8twerage and Sewage.
Of al! the communications received con?
cerning the question of sewerage fer our
city, we venture tbat tbe following iii more
to the point and contains more information
than aoy yet received To those of our citi?
zens wbo have been feariog th? debt of nntold
thousands in bonds to be paid by an unborn
posterity, this letter should bring a sudden
and tffectual relief of mind. We commend
the letter to our readers It waB received to?
day by one of tbe committee of five, who are
still tr>itig to find facts for the people:
Frederieksbnrg, Va , Aprill ll
Dear Sirs:-Yours of tbe 8tb estant is
before me and I take pleasure in giving yon
some preliminary information
In the first place I presum? yon will nae
the separate system, wbicb is a system of
small pipe sewers designed tc carry only
sewerage, while the surface or "fctorm water"
is cared for in ao independent or separate
manner This is tbe universal practice ex
cept :n the larger cities that are closely built
np, tben they use the "combined" svtttem,
the . storm-water" and the sewage being
cared for io very large and expensive
sewers and your cit'Z-ns who think tbat
your system will cost $75,000 mu9t have
been tlmkiog of storm-water sewers
I built Hf miles of sanitary sewers in
Aikeo, S. C , at a cost of $27,000, and tbis
included the construction of six filter beds
for the disposal of the sewage by "intermit
tent downward filtration" since local condi?
tions preveu'ed us from emptying thc raw
sewage into tbe branch
If yon can dispose of your sewage by con?
tinuous outfall into some bold stream then 12
miles of sanitary sewers with sizes of pipes
from 18 to 8 ioches, will aol cost over
$2'i,000, unless some local conditions create
unusual difficulties in tbe construction. The
work tbat I am at present engaged upoo
boildiog tbe Fredericksburg, Va , sewers
has some rough work io ?one section wbicb
causes a variation in price for laying 15-inch
pipe of 10 cents per foot and the 20-tncb pipe
is laid along a tidal stream and i.be work is
io a wet ditcb, wbich makes tbe price for 20
incb pipe here rather high. The prices on
tbis work are as follows :
20-iocb pipe in place, $1 03 per fool;
18 inch .? " " .75 ?? "
15-iocb ,l " " .50 " "
10-inch (bad work in water) 30 11 "
8-iocb M " " 28 " "
6 inch house connections 21 " '
About 15 mac-boles per mile cont average
$25.00.
About 10 flash tanks in all cost $10 each
Tbese are figures from a contract cow te?
ing executed and will give yon a correct idea
of such work.
Of course nothing more definite can be
given without a close study of your reqnire
menta and of all local conditions after mak?
ing careful surveys of the eotire drainage
area to be sewered.
Taking an average of a large cumber of
systems tbat I have built, where no rock is
encountered, I find tba cost per mile will cot
exceed $2200, and if there is a large propor?
tion of 10 inch and 8-inch pipe used the cos t
per mile will drop below 32000.
I will ask you to g;ve me a littlemore
information before I could name a price for
making surveys, plan-, report and estimate of
cost of constructing a system best suited to
yoor needs, bot I will say tbat it will no:
cost over $500
Tbe work necessary to give you the proper
information and put you io a position to ad
7enise fer bids will be about as follows:
1 To make a careful topographical survey
of the towo
2 To design for you tbe best system under |
the conditions as I find them, all conditions
considered.
3 To draw plans ?bowing tbe 3izes of
pipe required, their location on the streets
aod the depths of cut necessary to lay tbe
pipes on the proper grade so that one part of
tbe system will sorely join to and proper'y
co-operate with all other parts.
4 To make a report to the committee
describing tbe details of tbe system with an
estimate of its cost
5. To draw a set of specifications acd form
of contract tbat shall fully describe the work I
to contractors so tbet they eau give close \
and intelligent bids and so that the town's j
interest will be fully protected If von will
kindly let me know at what time you will
want tni9 work done so tbat 1 will know
tbat it does not interfere with my present
engagements I will oameyoo a definite- figore
for tbe eogineeriog work io connection with
the design of your proposed system and aleo
for the superintendence of construction when
the contract is let.
I wiil come to Sumter at my own expense
to look over tbe ground and maka you a
proposition to act as your engineer ea soon
as \ou are ready to go tbead with this
work, and I beg that you give me opportun?
ity to submit my proposition befor? you
compromise yourself with etber parties who
may apply for your work.
If the information enclosed is not all you
want at. present let me know and I will gladly
give you any further pointers that I can.
Will you advise of the state of &fF:iirs io
connection with this matter? Have you
decided to build, or is the question just
beiog discussed m preliminary eiages only.
Yours truly
N Wilson D*vta.
