There has been a great deal cf complaint recently of tbe disturbance created nightly at the colored church on Council Street. No one would complain it the meetings were not continued uatil an unreasonably late bour, but the singing and shouting at 12 or 1 or 2 o'clock in the morning disturb the entire neighborhood, and the meeting is becoming a nuisance. Tbe Mayor stated that the purpose of tbe j meeting was to consider tbe adoption of au j ordinance exempting manufacturing eoter i prises from taxation for a term of five years, as permitted by the constitution of the State. The ordinance reserves to Council the right to determine ia each case, whether any pro posed business comes within the meaning of the ordinance. On motion of Mr. Horst the rule requiring two readings of an ordinance was suspended by unanimous consent, and it was adopted witbont opposition. Tbe law requires that this ordinance shall be submitted to a vote of qualified electors for ratification, and the i8tb instant was appointed on which en election will be held for that purpose.
