Heee>nt Artiest ?f Federal Reserve
Hank i:? vriiK tirnvo Danger That
Should bo Dunrdcd Against.
Hditor Dally Item
While 1 believe thoroughly in the
Federal Reserve Hanking system ami
look upon it as the greatest single
Unsocial stride the country ever took,
yet the recent correspondence in ref?
erence to cotton loans ?hows that it
la fraught with some grave dangers
whkh should be promptly corrected.
First and foremost. In his letter to
the People's Hank of Sumter In ref?
erence to the cotton loan to Dr.
Osteen. Mr. Assistant Cashier Mar?
shall seems entirely to overlook the
important fact that Dr. QsjtSjM IWM
as much of that hank as In- does.
We next observe that the loan Is
not rejected because the security is
Insufficient. If that reason bad been
given and were true there would bS
no more to say about it and Mr. Mar?
shall would have he n absolutely right
to refuse to rediscount the paper. He
was put there to watch Just that sort
ot thing and so keep the business of
the country on a safe basis.
Hut when he undertakes to over
step that limit and decide the question
as to whether a producer has fgti
right to bohl his product, he is get?
ting Into a problem that is too big for
his brain.
if Dr OSJtSfg were withholding from
the people something for which they
were suffering, like wheat or eggs, or
any other necessity of life, the govern?
ment might refuse to countenance the
hoarding thereof and the people In
the** trying times would certainly
hack up the government In this po?
sition. Hut we are continually t>elng
told that there will be a big "carry
over" and that we are facing a big
crop, only a small part of which can
bt exported for lack of ships and
thst our mills can't use It all. It b
therefore not | question of holding
something of which there Is not
enough to go around. I'nquestion
ably some must be held by some
hodv Mr Marshall undertakes to
decide that tin producer shall not be
the one to hold.
Another feature of this remarkable
decision Is that Dr. I ?steen Is made the
victim of an ex post facto ruling,
which violates one of the fundamental
principles of free government. Ro
eattse Dr OggSjggj missed the "high"
of the cotton year, which any BumtOt
child has "hind-sight" enough now to
see was Z? cents, without waiting for
Information en this point from a
Richmond financier, he is condemned
as a speculator by a man who, 1 as?
sume, never saw him. 1 may say with?
out flattery that those who know Dr
Osteen do not so regard him. Tin
point however Is that the local banks
were not warned that the I'd.n
bonk would not stand for cotton loam
after a certain price was reached, ami
that holding to that point would b.
regarded nv the bank as legitimate
and past that point as speculation.
Hut when the < banian drive took
place and cotton took I tumble (with
a kick administered to It every few
steps by that hem ticent Institution,
the New York Cotton Kxcrsmge >. tin
astute Mr. Marshall looks back and
sees tl was the 1 high" and con?
demns Dr (?steen for not knowing
beforehand what every one In this
part of the country would have raven
a great deal to know, namely what
was going to he "high."
a n cb a i ly sen, then, the dan
ger to which I referred, We hav
erected und breathed tin- breath Ol
life Into a giant who may un?
dertake to tvrannlze over us, unbs
hs Is promptly taught his place.
The Federal Reserve Dank has a
long and powerful arm under tin
present law given It however, |o
help and not to throttle If it is t<

gegsg lean Isle aai eotton on the mar
ket regardless of our views of con
dltlons, we hud bSttei pull down th
warehouses whh h saved the Sou
from bankruptcy in IM t.
There Is a prettv S/lde?af)rsa4

bales of cotton will be on biml
when peace comes and thai
