Organisation Indifferent.
In a signed statement Issued Satur?
day, President Harvie Jordan, of the
Southern Cotton association, declares
that activity In its ranks has been al?
lowed to slumber, and he urges the
organisation to renew Its activity for
a better price for cotton,
t Said Mr. Jordan:
"The adherents of the policies and
purposes of the Southern Cotton asso
cltlon have been somewhat indifferent
to the cause during the past eighteen
months. Activity In the ranks of the
local county associations have been
allowed to slumber, and the spirt of
co-operative effort between farmers,
merchants and bankers has not been
so pronounced as the two years pre?
ceding 1907. This apparent indif?
ference of the farming and business
interests of the south, heretofore
man hing so conspicuously under the
flag of the Southern Cotton associa?
tion, has been due almost entirely to
two things, vis: That up to January 1,
1908, the cotton trade of the world
was never better, and the price of spot
cotton fairly aatlsfactory to growers,
merchants and bankers. Under these
conditions the people appeared satis
fled and the power and Influence of
the association which had been so con?
spicuous In forcing price* for spot cot?
ton from six cents to eleven and
twelve cents waa allowed to remain
largely in a formative, but not very
active stage.
"Conditions are now rapidly chang?
ing for the worse, and unless the
strong active forces of the south are
again rehabilitated under the flag of
the association, the south may face
next December somewhat the same
character of troubles which menaced
ua Ih the winter of 1804. The cotton
trade In this country la already seri?
ously affected and cables from my cor?
respondents In Europe, Just received,
Indicate that If spot cotton continues
to go down In price the cotton trade
of Europe will be disorganized. The
speculative interests operating on the ,
New York Cotton Excange are dally
hammering down the price of apot
cotton to lower levels. If apot holders
give away and become panic-stricken
the small remnant of the 1907 crop
now In the hande of the people will
go at low levels and cause the lose
of millions of dollars to the growers
and the spinners alike, the speculative
Interests alone being the beneficiaries.

Columbia, April 22.?Bishop Ellison
Capers died this afternon at 3 o'clock.
He had made a characteristically gal?
lant fight against death. For days it
seemed that his strenght could last
only a few hours longer, but he would
rally and recognize those around him
with his usual kind word.
For over a year the Bishop had
been In ill health, but was at times
able to attend to his Episcopal duties
and enjoyed frequent drives, but about
f* week ago he became ill and it was
realized that his death was then only
a matter of hours.
Late tomorrow afternoon, Thursday,
the body will be taken from his resi?
dence on Barnwell street to Tritinity
church, and will rest upon the chan?
cel Thursday night, some of the clergy
remaining with the body.
At 8 o'clock Friday morning there
will be early Communion at Trinity.
Until 11 o'clock Friday morning the
church will be open for those who
wish to visit the church and see the
noble features of the greatly beloved ,
soldler-prlest, and then, the doors will
be closed until 12 o'clock, the hour of
the funeral.
A list of the honorary pallbearers
could not be obtained tonight, but the
active pallbearers, by the Bishop's
special request, will be his five sons
and his son-in-law.
Bishop Coadjutoij Guerry will, of
course, be In charge of the services ex
offlclo, and he has advised the Bishops
of the nearby dioceses,, and they with
the State clergy will take such part as
may be arranged by Bishop Ouerry.
The Bishop's wife Is In feeble health
but Is bearing up bravely with noble
Christian fortitude, and her only sur?
viving sister, Mrs. Legare, is with her.

Capt. John G. Capers, of Washington;,
the Rev. W. T. Capers, >of Lexington,

message to Mrs. Capers: "The Vet?
erans of the Northern Virginia depart?
ment mourn their 'brave Christian
comrade and deeply sympathize with
his family."
No man who has lived In South
Carolina in this generation has had
more general respect and affection of
the wohle people than Bishop Capers.
Irrespective of religious belief he was
regarded as a high type of Christian
citizenship, and his opinions and Judg?
ment were everywhere respected. Per?
sonally .ie was the friend of all. None
knew him but to love him. In Colum?
bia, where for 15 years as Bishop, and
at an earlier period as rector, he had
been a familiar figure, he was best
known and most admired, respected,
and affectionately regarded, and here
he will be most keenly missed.

New York, April 20.?The chief
event of the past week In local finan?
cial circles has been the inauguration
of an export movement of gold to Eu?
rope, which promises to assume con?
siderable proportions before long.
Thus far, only $2,000,000 has been
taken for shipment, the same going to
Paris, but it is reliably estimated that
before the movement terminates the
sum may have reached something in
the neighborhood of $20,000,000, as
not only is there a demand for the
precious metal on the part of France,
but Germany is also in need of cash,
as the situation there is at present
somewhat acute on account of the ex?
tended industrial situation and the
heavy borrowing by the government.
Although exports of gold from the
United States are not at all unusual
for this season of the year, the move?
ment this year has started somewhat
earlier than is ordinarily the case.
Last year It began in May and in the
following month shipments amounted
to $24,000,000. However, the early
starting of the efflux thi:; year has
failed to create the slightest appre?
hension, and even the prospects that
! the United States may be called upon
I to part with the amount above men
j tioned is viewed with perfect aquani
I mity.
The principal reasons for this con?
dition of affairs are contained In the
facts that, first of all, the engagemen*
announced this week Is the first since
May last year. But beyond this Is the
enormous supply of gold at present in
this country. It will no doubt be re?
called that in November and Decem?
ber of last year, following the panic
here, the United States Imported from
European countries the unprecedent
adly enormous total of $108,000.000
gojd. Of this sum the New Tora as
sey office alone holds $25,000,000 In
gold bars after having sent something
like $60,000 to the mints since the
panic. Moreover, the surplus reserves
of the New York Associated Banks
now amount to approximately $45,
000,000, while in addition to all this
the balance of foreign trade just mow
la very heavily in our favor.
Even In the event that say $20,000,
000, gold will be sent abroad on this
movement. It will no doubt be found
that at the end of the current fiscal
year this country will have to Its cred?
it considerably more than $75,000,000,

Imports and exports of the yellow
metal. Besides, local bankers are
strongly of the opinion that, should
the outflow of gold show any signs of
assuming unusual proportions, the
secretary of the treasury will come to
the assistance of the situation by is?
suing a call for the return of part of
the $200,000000 of public money now
held by the national banks.
For the foregoing reasons the gen?
eral stock markets has to all intents
and purpose virtually ignored the be?
ginning of gold exports to Europe, and
while prices have fluctuated more or
less irregularly throughout the week,
the undertone has been Arm and at
the close the feeling among brokers Is
quite optimistic. But for the fact that
the week was largely broken into by
the Easter holidays, which occasioned
the closing of the New York Stock
and Consolidated Stock Exchanges on
both Friday and Saturday, it Is quite
likely that this sentiment would have
been reflected in considerable activity
and a greater or less enhancement in
values.
SEVERAL BUILDINGS ASSURED. <
$400,000 Appropriation for Federal
Buildings In This State Likely.
Washington, April 23.?Wrhile The
News and Courier correspondent is
not in a position to give exact Inform?
ation regarding what congress will do
when the public buildings bill is re?
ported tomorrow for Orangeburg,
Alken, Newberry, Darlington, Gaffney,
Laurens, Union, Anderson, Sumter, Co?
lumbia, Edgefleld, Abbeville and Cam
den In the way of federal buildings, It
is assured that of the places named
seven or eight will get direct appro?
priations. Three will be taken care of
to a small extent and the others will
not share in the expenditure of public
money this year.
The total amount that will go to
those places Is said to be a little over
$400,000.
This Information is believed to be
correct, but until the bill carrying the
different amounts is formally reported
more definite Information cannot be
given.
With more than $400,000 being ex?
pended In South Carolina next year
for labor and materials of' different
kinds It should go far towards giving
trade and employment to those suf?
fering from the present money depres?
sion, should It continue until that
time. It will mean also that one of
the stubbornest fights Speaker Cannon
has ever put up against any appro?
priation bill has been won.
