By far the greatest interest ' J centered iu the fight over tho amend ! ' ment At today's election a great 1 ? man}' negroes voted for it. The ! faculty of Livingstone college at Salisbury, one of the most prominent negro educational institutions in the south, voted for it The amendment was opposed by tho fusion forces of Populists and Republicans, headed by Senators Butler and Pritchard, and the campaign was the most bitter waged in the State sinco recoostruc tion days. There was a full poll of the Democratic strength, which, com bined with a small negro vote and j some Populist and Republican votes, I roiled up an unprecedented majority, i Returns tonight indicate that the j amendment was carried by over j 40,0?? majority Spencer B Adams, fusion nominee for governor, was defeated by Chas B Aycock. Washington, July 31.-The war j department today promulgated the j following; order fixing the time for the j holding of the Ceban elections for : the selections of delegates to the con j stitulional convention : ! "Whereas the congress of the L"ni j ted States, by its joint resolution of ! April 20, 1898," declared : 'That tbe j people of the island of Cuba are, and j of right ought to be free and inde I pendent.' I "That the United States herebv ! disclaims any disposition or intention j to exercise sovereignty, jurisdiction, j or control over said island except for j the pacification thereof, 3nd asserts i its determination when that ?6 accom i plished to leave the government and I conti ol of the island to its people " And whereas the people of Cuba j have established municipal govern j raents, deriving their authority from ! the suffrages of the people given un j der just and equal laws, and are new j ready, in like manner, to proceed to j the establishment of a genera! gov I ernment which shall assume and ex I ercise sovereignty, jurisdiction and con'rcl over the islaud. Therefore it is ordered that a gen? eral election be held in the island of Cubro on the third Saturday of Sep? tember, in the year nineteen hundred, to elect delegates to a convention to meet in the city of Habana at 12 1 o'clock on the first Monday of No vember, in the year nineteen hun? dred, to frame and adopt a constitu? tion for the people of Cuba, and as a part thereof, to provide for and agree with the government of the United j States upon the ?elation to exist j between that government and the j government of Cuba, ?nd to provide j for the election by the people of j offices under such constitution and transfer of government to the officers ? so elected.
