To Race For Upton Cup.
Chicago, lil., Aug. 12.-The inner'
harbor today is dotted with white'
winged craft flying the ensigns of the
Detroit Yacht club. Milwankee Yacht,
club, Chicago Yacht club and other
^yacht*clubs of the great lakes. The
yachts have gathered here to take part
in the Lipton Cup races, the first of
which will be sailed tomorrow over
the triangle course of the' Columbia
Yacht club. With favoraable wind and
weather conditions the experts say the
contests should prove the most inter
esting ever sailed in Chicago waters.
The local yacht clubs ha ve entered sev
eral boats which they think fast
^enough to retain the cup here. On
the other hand, the Milwaukee Yacht
club tas sent the/flyer Mendota, owned
by Commodore Vllas, who is confident
that she is the fastest yacht on the
lakes. Detroit, also, and several othdr
cities have entries and no doubt exists
Jhai the contest will be closely contest
ed from start to finish.
-Porto Ricans Visit Washington.
Washington, D. C., Aug. 12.-The
several hundred Porte Rican teachers
who have been traveling in this coun
try and attending the summer schools
at Harvard, Cornell and elsewhere ar
rived in Washington today to pay
their respects to the president* before
. leaving for home. The visitors were
received in the capital by Dr. W. T.
Harris, United States Commissioner of
Education, and a committee represent
ing the educational institutions of the
District of Columbia. The forenoon
was spent in sight seeing. The teach
ers wore received by the president
this afternoon and cordinal greetings
?exchanged.

BROWNED LIKE RUTS IN A TRAP.
Eight Men Killed by Flooding of
Mine Near Salisbury, H. C.
Raleigh, N. C., Aug. IL-A special
to the News and Observer from Salis
bury, N. C., says: Information was
received here tonight that the Barrin
ger gold mine, located near Gold Hill,
Rowan county, N. C., was suddenly
flooded with water late this afternoon,
causing the instant death of eight men
employed -in the mine. The dead are :
Will Canup, Will Stirewalt, Joseph
Magrura, Bob Deberry, Sam Price and
three others whose names are unob
tainable.
Nine men were in the mine. shaft
when a large pond located near the
entrance to ; the mine suddenly broke
loose, the breakage being caused by
excessive rains, the waters rushing in
terrific and deadly force to a depth of
about a hundred feet upon the men
,who were powerless to save them
selves.
Thomas Moyl, manager of the plant,
was the only one to escape death. The
mine is filled with water tonight and
none of, the dead bodies have yet been
recovered. An unusual downpour of
rain is reported in the vicinity of the
mine this afternoon, much damage be
ing done to property. The flooded
mine is the property of the Whitney
Reduction company of Salisbury and
Pittsburg, Pa., and has been operated
by them for a number of years.

A MATTER OF GENERAL DISCUSSION.
Facts Brought Out at the Meeting of City
Council. But Not Published in the Re
port Thursday.

The report of the proceedings of the
City Council meeting held Wednesday
night published Thursday contain
ed no reference to one matter
that was brought up for consid
eration and discussed at some
length. The matter referred to has
been the subject of common discusi n
on the streets for several days, and is
still generally talked about. Conse
quently a statement of the facts as de
veloped in Council meeting being pub
lie property, it is deemed best, as a
matter of justice to those concerned,
that the facts be published, for the
reason that the reports in circulation
are conflicting and more damaging in
their nature than the statement be
fore Council.
The section of the official minutes
referring to this matter was omitted
from the report published yesterday
because City Clerk Hurst stated, when
he furnished a complete copy of the
minutes, that several members of
Council united in suggesting that the
said paragraphs be noo published. He
stated, however, when conveying the
suggestion or request, that the para
graphs be omitted from the minutes,
that the newspapers were at liberty to
publish the facts elsewhere than in
the minnutes, if they saw fit.
The matter referred to was brought
up by Alderman E. W. Hurst immedi
ately after the minutes of the pre
vious meeting has been read and ap
proved, i
Alderman Hurst said, in substance,
that he desired the privilege of mak
ing a statement in reference to certain
ligly rumors which are current ia the
city concerning the contract awarded
in May last to Von Ohsen & Shirar
for painting the two hose wagons.
The said rumors being to the effect
that, he- (E. W. Hurst) had been in
fluenced in awarding the contract by
a gift, or bribe, of five dollars paid to
him hy Mr. J. D. Shirar. He assert
ed that the fact was that about forty
cr fifty days after 'the contract was
made Mr. Shirar came to his place of
business and handed him five dollars.
He took the five dollars and asked Mr.
Shirar how it was to be applied Mr.
Shirar said : "That is for you, I want
you to accept it for your friendship to
me." He handed it back, saying,
"No, 1^ cannot take it, you have also
been my friend and I don't think you
can afford t<f make me a present."
Mr. Shirar insisted on presenting the
money, and said, "If you do not want
it, give it to your children to have a
good time when they go to Sullivan's
Island." For fear of angering Mr.
Shirar the money was accepted, but it
had nothing whatever to do with any
contract.
Mr. Shirar, who was present, then
made a statement corroborating Mr.
Hurst's statements.
Replying to questions, asked by
members of Council, Mr. Shirar said
he had felt grateful for the work
which he thought Mr. Hurst had been
instrumental in getting for him.
When Mr. Hurst attempted to return
the money he had said, "You are fcol
iub, I mean "yon to have it,." He ex
pressed regret that the matter had as
sumed the present aspect, so entirely
different to what was intended.
Farther discussion of the matter
was postponed, by common consent, to
a full meeting of council.
In explanation of why the above
facts we?e not published' yesterday as
an appendix to, though net incorporat
ed in the regular Council minutes, it
need only be stated that the copy of
the minutes was received at such a
bite hour that there was not sufficient
tf.me to prepare an independent re
port.

distinctly dissatisfied with Russia's
attitude in the case of the British

by the Vladivostok squadron, and con
tinues to press the Russian govern
ment to make substantial \. modifica
tion of the list of articles regarded as
contraband.

CITY COUNCIL MEETING.
City Council held a regular meeting
at (j o'clock Wednesday. Present

nett, C. G. Rowland and P. P. Finn.
Minutes of 3d instant were read and
approved.
Mr. E. F. Miller made offer to pub
lish for distribution copies of an arti
cle recently published in the Daily
Item entitled "Progressive Sumter"
at 810 for 1000 and $5.00 per 1,000 for
additional copies. No action was
taken.
The police commissioner recommend
ed sale of the horse now used by the
police, and that two bicycles be
bought for use of the Chief of police
and health officer. They further re
commended that a wooden building
recently erected by Mr. L W. Jenkins
within the fire limits be covered with
sheet iron. Council decided to furnish
^officer Reardon with a bicycle and the
police commissioners were authorized
to buy it. The suggested sale of the
horse and purchase of a wheel for the
Chief of Police was discussed and ac
tion deferred.
The recommendation as to Mr. Jen
kins building was referred to the
Chief of Police for attention. Mr.
Hurst stated that the question of ac
ceptance of No. 2 hose wagon had
been settled by arbitration, by receiv
ing the work and paying $80 there
for.
The Mayor reported that complaints
received in the last few days had been
referred to the proper Committees.
He reminded council of his request
that the Opera House be provided with
fire escapes, and said he would not be
responsiDle should any disaster ever
occur because they had not been pro
vided. He called attention to the in
creasing necessity for enlarging the
Recorder's Office and furnishing a vault
or other safe receptacle for public docu
ments and records, and the committee
of public works was authorized to have
necessary work done on this office.
On Mr. Hayneswbrth's request the
committee of public wo^ks was empow
ered to continue Mr. Tribble and la
borers under him in cutting weeds and
! grass, cleaning out drains, &c.
, Council authorized purchase of rock
> to macadamize Manning Avenue from
Main Sreet to connect with 'the clay
road.

July was referred to the finance com
mittee as also were the following

Greenville's Master.
Columbia, Aug. IL-Governor Hey
ward has been officially notified of the
death of D. P. Verner, of Greenville,
and the vacancy of master in the
county. Following the usual custom
he has referred the matter to the
Greenville delegation for their action,
and he will act upon their recommen
dation.
A Reward Offered.
Columbia, Aug. H.-The. Go vernor
today offered a reward of $200 for the
arrest and conviction of the parties
who murdered Jake Kind, the young
white man, in Charleston several 3ays
ago. As yet there has been no clue to
the party who committed the crime.
The State House.
Columbia, Aug. IL--The state house
commisson will meet in the nest two
weeks to consider further the plans
for the improvement of the building.
At present the work on . the heating
plant is being pushed and will be com
pletely finished in a few weeks. It is j
not known yet what action will betak
eu in regard to the new roof in view I
of the report of Architect Berle, but j
it is possible that another expert may
fee employed.

Fire at Providence.
From the Daily Item, Aug. 10.
Mr>. M. R. McLeod, who with her
daughters, Misses Margaret and Jen
nie, and son. Robert, have been at
Providence Springs for the summer,
had the misfortune to loose her home
and most of its contents by fire last
night. Her heaviest loss is in her old
family silver, all cf which was de
stroyed. A part of her furniture and
clothing was aved. Her neighbors
Mr. W. H. Seal, Mr. Guerry and Mr.
Charlie Boykin responded to the alarm
promptly and saved all they could.
The cottage was the property of Mr. T.
0. Sanders, of Hagood.
Little Pauline Hayneswarth, daugh
ter of Mr. Robt. Hayneswarth, was on
a visit there and consequently was one
of the vaembers routed unceremoni
ously at midnight .
The accident cannot be accounted for
as there had been no fire in the kitch
en since yesterday midday. Mrs.
McLeod hopes to be able to rent
another cottage io: the balance of the
season so as to derive further benefit
from the health giving water of 4'Old
Povidence Spings."
Big Tobacco.
Mr. George Alden Brown, who is
one of the few farmers in this section
of the county who planted tobacco
this year, sends us two leaves as sam
ples of his crop. These leaves meas
ure 20 x 30 and 22 x 33 inchs respec
tively. He ,has two acres planted
and two old tobacco planters who
have inspected the crop in the field
estimate that he will cut and cure at
least 2,500 pounds an acre.
The samples sent us are the largest
specimens of tobacco leaves we have
ever seen in this section and if the
quality equals the yield Mr. Brown
will have a far more profitable crop
at the prevailing prices for tobacco
than cotton, even though cotton sells
for more than ten cents this season.

cern is advertising the city of Sumter
far and wide. Orders for the "Wood
en Works" are pouring in from as far
distant rigions as Montana^and other
parts of the Woolly West as well as
from cities of the East. ' An order for
one of the "Wirks" was received from
a gold miner in the state (or is it ter
ritory) of Montana, today. The Back
woods Bookbinery is sawing wood (for
more books), an' saying nothing, but
must certainly not be unmentioned in
any list cf Sumter's enterprises'. This
Bookbindery is the only concern in the
worlds that manufactures books mads
entirely of wood and wooden ideas.

gang working near Littleport was taken
suddenly ill Thursday night with ' cramps
and a kind of cholera. His case was so
severe that he had to have the member1? of
the crew wait upon bim and Mr. Gifford
was called and consulted. He told them
