tains some restriction on the right of
postal employes to organise, un en?
tirely new system of parcels post,
based on the sone plan, with varying
rates for varying distances. The meas?
ure will go Into conference with many
important differences remaining to be
settled. The house provided that no
employe of the postal service should
be subject to reduction or removal for
joining an organization having for its
object Improvements in conditions of
labor or compensation. After a fight
Involving the right of government em?

proved this in part, but provided that
employes should not Join "any organ?
isation which imposes any obligation
or duty to strike or to assist in a
strike against the United States." Un?
der the terms of the bill as it passed
