Senator Pettus' Striking
Speech Against Republican
Policy.
POLITICAL NEWS AND GOS8IF
IN WASHINGTON.
Washington, April 2?Are legal
opinions made to order by United
States officials ? It is charged that
Charles E Magoon, law officer of
the division on insular affairs of the
war department, first wrote an opin
ion that the United States Constitu?
tion was. by force of tbe Taria
treaty, extended over Porto Rico and
the Philippines, which he was com
pelled to suppress and then to write
another taking exactly the opposite
stand. This last opinion has been
made the foundation for the whole
republican imperialistic programme
and the senate has just ordered three
thousand additional copies of it to be
printed Representative Richardson,
the democratic leader of tbe house,
desiring to get at tbe truth, baa
offered a resolution calling for copies
of all of the opinions written by Mr
Megooo
Tbe administration programme ia
to jam tbe Porto Rican bill, tariff and
all. through both senate and bouse
this week It is certain that tbe
senate will pass it tomorrow, and it ia
probable that tbe house will do like?
wise later, notwithstanding the talk
of republican members that they
would vote for free trade if given
another opportunity
Tbe senate and all Washington are
still langhing and are likely to be for
daya to come at tbe humorous speech
of Senator Pettus, io which he held
Senator Beveridge, a would be De
mostbenes, up to ridicule, for hie
speech declaring his opposition to
the Porto Rico bill and bis iotentioo
to vote for it Tbe senate aud gal?
leries were in a continuous roar of
laughter from tbe beginning to the
end of the remarks of Senator Pet
toe After rubbing it in on Beve?
ridge for charging all those who
didn't agree with him, with enmity
towards the government, Mr Pettus
said : "The government in my mind
is :
'Me and my wife,
My son John and bis wife,
Ua four

Mr Pettus told tbie Biblical etory
at tbe close of bia speech : "Tbe

wise men, and bia name waa Moses.
And be was a stuttering man, too
But Moses told bia Master to His
fsce that be could not do it, because
be could not speak to the people,
and what was the reply ? 'There ia
Aaron he spesks well ' And they
took Aaron along not iu commend,
that was not allowed ; but they took
bim along as a kind of deputy. And
when Moses, on bis Master's order,
when up into the mountains for the
tables, the orator left in charge bad a
golden calf framed and he put all the
people to worshipping the golden
calf More people worship the gold
en caif now than did in those days
But while Aaron and bis people were
all down worshipping tbe golden
calf, tbe mau of God appeared, and
be pulled out bis sword and demand

side V Tbeu tbe orator jumped up
from bia kneee, drew bis sword and
got ou Moses' side and went to
killing the Israelites along with
Moses All these orators will do tbe
same thing?the last one of them "

A Missing Judge of Probate.
Columbia, April 1 ?Gov McSwee
ney today received the following
letter from G L Salley, clerk of
court of Orageburg, which explains
itself:
' The judge of probate of this
county has left town He left on
the 25th instant The cause of his
absence cannot be accounted for.
Under tbe statutes, when a vacancy
occurs, it is my duty to take charge
of his office I ?> not wish to set
precipitately, bo?. I have consulted
counsel, who adv ise me to write and
ask your instructions ss to my duty

Gov McSweeney sent the following
reply :
"Take charge of office aod records

soon as possible the ststoa of affairs ;

The clerk of coart is now to cbsrge
of tbe office, and ander the law will
probably perform tbe duties till an
election is held by order of the gov?
ernor
Mr Brunsen hss held the effice for
about five years and six months, and
the presint term will expire in 1902 ;
therefore, the governor cannot fill tbe
vacancy, tbe anexpired term befog
more than a year.
The bondsmen employed attorneys,
who have made an investigation,
which shows about $5,000 shortsge
on account of official funds It may,
however, take an official aod lengthy
investigation to determine sccurately
the amount Mr Branson is behind.
Mr Brunson becsme prominent and
influential in public affairs in tbe
county during the revolution of
1890-1892, and besides at once get?
ting what appeared to be a paying
clientage as a lawyer, was elected to
tbe office of judge of probate to
which were attached tbe duties of
msster in equity, the combined fees
making it a very desirable position.
Tbis sodden elevation to political
influence and official importance hie
friends fear had something, if not all.
to do with his uofojttinate fail. He
wae liked by all, affable, free handed,
liberal to tbe fault, and, most unfor
tunate of all, negligeot, never stop?
ping to think that even tbe best of
motives should have a limit of in
influence His family connections
sre numerous in this Colleton, and
Barnwell counties, and are of the
highest standing, and his friends
were counted by the scores
The whole affair is deplored here,
and many believe tbat bis mind be?
came unbalanced when be found tbat
he had gone so deep into official fonda
that be could not of bis own means
replace tbem. Tbis theory is some
what sustained by hie conduct just
immediately before !eaving.
