The County Board of Commissioners met

Action on the proposed road in Bishopville

Messrs. Aliamont Mosrs, R. D. Lee and R.
I. Manning, a committee frem tbe Business

ao aiiBigoment of right of way for said road.
The committee suggested tbe appointment of

to ascertain the cost of opening tbe road and
tbe best route.
Mr. R. 0. McFaddin e/as present and made
various objections to tbe road, aod asked tbe
board to make baste slowly. He said that
parties in Concord are opposed to the road

Licenses for Belling Malt.
Retail dealers are nonplused br a notice
that has just been received from Collector
Webster caning on them for tbe payment of
a back license for dealing in malt. Tbe no?
tice reads that $60 must be paid, which is
tbe license aod penalty for two years, coding
June 30, 1900. Tbe drug men did not koow
tbey were liable for a license, much less pen?
alty, aod several attorneys have been secured
to look into tbe case Tbe licence, judging
from tbe con ten is of tbe notice, is $20 a year
und tbe penalty is $10, making a total of $60
for tbe two years. The druggists tbiok that
tbe law is a oew ooe, only two years old, of
which tbey bars never beeo notified, or oth?
erwise the bill would have beeo much larger.
Tbe notice states that tbe $60 is due from
Mr. Blank, "retail dealer io malt liquor."
Tbe druggists claim that tbey ere not retail
dealers io malt liquors, but handle malt as a
medicine, not as a beverage Ooe of tbe
druggists made tbis poiot io a letter to Mr.
Webstea. and that gentleman replied that,
soch oeiBg tbe case, he bad oo doubt tbe
mooey i would be refunded Tbe druggists,
knowing tbe slowoess wiib which Uncle Sam
reimburses people for overcharges nod mis?
takes, are lo*th to pay at all. One of tbe
Charleston druggists said yesterday : ?
"Why, we don't sell malt as a beverage.
I dare say a bottle of it was never sold aod
drank io a drug store It is usually sold
to invalids, mothers and people wbo bave
become ruo down through worry or over?
work. It is true that there is alcohol io malt,
but if you take alcohol dway from tbe drag
business you destroy it entirely. Everything
we have contains alcohol io some degree to
