SYNOPSIS OF THE BILL
Following is a full synopsis of the
Graydon bill :
Section 2 of the Act is amended
ss follows : The State commissioner
sbsll be elected by tbe General As
sembiy, who sbsll bold bis office for
two years He shall have entire
charge of the administration of the
dispensary law, who sbsll receive s
sslsry of $3,000 per annum He
shall give bond in tbe sum of $75,
000 in three surety companies, tbe
bonds to be $25,000 esch. Tbe com
missioner shall, with the advice and
oonaent of tbe State board of control,,
appoint all necesosry employees to
run the State dispensary, including a
bookkeeper, ehlpping olerk aud all
necessary laborers, none of whom
shall be conneoted with the commie
aiooer by blood or marriage in any
degree, nor to tbe members of tbe
Stste board of control
HE SHALL PURCHASE ALL
LIQUORS
He shsll purchase all- liquors, and
aball not receive or permit any one
to furnish him with any samples of
liquor, nor shsll he sell or give away
any liquor from the State dispenesry
Tbe Governor shall have tbe right
at any time to suspend the commis
sioner for any cause he shall consider
sufficient until the next meeting of
the General Assembly and appoint
some one to fill the office during such
suspension He shall make a report
to the General Assembly stating his
reasons for such removal, which, if
approved by tbe General Assembly,

HOW TO GET A DISPENSARY.
When a locality is designated by tbe
legislative delegation for the establish
meet of a dispensary, twenty days
notice shall be given, aod it shall be
competent for a majority of tbe voters
of euoh township, by signing a petition
addressed to tbe delegation, requesting
that the dispensary be not established.

Beaufort and Horry aod oo others,
eioept as authoriied by tbe legislature.

tbe qualified voters so vote io a speoial
election, to be ordered by the county
supervisor or towo or city ooonoil, oo
petition of one-fourth of the qualified
voters.
SPECIAL DISPENSATIONS
Dispensaries may be established io
Williamsburg Pickeos and Marion and
at Seneoa and other incorporated towns
io Ooonee without euoh election or
compliance with other requirements of
this aot There shall be no prohibition
of the shipment of liquor from a dis
peniary to a non-dispensary county
under proper certificates or labels
The supervisor shall preserve.as a part
of Iiis record, all bonds, petition? and
papers pertaining to the appointment of
dispensers. Ho shall designate and pro
vide the place for the sale of liquors.
All profits, after paying all expenses,
shall be paid one half to the municipal
corporation and one-half to the county
treasurer. They shall be paid by the
State Treasurer quarterly.
WEEKLY REMITTANCES
Moneys received by /county treasurers
shall be remitted every Monday to the

If any dispenser procures any liquor

six months. Misappropriation of funds
is punishable as a breach of trust with
fraudulent intent
HOW DRUGGISTS MAY SELL.
Druggists and proprietary medioine
dealers may purchase intoxioar'ng
liquors (oot including malt) for the
purpose of compounding; medicines,
tiucturcs and extracts which cannot be
osed as a beverage. Dispensers shall
not obarge druggists more than 10 per
oent profit. Such purohaser must kaep
a reocrd of the disposition of h s
