Section f. Thst in July, 1902, the
State board of education, npon the
joint recommendation of the governor
and the State superintendent of edo
ostioR, shall appoint for each oonnty
in the State, a coooty board of edu?
cation, consisting of ftfe members,
two to serve for two years, two to
serve for foor years and one to serve
for eis yaara, and onttJ their respect
ive successors have been elected and
qoalified The successors of the
osid msmbere of tbe said county
board shsll be obosen by tbe electors
of tbe county for s term of six years
each, two at tbe general election in
1904, and every six yeanji thereafter;
two st tbe general eleotion in 1906,
and every aix years thereafter ; and
at the general eleotion io 1908, and

however, That candidates for these

used by the county superintendent of

education of each oounty shall pro
vide expert supervision for the
schools of tbe county, and for this
purpose shall employ o man skilled
in the science and art of teaching
aid of school management, who shell
supervise all tho schools of the conn
ty, instruct tho teachers, counsel tbe
trustees, assign teachers to tbo
schools for which the boards of
trustees have not employed teachets
by July 1st of each year, aud shall
further serve as secretary of the
county board make for it its reports
required by the Stare superintendent
of education, and perform such other
duties on behalf of the said board as
it shall impose
Sec 5 That the said superintend
ent of schools employed by tho
county board of education, ehall de
vote bis entire time to the inspection
supetvision, cere and management of
the schools and the school interests
of the county, under the direction of
the county board of education, the
State board of education, and the
State superintendent of education,
and in compensation for his services
shall receive such nalary as the coun?
ty board of education may have
fixed, not to exceed $1.500 a year,
to be paid by tbe couuty treasurer
upon warrants of the chairman of
the couuty board of education,
audited and approved as other county

boards of education and county

superceded and their offices abolished
as soon as the boards herein provided
