Mouldy Food, Bad Water and
Uncleanly Surroundings.

Clemson, Feb. 24.?Dr. Xesom, the
State veterinarian, is receiving so
many letters from various sections in
reference to staggers that he has found
it imposible to answer them all. The
following letter will be of interest to
many throughout the State:
To the Editor of The State,
As it is quite out of the question to
give personal answers to all of the let
ters received from citizens of South
Carolina and Georgia regarding a
horse disease commonly referred to as
staggers, I take this method of say
ing to those concerned that more and
more cases appear every week, and just
at a season when horses and mules are
so much in demand for farm work it
becomes a serious question. The losses
i in South Carolina from this disease
I during the past year are estimated at
j about $10,000, and it is prevalent in
j Maryland, Virginia, North Carolina
' and Kansas. I had diagnosed the dis
j ease as cerebro-spinal meningetis
j near-y a year ago, but many of the dis
i eases did not seem typical of this dis
ease. I have recently forwarded to the
bureau of animal industry at Washing
ton six of the brain taken from horses
that had died of this disease. A par
tial report has been roceived and the
disease proves to be cerebro-spinal
meningetis, or leucoencephalitis.
This is a disease of the nervous sys
tem, affecting chiefly the brain and
its covering membranes. Most of the
brains taken out recently have been
congested, some blood serum around
the brain, and in either the right or
left half of the upper portion of the
brain (cerebrum) there has been fonnd
a large area of degeneration. This
cannot be seen on the surface, but if
the brain be cut open what appears to
be a large ulcer is found in the sub
stance of the brain. This is the prin
cipal lesion and is responsible for most
of the ill symptoms.
The symptoms are those of nearly
all other forms of so-called "stag
gers," and death generally follows in
one or two days if not very soon after
the disease is noticed. The cause of
the disease is not well understood,,
but is always associated with mouldy
food, bad water and unclean surround
ings.
The remedy is to avoid the causes,
use only the best food, pure water
and keep the animls under Jibe best
conditions as to cleanliness."^- In one
case I saw where a number of mules
died, the only bad environment I
could find was that a lot of rank
weeds bad been mowed down around
the barn and left to decay during a
rainy spell of weather..
Medical treatment is almost useless,
as the lesions of the brain have al
ready occurred when the symptoms
are noticed and cure is generally out of
the question when so much of the
brain has become decayed. Cold
shower baths of the head, doses of one
ounce of chloral hydrate, one ounce
aloes, or four ounces of whiskey, may
relieve the symptoms for a while.
When the disease appears clean, dis
infect and whitewash the barn, and
do not use a stall where a horse has
died. If possible abandon lots and
barns for two or three months and
provide quarters elsewhere for all
horses kept on the place.

Protection for Galveston.

nerstone of the $1,500,000 sea wall was
laid today with imposing ceremonies
I and parade of citizens and marines
j and officers from the United States
j battleships in the harbor. The wrok
on the sea wall has progressed most
i satisfactorily since its beginning last
j October. It will be three miles in
i length and give absolute protection to
the city even from a stage of water
equal to the destructive tidal wave of
1900. The funds for its construction
were raised by popular subscription to
a bend issue and most of the money
j was subscribed by local men. The
! city has been exempted from State
; taxes for a period of IS years as assist
| ance in bearing the great burden of
the great wall for its protection
Trenton, X. J., February 23.?In
; the United States Court here today a
j jury awarded 500 damages to the Rev.
i Henry P. Johnston, of Camden. a color
! ed man who sued the Pullman Car
j Company for $10,000. Johnston is the
j editor of the Christian Advocate,
j and on March 25 last, while riding
I in a Pullman car between Richmond,
i Va>, and Washington, sought service
| in. the dining car. He claimed that
he was refused food by different sub
terfuges, notwithstanding he applied
three times. Finally when all the
passengers had been served and the
employees were eating he said he was
offered food.
