by wheat at ?1.00 js beyond calculation. It is reflected in the bread riots, in the socialistic agitation, in the increased difficulty of providing the the war credits and in the demoralisation of the government. It is even possible that the loaf of bread may be the last difficulty to break down 1 i e i tn aircauy enieeoieu dynasty. The large number of rejections of volunteers has caused much comment in the army medical corps, and some if the physicians believe that ' the American race," whatever that is, is leteriorating. However, the physijians who have actually conducted .he examinations say that, outside of :he ranks of cigarette smokers, there ire even fewer rejections than there en ere in the days of the civil war. Among habitual users of the cigaritte the rejections are about 00 per jent. Dr. Benjamin King, of Phil, idelphia, who acted as an examining mrgeon during the years of 1801-63 n the States of New York, Pennsylvania. Ohio and Indiana, says that :hc average rejections during thusc pears did not exceed 13 per cent, lie attributes the large increase alnost entirely to the cigarette habit.
