We cheerfully give space lo the
letter of Mr R C McFaddin, who
takes issue with us and others who
favor the opening of the new road
across Black River. We know" full
well that the road will be an expen?
sive one to build and will cost a
considerable sam annually to main
tain ike roadway and keep the
bridges in repair, bet even granting
this contention of Mr McFaddin and
others who do not favor the road, we
are still of the opinion that the road
should ce built. The people who
live on tbe eastern side of Black
River need the road and we are
reliably informed a "large majority"
of them have petitioned the County
Board of Commissioners to build the
road. The city of Sumter needs the
road, and a large majority of the j
business men and taxpayers of this
city have already placed themselves j
on record in favor of the road by
signing a petition for it, and we are
not going too far when we assert
that ninety-five per cent of the tax
payers of this city favor the proposi?
tion We do not know whether a
"respectable majority" of all taxpay?
ers of the county favor or oppose the
the new road, but we do know that
uot only a "respectable majority,"
but a C4vast majority" of all the citi?
zens who have been approached sign j
ed tbe petition. Those who have been
approached are those most directly
Interested and those who are now
most seriously inconvenienced by
the lack of a short and convenient
public highway to the Court House ;
and we contend that the wishes of
these taxpayers should be respected
and their request granted, if there is
a practicable route across Black
River in the vicinity o? the point
indicated, and if the road can be
opened at an expense that is not too
great in comparison with the value
of road when completed. We regret
that our editorial nettled Mr. McFad?
din, but as the road is a matter of
public importance we discussed it
from that point of view, and until it
is shown conclusively that the road
is impracticable we cannot but feel
that these who oppose it are unmiud
fal of tbe best interests of the peo
pie-the taxpayers-who live in the
southeastern section of the county
and cf those who live in tbe city of
Sunder Mr McFaddir: arid others
who reside on this side of Black
River cannot view the road ia the !
same iight as those who have a
personal and vita! interest ir: it, for
they would rot only not be benefited
by the new road, but would have
their taxes increased., and to that ex?
tent they would be injured. Conse

the road, and it was io this sense j

The vote on the Pettigrew r?solu
tion resulted 41 ayes to 20 nays
We would call attention of all tax
payers to the necessity of paying
their taxes before the 31st instant.
Last year when cotton was very low
it was practicable to get an exten?
sion of time for paying taxes, but
this year our people csn hardly
expect such indulgence, because it
is generally recognized and admitted
that 1899 has been a good year with
prosperous business, and there is no
good reason for the extension So
that unless there is to be a change of!
the fiscal year the State will want tn j
collect the taxes due bj' the end of
this month, and the very strong
probability is that she will insist on j
it So it will be a prudent business i
precaution for every one to pay his j
