Report on Organization.
The committee begs to report and
recommend that a new fiscal year be
begun as of date of November 1st
past, and that selections and payments
of dues be for the year beginning on
that date.
The committee recommends the
election of the following officers:
President, two vice presidents from
the city and one vice president who Is
a resident of the county, but not of
the city; a treasurer and a secretary.
That the president appoint all
standing and temporary committees

the work of the organisation. That

Chamber, and make payment only on

Report on Hotels.
In compliance with the action of
your honorable body, on Oct. 20th,
appointing Messrs. Nelll O'Donnell,
J. W. McKeiver and Thomas Wilson
as a committee to look into the ques?
tion of the present hotel accommoda?
tions In the city of Sumter and also
as to the possibility of organizing a
company to construct a modern com?
mercial hotel In the city, your com?
mittee beys to report that they have
made considerable inquiry as to the
cause of so much complaint regard?
ing the poor hotel accommodations in
Sumter and has been Informed by
merchants of the city, traveling men
and citizens generally that the hotel
accommodations in Sumter are so
poor that as many traveling men as
can possibly do so avoid stopping ov?
er In Sumter and, In many cases, they
leave the city before their work Is
completed and go to Florence or some
other near by town, spend the night
and return to Sumter to finish their
work the next day.
Your honorable body is aware of
the fact that both principal hotels of
the city are under the management of
the same man, Mr. Jackson.
Your committee has Interviewed
Mr. Jackson and is Informed by him
that it is impossible for him to give
his patrons satisfactory service, and
accommodations, as the furnishings
in both hotels are in such delapidated
condition. He states that the blan?
kets and comforts on the beds are old
and unclean and that he is unable to
get them washed or to make the
necessary replacements.
An examination of both the hotels
by your committee shows that the
buildings are in bad shape; there are
leaks In the roofs which have caused
the plastering to be dislodged, the pa?
pering In some of the rooms to be?
come stained and, in some cases, torn
off, and the buildings in such condi?
tion generally that It is impossible to
keep them clean and comfortable.
The bed linen generally was clean
and in fair condition but many of the
beds are without blankets the only
covering being the spread and old
comforts which are unclean and un?
fit for use.
Your committee most respectfully
suggests that an effort be made to
organize a company to secure a loca?
tion and construct a modern hotel of
not less than 100 rooms, with a cap?
italization of $100,000; say $40,000
in capital stock and $60,000 bonded
indebtedness, and that your honora?
ble body appoint a committee to so?
licit subscriptions for this purpose.
In the mean time your committee
would recommend that the owners of
the Hotel Sumter and the Hotel
Jackson be appealed to put their ho?
tels In better condition. In case the
necessary amount of money to con?
struct a modern hotel is raised it will
require about one year to complete
the work and In the meanwhile the
city will suffer on account of the poor
hotel accommodations which it now
has, while If the present hotels were
renovated, painted, refurnished and
properly managed they would pro?
vide ample and reasonable accom?
modation for some time to come.
There Is no complaint of lack of spac?
In the hotels to accommodate the
present travel, but seems to be based
on the bad condition of the buildings,
furnishings, etc.
Your committee would further
recommend that the present hotels
be provided with fire escapes. The
buildings being wooden structures
are as at present constructed, dang?
erous in case of fire.

Mr. President and Gentlemen of the
Chamber of Commerce:
Your committee appointed to look
Into the cotton market situation in
Sumter after making such investiga?
tions as appeared to them practicable
and necessary at this time beg leave
to make the following suggestions:
First That an arrangement be
made between the cottton buyers and
the Sumter Cotton Warehouse Co.,
whereby this company ? shall take
charge of every bale of cotton, as
fast as weighed by the public weigh?
ers, retaining control of it till he is
presented an order for it, said order
to be accompanied by an invoice of
the cotton to be delivered, said rep?
resentative of the cotton warehouse
company then to personally check
off each bale called for by the in?
voice, thus assuring correct delivery.
Second. That In addition to the
present night watchman, a watch?
man be kept on duty on Sunday.

Macveagh Announces Removal of 104
New York Employes.
Washington, Nov. 19.?The elimi?
nation from the customs service of
Deputy Collector James N. Vail, the
abolition of that office in the New
York custom house, the dismissal of
104 men, and demotion of 123 other
men at New York from March 4 up
to last night, with about a score of
other changes, included in Collector
Loeb's statement today from New
York was announced by Secretary
Macveagh tonight.
There will be no further grants of
immunity in the customs investiga?
tion at New York. Secretary Mac?
veagh made this clear, explaining
that he received this assurance in a
recent conference in New York with
Collector Loeb and others. Collector
Loeb, the secretary said, assured him
j there would be no further occasion
for it, that they had accomplished
what was needed by the immunity
previously promised.
The three weighers who confessed
to the authorities and whose evidence
has figured so largely in the investi?
gation have not been disturbed in the
service and they will remain, so far
as the government is concerned. But
Mr. Macveagh pointed out that it was
questionable whether they would care
to continue in the limelight very
long.
