Don't Forget the Issus.
We are no'., very much impressed
with Mr. Milburn's address "To the
Poeple of South Carolina" in regard
to the report of the Investigating Com?
mittee, appointed by the Legislature
to inquire into the quality of the work
done on the State House. Mr. Mil?
burn knew when he entered into his
contract with the State what amount
of money would be available for the
work in hand, and the question with
which the Investigating Committee
had to deal, and upon which the
Courts will probably have to pass,
will not be affected in any degree by
the fact that Mr. Milburn had been
engaged in public work for eighteen
years, and during this period has
erected from thirty-five to fifty-five
buildings a year. The question is not
relative, but positive, lt has nothing
whatever to do with any other public
work with which the architect in this
case has been associated, but is con?
fined, and ought to be confined, solely
to the manner in which his contract
for the completion of the State House
was carried out.
Mr. Milburn's offer to give 82,000 to
any charitable institution in the State
if the Legislative Investigating Com
mitteee, or any other, will prove that
he has been party to any fraudulent
proceedings whatever, is not convinc?
ing upon any of the matters at issue
in this case.
The most abundant opportunity
ought to be afforded the architect and
the contractors for the production of
testimony which will show that they
have kept their engagements. The
matter has passed beyond the form
of newspaper discussion, and can be
settled now only through the Courts.
The character of the men composing
the Capitol Commission is not ai
issue, but the character of the work
done on the State House. Let us keep
that fact clearly in mind.-News and

Marines Sent to San Domingo.
Colon, Feb. 14.-Hurry orders from
Washington were received yesterday
to embark a battalion of marines on
the Prairie. A special train left
Colon this morning and returned at
noon with the 450 marines who were
encamped at Bas Obispo station on the
Panama Railroad.
The Prairie's boats were kept busy
all day embarking the camp fittings,
baggage, stores, etc, and this task is
not yet finished.
Major Lucas will command the bat?

It has leaked out here that the ma?
rines are destined for Santo Domingo.

Turks Defeat Bulgarians.
Berlin, .Feb. 14.-The Frankfurter

infantry. The battle, the correspond?
ent reports, lasted a long time and the
Bugarraus fled at night leaving 12
dead on the field. The Turkish loss
was one man killed and two wounded.
Two Fire Companies Fail.
Batlimore, Feb. 15.-Richard F.
Host was appointed receiver today for
the Peabody Fire Insurnce Company,
of Baltimore. The company lost ?700,
000 by reasons of the fire and it had
assets of only 8300,000. Application
for a receiver was made today by the
Fireman's Insurance Company, of
Baltimore. The application will be
heard February 23.
Both companies last week reinsured
their risks, not- affected by the fire, in
outside companies.
Laurena, Feb. 13.-Yesterday the 20
horsepower boiler used at the coal
chute of the A. C. L. exploded with
such terrific force the engine house
was blown up and the boiler thrown
fully 400 yards. At a point in its
range the ground was struck, making
an excavation six or eight feet. From
thia point the boiler arose and was
carried 100 yards further before it?

Roanoke, Va.. Feb. 14.-Details of a
parricide at Roderfield, McDowell
Connty, W. Va., yesterday were re?
ceived here today. James Bowman,
aged 16 years, shot and almest instant?
ly killed bis father while the latter
was severelv chastising his wife, moth?
er of the lad, in their home. Thr
older Bowman scolded his son, and
when the boy's mother interfered her
husband upbraided her. A general
quarrel followed and Bowman turned
his attention to his wife. The boy de?
manded of his father that he stop whir
ping his mother. The senior Bowman
did not heed the warning and the boy
fired on his father with a shotgun thc
contents taking effect in the head.
Bowman died in a few minutes. The
boy went to Welch and gave himself
up"to the authorities.
Laurens, Feb. 13.-Mr. A. Thornton,
who is manager of the Standard Oil
business here, while at Christian
yesterday was thrown or fell from bis
wagon and was run over by the big oil
wagon. One of bis legs was terribly
crushed and may have to be amputa"',
