The suggestion that the antl-Bleasc
voters of the Htate concentrate upon
one or two of the stronger candidates
and eliminate the four or five weaker
candidates has made all the weak
brothers hopping mad and they are
concentrating their attacks on Mr
Manning. This shows whom the can?
didates regard as the strongest man In
the race for governor, und points the
way for the voters to concentrate ef
fectlvely and successfully to wipe out

The Columbia liecord picks Cooper
as the first choice. Manning second
and Cllnkseales us third for governor,
because It believes they are the
strongest antt-Bleav candidates, In the
ortler named, and urg?s the law-re
speetlng people of the State to concen?
trate their votes on these candidates.
% Mr. Cooper made n fine impression as
-dump speaker In the Kastern and
? ithrrn sections of the State, but he
Is he first choice of comparatively few?
er the voters, and several of the oth?
er candidates will poll much larger
votee than he will, and from what we
c?n hear the same condition exists in
tho greater part of the State, the ex
? ? ution being In the circuit that he has
'v*d as where he Is verv
strong. As a second choice man Mr.
Cooper Is undoubtedly very strong?
he Is tho second choice of Manmm,',
Ith. Cllnkseales and Browning men
to a greater degree than any other
of tho candidates, and this second
? i. her popuhirit> seems to have led
Ihn Record to the conclusion that he
la the strongest of the three candi?
date In our opinion both Manning
and Cllnkseales have greater initial
strength than Cooper and will poll
more votes than he will In the first
primary. In the second primary
Cooper would probably poll a larnc
vote, but as he Is not as well known
and has not as large a personal follow?
ing as Manning he would not be ?*
strong a candidate, ulthough decid?
edly stronger thsn I'rof. Cllnkseales.

Washington, Aug. '>??Senator John
Sharp Williams today resigned as a
member of the foreign relations com?
mittee. He declared in a spoech on
the lloor of the senate be wished to
sever bis connections with the com?
mittee because it had hesitated to
support tre administration's policy as
to mediation and because of its
"equally disgusting attitude" regard?
ing the purchase of ships to carr>
cotton and other goods abroad.
Set.ator Williams was >ne of a
minority of the committee who te
day sought to have favorably report?
ed Senator McCurnher's resolution re
questing the president to offer the j
good ottlcis of this government to the
warring factions of Europe. Other
members of tho committee insisted
that such action should be left en?
tirely within tho discretion of the
president.
An unsuccessful attempt also was
made today by Senator Williams to
secure a favorable report on a bill
introduced by him to provide for the
purchase by government of ships of
the belligerent powers to keep mov?
ing the commerce of the United
States during the war. A majority
of the foreign relations con.mlttee
apparently did not favor the meas?
ure, holding that such a step was un?
necessary at this time, and it was
referred to a s bcommittec.
Senator Stone, chairman of the
committee, protested that Senator
Williams should not, under the rules,
bo permitted to criticise the action
of his colleagues and that the res?
ignation coald not be considered at
this time. The Mississippi senator re?
torted that his action was not a de?
batable matter.
Senator Smoot made a point that
the trade commission bill was before
the senate and the resignation could
not be taken up.
"I can not stultify myself longer
by service on the committee, and I
have a right to resign," insisted Sen?
ator Williams.
Vice President Marshall ruled
against consideration of the resigna?
tion, and on an appeal was almoUt
unanimously upheld by the senato
Senator Williams then dramatically
left the (hamber alone.
For years Senator Williams has
been an ardent advocate of peace.
