Sub-Committee of Peace.
The Hague, J und -The Ameri
cao mediation scheme was unani
mously adopted at yesterday's sitting
of the sob committee which embodied
-as article seven the scheme prepared
by the enb committee, with few alter
ations.
The first commission, by a vote of
18 to 3 adopted s resolution prohibit
ing the ose of dumdum (or flattened
bullets), Italy, Austria and Great
Britain forming the minority.
It was also resolved to prohibit the
use of explosives from balloons and
explosive bullets.
An agreement was found to be
impossible on all the important pro
posals and tbs conviction is grow
ing more than ever that the work
of the first commission is doomed to
failure.
The second section of the Red
Gross committee is also encountering
difficaltiea. ss tba American and
British members are opposing the
proposed regulations as being too
stringent.
