Quito a number of bills were*alllad
by the adoption of the unfavorable
reports of committees, and In moat
cases the senators who were authors
of the bills rejected were not in their
seats.
There was but one matter on the
calendar to he acted upon and that
was the resolution Introduced by
Senator Bleaee providing for an Inves?

A Joint resolution to extend the time
for the payment of taxes was referred
to the ways and means committee.
The house killed the sonate resolu?
tion to inquire into a law. suggesting
one boaid of trustees for all educa?
tional Institutions under control of the
State.
The senata resolution for an eloc
tion to fill vacancies on tho various
boards and on the bench was also
killed aj the houso had fixed Friday
for the election.

supply and appropriation bills and

When the calendar was taken up
the house bill from the committee on
claims for a new school district In
Spartanturg county was parsed and
ordered sent to the senate.
The venate bill for the election of
cotton, weighers at Pickens and
Bethune were ordered enrolled
Mr. Lane's resolution refusing the
use of tho hall of tho house for any
purpose that would necessitate the re?
moval of the carpet was then taken
up. Mr. Banks of the way* and means
committee thcugM that the resolution
should be killed. It would affect the
South Carolina club and their annual
ball held in the state house for years
and while he did not dance himself
he thought that it A-ould be very small
and narrow on tho part of the mem?
bers of the house to object to the use
of the hall by others. Mr. Rucker
spoke along the same lines. On mo?
tion to strike out the enacting words
by Mr. Banks tho house refused by a
vote of ?10 to It.
Mr. Howell M.rrcll then spoke in
favor of the ievolution, following the
explanation by Mr. Lane. The latter
did net think the house should turr
over tho use of the hall to anybody
for any purpose. Mr. Morrell thought
that it was wrong to use the hall for
balls, even though they were attend?
ed by some oi the leading citi?
zens of the State, Including the gov?
ernor.
Mr. Parte? McMaster spoke in favor
of Mr. Ranks' motion to kill the reso?
lution a* did several others After it
was seen that the bill would pass an

Carolina club from the provisions of
the various paragraphs. The house,
however, killed this by a vote of 64
to It. It was decided, however, to
allow the desks to be removed In case
of a convention. Motions to leave tho
entire matter with the secretary of
state were killed with little discussion
and finally the clincher on the resolu

Mr. Wingard's bill, which passed
the house last session, requiring that,

ratification, being the fist act passed
at this session.
Senator Earle introduced a bill to
amend section 6IS of the criminal
code, relating to fishways. by provid?
ing a penalty of 95,000 against any
person, firm or corporation which
shall erect a dam across any stream
hereafter without providing adequate
f.shways, the penalty to be recovered
by the county in which any such
dam Is located through any court of
competent jurisdiction.
THE HOUSE.
The house of representatives held a
short and somewhat darkened session
last night. The attendance was good,
nearly all of the members being in
their seats bnt by previous agreement
only uncontested matters were taker
up by the members.
At Intervals the lights went out and
recesses were necessary, the members
enjoyed the relaxation with their
cigars and all over the hall the flicker?
ing match and the brightening cigar
were seen in the gloom that settled
down over the august body.
There was some little discussion on
a labor contract law and for a mlnutf
or so it was thought that the session
might last until midnight. Mr. Dixon
introduced a Joint resolution askin?
for Immediate report on all house and
senate bills on labor contract laws.
Mr. Wade moved to strike out the en?
acting words. Mr. Fr?ser of the Judi?
ciary committee stated that all bill?
on the labor contract subject would
be referred to x special subcommittee
and an early report was expected, but
this could not be don'" at once. The
house finally killed the resolution.
