Tbeee hog pens were forced out of the city by myaelf as health officer, as all other hogs were, and for which other officials got the credit, aod 1 received tb<j vilification and abuse of tbe hog owoers of Sumter. I was informed that those bog pens were intentionally placed as near to Republican street and the city limits as possible for spite, and that they were par purposely neglected in order to render them as offensive as possible I think I am justi? fied in seeing that some one in antbority will prevent offensive nuisances on the outskirts of tbe city. In fact, I am compelled fre? quently to go out of tbe city to induce peo? ple to abate nuisances The running of tbe hogs out of Sumter created considerable hard feellogs and no man made more eoemiee than I did. Every effort was made to evade tbe law aod to have it repealed, aod it wae only after I began to swear oot warraots as Health Officer against violators of tbe law and have them before the Mayor that tbe bog owners realised that tbe Health Officer at least intended to put tbe bogs out, and, Mr. Editor. I alooe did put them out, and as loog ae I remain as Health Officer the begs will stay oot, because the law so reqoiree. When smallpox broke out over Green Swamp in October, 1898, aod infected the outskirts of lbs icity op to tbe city limits, I weot and fnngbt tbe filthy, loathsome disease aod expoked myself sod my family to tbe dread disease, and I wae docked oo tbe pay roll for each aod every mionte that I spent oot of tbe city, yet I kept the smallpox out of tbe Oity of Sumter and no ooe objected to "extending my sphere of action at that time."
