learned that the report of the Arm?
strong Insurance Investigating Com?
mittee, which will be presented to the
Legislature next week, is ready for
adoption by the committee today. If
adopted the report will mean start?
ling revolutions in the law governing
life insurance in this State.
It limits salaries to $50,000 a year,
makes the maximum amount of new
business $150,000,000 each year, cuts
! off all renewal commissions to agents
and practically puts them out of bus?
iness.

Three Negroes Tried for Stealing Cot?
ton From a Barn, Only One Con?
victed-Trial of Lee for Abduction.
Manning, February 13.-The first
case taken up in the Court of Sessions
bere today was that of the State vs.
Johnnie Green, Feb Green and Dave
Williams, charged with breaking into
the cotton house of Mr. J. J. Brough?
ton, on the 25th of last November,
and stealing therefrom some 300
pounds of seed cotton. The two
Greens were represented by Messrs.
Woods & O'Brye.n and were acquitted;
Williains was found guilty.
The only other case concluded to?
day was that of the State ?gainst E
L. Lee, alias E. Lee Ward. Lee, or
Ward, is a white man who came to
this county from Florida last Decem
ber, for the purpose, ostensibly at
least, of marrying a Miss Wise, of this
county, whom he had been cor?
responding with for some months
through a medium of some matrimo?
nial advertisement. He was enter?
tained at the home of the young lady's
father, and the family was perfectly
willing for the match to take place.
On a visit to Manning, however, Lee
sought to induce the young lady to
marry him at once and go on to Flor?
ida that night. This she declined to
do, on the ground that they had prom-^
ised their father to return home that
night, and his consent had not been
asked to their marriage that day.
Thereupon Lee proposed marriage to
the 13-year-old sister of Miss Wise who
had accompanied them to Manning but
could get no one to perform the mar?
riage ceremony. He had persuaded
her to accompany him to the depot,
promising to marry her aboard the
train, and the two were sitting in the
depot waiting for the train, then over?
due, when the matter came to the at?
tention of some of the citizens of Man?
ning, who at once had Lee arrested
and .took charge of the little girl until
her father could arrive. Lee gave a
cash bond and was released.
He did not appear for trial this
morning, forfeiting his bond and being
tried in his absence. The jury found
a verdict of guilty. Lee is said to be
a man of good appearance, apparently
well supplied with money. He claim?
ed to be editor of the Mariana News.

Columbia, February 16.-The House
last night returned to the Senate with
its compliments the Raysor-Manning
Tillman bill. This was done by a vote
of 61 to 41 and is indicative of the po?
sition of the House. Mr. Otts took the
position that the Senate had sent the
bill over without compliance with riile
31, which provides that body and title
of a bill should conform. He held that
the body of the bill amended certain
sections of the dispensary law, where?
as the title did not so indicate. Speak?
er Smith held that the house should
determine whether the bill should be
rejected and sent to the senate for
amendment to the title. This did not
mean that the house rejected the bill
as that question has not been voted
upon but when the bill is returned
with an amended title another issue
may be raised whether such a radical?
ly new bill shall have to be read three
times ia the House.
The greater part of the morning
session was devoted to the considera?
tion of a fertilider bill which has been
pending for some time and which has
the approval of the Clemson authori?
ties.
The joint committee on public print?
ing submitted, a report yesterday en?
tirely exonerating the public printer
from any and all charges and express?
ing entirfc satisfaction with the work
done and the cost thereof.
The Senate concurred in the Hous?
amendment to thc bili changing the
name of the South Carolina College to
university and the bill was ordered to
ratification.
An amendment to the dispensary law
introduced by Senator Holliday and
approved by Senator Christensen was
adopted whereby dispensaries cannot
be established in unicorporated towns
in Horry and Beaufort, they having
been legal in these two counties here?
tofore.
Senator Blak?^alled- up his bill with
reference to special courts. It pro?
vides that before a special term shall
be ordered it must first be petitioned
for by a majority of the bar associa?
tion of the county and receive the en?
dorsement of presiding judge. In ad?
dition to this, the clerk must send to
the governor the number of cases on
the docket. After all this the gover?
nor is to decide whether the court
shall be ordered. x
Senator Biake spoke in favor ot the
bill and Senators Hudson and Hay
against it, the whole discussion con?
suming much time along with the roll
calls, which resulted in the rejection
of the bill by a vote of 22 to 12.
Senator Blease of Newberry moved
to indefinitely postpone the bili to
prohibit beer and hotel privileges, but
it passed its third reading by a 16 to
ll and goes to the House, where it has
not yet been read the first time.
Senator Carlisle called up the buck?
et shop Tbill and ? roll call.was order?
ed on the motion to postpone debate
to tomorrow. The result was that de?
bate was postponed by a vote of 20
to 16, which very likely means the
end of the bill.

Columbia, February 16.-The Sen?
ate took up the Rucker bill today,
struck out all after the enacting words
and substituted the Senate bill with
the execptipn that it contains a pro?
vision for abolishing the State board
of control. This bill cannot get to the
house until tomorrow.
The resolution of the dispensary in?
vestigating committee to abrogate the
contract with the Carolina Glass com?
pany was introduced in the senate, but
on objection being made, considera?
tion went over.
The bill appropriating $2.000 to thc
Confederate Home, in Charleston, hus
passed the third leading in both
houses.
The senate today sent a mesage to
the house about the latter's refusal to
receive the senate dispensary bill to
effect that Rules 31 and 32 apply
solely to matters arising in the House,
and that under Rule 4S they have no
choice but to receive it. The attitude
of the two houses present the curious
situation of a bill suspended between
the two houses, neither being willing
to take it. The House has not yet act?
ed on this last message of the Senate.
The House.
In the House today the dispensai>
people tried to gain another legislative
delay by having Mule 50, which pro?
vides: "Xo bill shall be read a third
time . on tho day fixed for adjourn?
ment," suspended, but this the House
refused to do. Following this the
House, at the instance of Messrs. Her?
bert and Kershaw, continued all sec?
ond reading bills, thus killing 29 bills
with one swipe, and wiping out the
ej..endar entirely. The House there
jie will spend tomorrow on Senat
:esolutions or amendments, confer?
ences, etc.
When the Senate's message about
the dispensary bill was read in the
House Mr. Otts moved that a message
be sent back that under the constitu?
tion of the State the House is the sole
judge of its rule and sees ho reason for
receding from its action of last night
This provoked a lengthy and acrimo?
nious debate, the subject being full of
hidden politics.
{ The House on adjourning decided
not to go into the dispensary election
this afternoon and there is talk of its
refusing altogether, but this is not
? likely.
Senator David B. Hill did not ad
! dress the General Assembly this af?
ternoon as he had been invited to od.
However, he personally published his
declination. He feels that the condi
j tion of his throat would not allow him

CHICAGO BANKS SHAKY.
Chicago, February 16.-Following
the action late last night by Judge
Chitraus granting an order placing in
the hands of a receiver the Bank of
America, comes reports that two other
Chicago banks, both State institution?,
i are under scrutiny, and that action is
to be taken today in regard to them.

It is not announced whether or not
the two banks under suspicion are in
any way involved in the trouble of the
Bank of America.
The Bank of America action was
taken late last night in the complaint
of John Kavanah, a stockholder. He
charges several officers of the bank
with misappropriating funds. He says
they obtained amounts aggregating
$140,000.
Secretary Shaw's Watch.
Congressman Hedge, of Iowa, holds
that Secretary Shaw is one cf the
best political campaigners in the coun?
