Health Officer Reardon Writes
About Hie "Sphere of Action "
Mr. Editor : Io appealing to tbe grand
jury to Hbate tbe offdu?ive nuisance io tbe
shape of filthy hog pens at tbe eod of Repub?
lics street just outside of the city limits, 1
did 63 at the rcqatft of aod in cocjunction
with certain citizms living near tbe pens in?
side and outside of the city limits I was
oot actuated by any desire to prevent keep?
ing of hog pens out in tbe country where
tbey properly belong, but simply to abate a
nuisance which was offeneive to the citizens
of Sumter living near the pens. Tbeee hog
pens were forced out of the city by myaelf as
health officer, as all other hogs were, and for
which other officials got the credit, aod 1
received tb<j vilification and abuse of tbe hog
owoers of Sumter. I was informed that
those bog pens were intentionally placed as
near to Republican street and the city limits
as possible for spite, and that they were par
purposely neglected in order to render them
as offensive as possible I think I am justi?
fied in seeing that some one in antbority will
prevent offensive nuisances on the outskirts
of tbe city. In fact, I am compelled fre?
quently to go out of tbe city to induce peo?
ple to abate nuisances
The running of tbe hogs out of Sumter
created considerable hard feellogs and no
man made more eoemiee than I did. Every
effort was made to evade tbe law aod to have
it repealed, aod it wae only after I began to
swear oot warraots as Health Officer against
violators of tbe law and have them before the
Mayor that tbe bog owners realised that tbe
Health Officer at least intended to put tbe
bogs out, and, Mr. Editor. I alooe did put
them out, and as loog ae I remain as Health
Officer the begs will stay oot, because the
law so reqoiree.
When smallpox broke out over Green
Swamp in October, 1898, aod infected the
outskirts of lbs icity op to tbe city limits, I
weot and fnngbt tbe filthy, loathsome disease
aod expoked myself sod my family to tbe
dread disease, and I wae docked oo tbe pay
roll for each aod every mionte that I spent
oot of tbe city, yet I kept the smallpox out
of tbe Oity of Sumter and no ooe objected to
"extending my sphere of action at that time."
I make this statemeot to show why I acted as
I did aod I intend to see that all nuiancee
whether intentionally or otherwise placed as
close to tbe limits as possible, be abated.
E. I. Reardon.
PI8GAH NEWS.
Pisgab, Oct. 9.?It would be a great relief
to tbe people in tbe country if tbe intense hot
wave that has hong io long over us would
pass away, even if it took a small Galveston
hurricane to do it. People in the towns can
fare better than those in tbe country because
they have means to cool off with. It is now
October aod no abatement scarcely of tbe bot
weather. If the thermometers ever recorded
a hotter day than last Saturday for October
I would like to koow it. I venture tbe asser?
tion that it is tbe hottest oo record for that
month. About tbe only thiog to prove that
fall is here is the cottoo ia picked out and tbe
nights are loogei.
Some of the cotton fields look like July.
If Neil, tbe cotton propbet, could see tbe
fields now, and been in Sumter on your big
cottoo day, he would say there would be
15,030,000 bales made this year. He has
proved ao arch enemy to the south, aod
should be downed every time be shows bis
head. But like all other evil things to tbe
prosperity of our country, be has lost bis
grip. Never to regaio it agsio.
Some oats are beiog planted aod will con?
tinue to be planted from now oo.
Tbe high price of cotton and seed have
made some people look as if tbey will soon
be the guest of Dr. Babcock at Columbia,
visions of untold wealth now hang over tbe
bead of the average man and every nerve it
on the qui vive to grasp as much as he can
all caused from ten cent cotton. Poor fel?
lows I
Solicitor John S. -Wilson, from holding
office so loog, has grown fat aod stout. His
many friends are pleased to see that bo has
fully recovered from bis severe illness of not
long ago. Possibly, Clerk of Oourt Nash at
tbe close of his next term, will take oo a lit?
tle flesh too. Somter has cause to be proud
of her pleasaot aod agreeable clferke of court
since tbe war.
A woman, I bear, is getting up a non
marrying society among tbe young ladies.
The ooly ooe to sign it so far is a sweet lassie
of 50, who says she believes that marriage is
a failure, wonder if she ever had an offer ?
Rev. Mr. Crouch filled bis pulpit at Pisgah
for tbe first time since the accident to his
band. He says he is gradually getting on
better.
An examinatioo of tbe jury list for the
last few yesrs shows tbst some meo are on
every year, while others never get oo. This
is wroog. Men drawo to serve one year
sboold then be laid aside, until tbe couotry
is gooe over aod all tbe good meo used.
Tbis would divide tbe honors, troubWa and
emoluments among all of our fellow citizens,
and no doubt would meet the spirit and letter
of the jury law. Can tbe powers that be ex?
plain why some men get on so often and others
do oot, or never get oo. Is the county to
deficient in good meo that tbe same ones have
to be used so often ? If so our civilization is
in ratber a bad condition (bat a few out of eo
many have to do all the jury duty It is
needless to eay the writer has co axe to grind
io this matter, as be has bad bis show some
years ago of jury duty. D.
