WEDNESDAY, DEC. 20, 15?9. The Swater Wotcrwian was roundea *n 1850 and the True Southron in 1866. The Watchman and Southron COT has the combined circulation and influence of both of the old papers, and is mani? festly tbe be9fc advertising medium in Samter We cheerfully give space lo the letter of Mr R C McFaddin, who takes issue with us and others who favor the opening of the new road across Black River. We know" full well that the road will be an expen? sive one to build and will cost a considerable sam annually to main tain ike roadway and keep the bridges in repair, bet even granting this contention of Mr McFaddin and others who do not favor the road, we are still of the opinion that the road should ce built. The people who live on tbe eastern side of Black River need the road and we are reliably informed a "large majority" of them have petitioned the County Board of Commissioners to build the road. The city of Sumter needs the road, and a large majority of the j business men and taxpayers of this city have already placed themselves j on record in favor of the road by signing a petition for it, and we are not going too far when we assert that ninety-five per cent of the tax payers of this city favor the proposi? tion We do not know whether a "respectable majority" of all taxpay? ers of the county favor or oppose the the new road, but we do know that uot only a "respectable majority," but a C4vast majority" of all the citi? zens who have been approached sign j ed tbe petition. Those who have been approached are those most directly Interested and those who are now most seriously inconvenienced by the lack of a short and convenient public highway to the Court House ; and we contend that the wishes of these taxpayers should be respected and their request granted, if there is a practicable route across Black River in the vicinity o? the point indicated, and if the road can be opened at an expense that is not too great in comparison with the value of road when completed. We regret that our editorial nettled Mr. McFad? din, but as the road is a matter of public importance we discussed it from that point of view, and until it is shown conclusively that the road is impracticable we cannot but feel that these who oppose it are unmiud fal of tbe best interests of the peo pie-the taxpayers-who live in the southeastern section of the county and cf those who live in tbe city of Sunder Mr McFaddir: arid others who reside on this side of Black River cannot view the road ia the ! same iight as those who have a personal and vita! interest ir: it, for they would rot only not be benefited by the new road, but would have their taxes increased., and to that ex? tent they would be injured. Conse quer.tlv, we deem it selfish to oppose the road, and it was io this sense j that we used ti?e term In our edito- i ria? We exact t;o pledge from Mr j McFaddin to write r:o additional ! letters, but on the contrary invite j him lo enter into a ful; and free diu- j cussiun of the road question We ? feel sure that a clear statement of the character of ,the swamp and the difli j cuines that would be encountered in j opening thc road wotiid be of value j and interest to ail ?be taxpayers of ', the county The Militia Fund ?o m:k?2? the anaoancc?irn; as to ! i the disrribc:i-n oi -r.t- ??:;U:? appro- ; i propriaioii t :r tb'j militia, one item cf ' ?12 3 -Vj, 1 jiging exneasss ci the O . To Editor Watchman acd Soutfcro: Will you kindly permit rae spec ? say to your readers tbat OD last S J day the Postmaster General signed order which grants to South Car what I have been striving for ? thao a year past to obtain for whole country. This order proi for the delivery of mail along c Star Route in South Carolina. It I be understood that Star Routes ioc j all mail routes where the mail is cai ? through the country by private con ance There are 373 of these rc ic South Carolina, quite a? numbe which run through your county, that they touch almost every neigh hood in the State. This service ?ill begin July 1st i for a term of four years All tba necessary on the part of the pe living ou, or adjacent to, one of t! Mail Rouies, in order tc secure delivery of their mail, is to erect a oe the roadside ic such position f the carrier can reach it without leav the seat of bis vehicle, and thea dit the postmaster to send your mail out such carrier. As this service is being undertai in an experimental way, and in So Carolina only, upon my suggestion ? urgent recommendation, I may bo p doned for feeling some anxiety for st results in the whole State as will just the assurances I have given he Much is depending upon the inter and appreciation shown by cur peopli As a first evidence of proper inter and appreciation I hope our people vs erect neat boxes-don't bo content wi aoy old waste box-and let them ready for the first trip of the carri under the new contracts next July. Editor Watobman and Southrou : Your remarks io the editorial i the 6 instant io regard to th proposed new road 'over Black- Rive Swamp are unfair and ungeneroui If I know my own mind, my chit objection to the road is on account c the increased taxation it will ceoes sitate, and I was very unfortunate if failed to impress this faot upon th minds of the members of the Roar of County Commisioners. The vote on the Pettigrew r?solu tion resulted 41 ayes to 20 nays We would call attention of all tax payers to the necessity of paying their taxes before the 31st instant. Last year when cotton was very low it was practicable to get an exten? sion of time for paying taxes, but this year our people csn hardly expect such indulgence, because it is generally recognized and admitted that 1899 has been a good year with prosperous business, and there is no good reason for the extension So that unless there is to be a change of! the fiscal year the State will want tn j collect the taxes due bj' the end of this month, and the very strong probability is that she will insist on j it So it will be a prudent business i precaution for every one to pay his j taxes before Dec 31st, instant Pay j your taxes without delay, and avoid j the rush at the last of the month.
