Pursuant to tbe Constitution of South Car?

840 and 341, approved February 19th, AD 1900

Amend Section 7. of Artiole VIII, of the
Constitution ot South Carolina, as follows
Add at the end thereof the following words,
''Provided, That the limitation imposed ly this
Section and by Section 5, Artiole IV, nf tbii
Constitution shall not apply to bonded indebt<
edness incurred by tbe cities of Columbia,
Roek Hill, Charleston aod Florence, where the
proceeds of said bonds ,are applied solely lor
tbe purchase, establishment, maintenance or
increase of waterworks plant,sewerage system,
gas and electric light plants, where tbe entire
revenue arising from the operation of such
plants or systems shall be devoted solely and
exclusively to tbe maintenance and operation
of tbe same, and where tbe question of incur?
ring such indebtedness is submitted to tbe
freeholders and qualified voters of such munici?
pality, as provided in the Constitution, upon
the question of other bonded indebtedness."
Amend the Constitution of South Carolina
by adding thereto tbe following to be known ns
''Article I ?f Amendments to the Constitution",
"Tbe General Assembly shall provide by law
for the condemnation, through proper official
channels, of all lands necessary for the proper
drainage of the swamp and low lands of this
State ; and shall also provide for tbe equitable
assessment ot all lands so arained, tor the
purpose of paying the expenses of such con?
demnation and drainage."
