Mr. Neill brought to tbe attention of tbe
board a road in Sbilob Township, portions of
which io Clarendon County being a public
road, and citizens desire tbat tbe road io Sum*

inspection was completed io time for Col.
Frost to return to Columbia on tbe 9 o'clock
train Tbe compaoy has fifty members en*
rolied and there were forty-eight men in ranks
fcr inspection. Col. Frost stated tbat tbe
company h..d passed a very creditable and
satisfactory inspection, end he complimented
Cipt. Wileon and bis men oo tbe improve?
ment tbat has been made since tbe Usttcepec
tioo He encouraged the men to attend all
cotnpnny meetings aod to work faithfully to
improve themselves io the manual and drill?.
The company now has fifty members aud
no new members will be enrolled or some
time to come. Toere are at present several
applications on Gle that will not be anted oo
until some of tbe members resign or tbe State
fornishee additional uniforms. It is believed
tbat with fifty well-drilled meo tbe company
will be in bettor condition at all times than
with a much 'arger enrollment of members
who do not ettend drills, aud wiil not rxert
themselves to make tbe company one of tbe
best io the State, The company is now in
excellent shape and a credit to tbe city and
tbe State.
The Sumter Light Infantry.
Mr. Editor: It afforded me mucb pleasure
to attend tbe inspection last Friday night of
tbe Sumter Light Infantry. It is a fine body
of young meo of martial bearing aod evident?
ly have been brought up to a high state, I
will not say perfection, both in the manual
and mauoenvering. Tbe promptness in obey?
ing aod precision io executing an order was
remarkable. There were however two or
three io ranks who would be improved,
particularly io attention, by being subjected
for a while to tbe awkward squad. Ex
Captain Loriog Lee and Capt. Wilson aod
Lieute. Fisbourne and Doar deserve much
praise oot only in effecting such good results
io mattera of detail above referred to, but
of having infused ioto tbe body ao esprit du
corps, which is tbe first aod most essential
element in every military organisation from
the compaoy up to tbe corps. Tbe Asst
Adjt Oeo. Frost is a military man, every
inch of bim, aod has made a record which
will entitle him to promotion at tbe next
general electioo. My thought however in
starting tbie notice wee not so much to spsak
of officers and man as to throw out a thought
as to tbe militia of tbe State.
South Carolina, has eertaioly made tbe
highest national reputation for patriotism aod
gallantry in all the ware foreign and civil in
which tbe United States bas been engaged
since aod even during colonial days. The
main reason for this is tbat tbe State bas
fostered a military spirit among ber citizens
by sustaining her military academy, and
enenuraging military organisations. To
avoid the dangers c t a large standing army
and tbe temptation of colooial acquisition by
force of arms?tbe two greatest dangers wbich
oow threaten our republic Becb State must
maiataiu (fficient volunteer organisations io
tiroes of peace to be readr for times of war.
I consider this to be a duty each State owes
to ber owo citteens, as one of her local affaits;
aod should oot be committed to tbe Federal
Government It is too dangerous a power tp
be placed in any other bands, when we con?
sider tbe peculiar race problem wbich has
beeo imposed upon tbe late slave-holding
states by tbe result of the civil war.
We bear today from Geo Miles a bugle
note, which should be a warning to os of tbe
south. He says tbe regular army must be
iocreased, as tbe militia cannot be regarded
as efficient for even borne defence. He bas
already forgotten the great lesson taught by
volunteers oo both sides during the civil
war.
Of course it will require annual appropria?
tions to keep up the efficiency of tbe State
militia Tbese should be made by the legis?
lature and with no grudging band.
An efficient infantry compaoy at each
coouty seat is an object lesson of warning
wbich is always read by tbe ignorant aod
criminal class, and ooe of protectioo and
security to tbe defenseless women aod chil?
dren throughout tbe country. I will oot
presume to advise our legislators; but Asst.
Adjt. Uen. Frost's suggestion strikes me as
one of tbe best I have beard, to wit, to order
10 or 12 drills io squad aod company each
year and to give to each mao $1 far each
drill be attends, withholding same for each
be does oot attend, and defaulting a certain
member, without sufficient excuse, be be
dropped from the roll of tbe company

with a most gruesome aggregation of
spirits, They had come in to sit in
judgment upon the actions of the
wise body of city fathers, all of
whom bad departed to rest in their
beds in sweet peace These spirits
represented many phases of life aod
experience There was Hermes
Pblismegistur and Diogenes with bis
lantern, Aldeboran from the realm of
shades, St Patrick, Plutarch. Aladdin,
Don Quixote and Sancho Panza, to?
gether with emissaries representing a
variety of enterprises.
For a time, they sat in silence, as
if too timid to give utterance to their
minds, and it fell to St Patrick to rap
on the floor with his staff, and ex?
claim :
"If any mon have a wor r-rd to
spake, why do ye hoold yer
months ?"
Hermes made answer, "Devout
spirits of tbe air, we have come
upon a great occasion. We sit io
tbe high hall of the city fathers.
They have left their smell bebind
them. It ia a mixture of rose leaf
and cinnamon "
"What perplexes me," said tbe
venerable Plutarch, "is the fact tbat

month, they met in these same classic
halls, and passed a vote, along with
all the wisdom that the Board of
Health could add to theirs, abolishing
certain imaginary nuisances, and
forever prohibiting the emptying of
slops into the drains. At tbe very
time of this action, several of the
said members were guilty of tbe
crimes tbey so manfully condemned,
aad tbe evidence goes to show tbat
they are still guilty and unrepentant.
Tbia new move of theirs is but a
large joke, sod they perpetrate it
simply to let the dear people see tbe
band of s master mechanic in the
law-making business.1'
At this Diogenes came to tbe front.
He was a rotund little fellow, with a
long coat aod a very short vest. His
pants clung closely to his chubby
legs, and he had all the seeming of a
veritable philosopher. "Hear me,"
be cried "It bss become our solemn
duty, as spirits of wisdom and prog
ress among men, to visit the bed
chambers of the city fsthers, and
haunt them into righteousness Do

instance of the honorable council
men, a meeting of the citizens was
called to consider a grave question

and said they deferred to the will of
the council, and assembled because
tbe said council had asked them to
come. They also decreed tbat these
law making fathers should take cer?

age system. Tbe fathers sat and
listened. Not one of tbem raised an
objection Tbe people came as they
bad been asked ; a vote was taken,
and by tbat vote it waa virtually
j decreed that the citizens should have
a voice in determining tbe great
issue before tbem. Now tbe coun
oilmen say tbe people are fools ; they
know not what tbey want ; we know
what they want; tbey have asked
for one thing, and we must give
tbem another ; if tbe people are
allowed to choose for themselves,
they sre sure to go to the everlasting
bow wows "
During this speech, Ssncho Panza
nudged Don Quixote in the side,

Mass Meetings of Citizens
A meeting of citizens, who sre opposed to
tbe enactment of the proposed ordinance to
abolish all dry wells in the city, held a meet?
ing in tbe Court House Monday morning.
Gen. K. W. Moise wai called to tbe chair and
Mr. Altamoot Moses was elected Secretary.
Tbe chairman stated tbe object of the meeting
and discussed the sewerage question at some
length. Remarks were also made by Maj
Marion Moise, who offered a resolution that
a committee be appointed to appear before
Council aod nqoest that the proposed ord
