Thero are, however, some strong
reasons why the separation should not
be ltnulo with uudue huste.
1. The constitution does not require
an immediate separation, but a separutum
"as Koon us practicable."

to the entire institution.

cent. Tho numlier of cases tried in
mayor's court, for drunkenness and
disorderly conduct has decreased sixtysix
aud nine-sixteenth per oeut. The
consumption of w hiskey lias decreased
forty-seven and six-seventh per eent.
