county court In Sumter county. The
voters in Rafting Creek township
have been discussing this subject for
several weeks, and after interviewing
a large majority of the most influen?
tial farmers I find they are bitterly
opposed to adding any further taxa?
tion at this time, as our taxes are in?
creasing each year, and in this town?
ship especially they have interest on
school bonds snd liquidation of same
to pay for many years to cocne and
they do not propose to saddle any ad?
ditional tsx upon our heavily burden?
ed taxpayers. Further, they contend
that the last legislature has incressed
the circuits from el?ht to twelve for
the purpose of obvtstlng the conges?
tion thst now exists In our courts, snd
this alone will create further taxee.
And, again, they contend that should

cause greater litigation and tske jury?
men from our farms during the busy
season, and besides our townships are

wall as the town of Sumter, who can

such cases as wi'l come before the
county court, snd I hope that every
qualified voter in this township, as
well ss throughout the county will
turn out on the first Tuesday In June
and record his disapproval by voting
against any further taxation.
We have had ideal seasons for
crops. Cotton Is ten to fifteen days
lste, but hss been well worked and
Is growing ^rapidly. Corn is doing
well, but great complaints sre made
of bad stands, caused by bud worms
during cool nights. ^
Oats have suffered somewhat for
rain, but where soda has been ap?
plied are looking well snd harvesting
I will commence this week.

order to avoid contact with the shade
trees. On Mr. Llgon's motion the
request was granted. It was further
resolved that. In future the committee
of public works be authorised to de?
ride matters of this kind, and that the
ordinance regulating the location of
pales be^ so amended as to conform to
the present resolution.

Notice is hereby given that an elec?
tion will be held at the several pre?
cincts established by law in Sumter
county, on the first Tuesday in June,
1908 being the 2d day of the month,
said election to be conducted in ac?
cordance with the laws regulating
general elections, and to be held in
Accordance with an Act of the Gen?
eral Assembly approved the 26th day
of February, A. D. 1908, entitled an
Act to establish a County Court In the
County of Sumter, and to Define the
Jurisdiction and Powers of Such Court
and to Provide for the Conduct of the
Business Thereof.
Section J. Be it enacted by the
General Assembly of the State of
South Carolina. That a special elec?
tion as provided by law be, and the
same is hereby, directed to be held in
and for the County of Sumter on the
first Tuesday of June next, and the
Commissioners of Eelectlon for said
County are hereby directed to submit
to the qualified electors of said
County at such election the question
of the establishment of a County
Court for Sumter County, and at said
election the question of establishing
said County Court shall be submitted
to said electors in the following form:
"Shall a County Court be established

On the day of election the managers
must organise by the election of a
chairman and a clerk, if necessary.
The chairman elected is empowered
to administer oaths.
The managers have the power to
fill any vacancy and* If none of the
managers attend, the citizens can ap?
point from among the qualified voters

can conduct the election.
At the close of the election the
managers and clerk must proceed
publicly to open the ballot boxes and
count the ballots therein, and con?
tinue without adjournment until the
same is completed, and make a state?

Within three days thereafter, the
chairman of the board, or some one
designated by the board, must deliver
to the commissioners of election the
poll list, the boxes containing the
ballots and written statements of the
result of the election.

on or before Saturday, May 30th.
