Thorough and Systematic Cleaning Up Needed. Tbe chairman of the City Board of Health states tbat tbe county jail is in a filthy and unsanitary condition and baa been so for quite awhile notwiutanding tbe fact tbat tb.< attention of tbe responsible officials has been called to tbe matter more than once. At present tbe jail is so far from clean tbat it is actually found necessary to sprinkle lime over the floor in tbe cells and corridors to keep down, to some extent, tbe offensive and un bealtbful odors that arise from tbe filthy floors. Tbis is a state of affairs tbat should not be permitted to exist for a day ; tbere is I no excuse for it, for tbere are always a suffi? cient number of prisooers in jail to perform the work of keeping tbe jail perfectly clean. Water is abundant, soap and lye are cheap aod, if necessary, tbe prisoners could be rtquired to gire tbe entire jail a tborougb scouring every day in tbe week. At best, tbe jail is a bot and intensely un? comfortable place, tbe quarters are narrow and cramped, but when to tbis is added filth and vermin aod fool odors it must be well oigb unenduraole. Tbe present condition must be pretty bad if it is necessary to scat? ter lime arounc on tbe floors, as if it was a stable or filthy lot, and a tborougb cleaning up is in order.
