Powers Disagree io China.
England and Germany are
Left to Enter Upon Ex?
pensive and Uncertain
War.
London. Dee. 1, 3:30 a. m -The
Spectator io a a triking article deal?
ing with the Chinese criais, expresses
the opinion that the most reoent
developments at Pekin foreshadow a
Chinese victory over the allies. "The
quarrel has been brought to the test
of force/' it s ay 8, "and force on the
civilised side bas proved insofficieot
This resnlt is mainly doe to the atti?
tude of Russia and the United States
If China escapes with the payment
of a small indemnity and many prom?
ises on paper, as seems not unlikely,
sinee Germany and Great Britain
may not be willing to incur the ex
penditure and risk involved in per?
sisting in their demands, it will be
equivalent to a vietory for China, for
nothing has occurred which will con?
vince the Chinese that their mighty
empress bas been defeated or that
Europe can avenge any future mass?
acres.'7
The Shanghai correspondent of the
Morning Post wiring yesterday, says :
"Despite the cordial reception
given Admiral Seymour, the situation
is oncbsnged. The Hankow viceroy
refuses to stop sending supplies to
the coo rt unless the Nankin viceroy
will also refuse ; and the latter,
although be undertakes to send no
more arms, says he must continue
sending supplies so long as the em
peror requires them
"In fact, all our remonstrances
amount to a miserable farce. We
have no courage to do more than to
talk In the Chinese theatre bere the
allies are represented by a soldier
with an enormous mouth, who does
nothing* bot talk untii bis career ie
ended by decapitation "
"The Japanese cooneel bere/' says
the Shanghai correspondent of the
Daily News, "acting under instruc
tion8 from Tokio, baa withdrawn bis
assent to the consular proclamation
forbidding the imports of articles

materials. This action has caused

the Chinese are actively purchasing
arms and ammunition and that the I

Hay today and bad a long talk with
bim touching the prospects of the
Panama canal as affected by the prob?
able legislation at the approaching
congress. The Panama company bas
as yet made no offieitl tender of the

It bas, however, presented to the
Isthmian canal commission, of which
Admiral Walker is president, a foll
statement of the affairs of the com?
pany and the conditions upon which
it might be willing to pass control of
its property to the United States
government in the event that the

The commission will include M.
Hutin's communication in its report,

Choosing the Men to Hoot
Out Vice.
New York, Nov 28 -Organization
of the citizens* committee of 15 for
the suppression of vice will not be
completed before Friday or Saturday.
This delay ia occasioned by the great
amount of good material rather than
the scarcity Charle? Stewart Smith,
to whom was left the appointment of
the committee, insists that the men
who accept places on the committee
of 15 shall be willing to contribute
liberally of their lime. Fonds
will be forthcoming in plenty, but
there will be much work to be done,
and thia will fall upon the com
mitttee members
It is understood that one exception
will be made Former Mayor Abram
S Hewitt hai declined to serve as a
member of tbe committee for the rea?
son that he cannot give to the work
the time it deserves Yet so keenly
is it felt that Mr Hewitt's advice
will be almost indispensable that be
will probably be persuaded to re
consider bis refuRal
It is possible that the committee
will increase in membership to 25 so
as to take in 10 who may act as ad
visors
