been no street cars operated in Colum?
bia since Saturday last, and there
have been abaolutely no developments
in the situation. Both the street rail?
way ofBolals and the striking carmen
are Standing firm and with no indica?
tions of any early settlement, it is be?

any possibility of operating street cars

The efforts of the Chamber of Com?
merce to get the railway officials and

prospective movement (?f cotton, other
crops and fertilisers, the attention <>f
the railroad commission baa been
called to the fact that, while no ac?
tual scarcity <?f equipment for freight
movement Is threatened, y*'t there iH
evidence that all available equipment
Will be needed and should be kept em?
ployed in the msot expeditious man?
ner to avoid congestion and delay and
to insure the prompt handling of
traffic.'1 This statement Is contained
in a circular which was issued today
by the railroad commission to the
railway lines of the State. The cir
, cular was signed by B. L. Caughman,
Chairman, and J. P. Darby, secre?
tary.
"The carriers in South Carolina."
the circular continues, "have been
adding to their equipment and have
adopted many precautionary methods
lor the handling of traffic. There the
railroad commission desires to ad?
vise both the shippers and receivers
of freight that they should do all In
their power 'to keep the cars mov?
ing;' also in loading cars to full ca?
pacity when possible to do so.
"While certain free time Is allowed
for loading and unloading cars, they
should be loaded and unloaded as
promptly BM possible after being
placed. It is unfair to the carriers
and to other shippers to hold cars
for 72 hours because that much free
time is allowed, when the could just
as well be handled within much
shorter time, say within 24 hours.
"Harmonious co-operation between
shippers, consignees and carriers in
all transactions regarding the hand?
ling of freight equipment for the
next few months Is the earnest desire
of this commission.
"It is a mutual duty which shoull
be recognized by all concerned."
