IN GEORGIA.
Two Prominent Men Killed
by a Notorions Negro,
Olivar, 6a,, May 24.-lt is now
develops that the tragedy which
resulted in the killing of Frank Evans
and the wounding of J B Proctor,
Hbo is not expected to lire, by Sam
Perry, a notorious negro, last night
near Cameron, was the result of tba
impudence of Perry's wife, who was
vilely abasia g Mr Proctor's children
and cursing "white folks" io general
Frank Evans, who beard the woman,
stepped np and offered resentment.
As he did so Perry, the negro woman's
husband, rushed oat of the boase with
a draws revolver and began shooting
at Evan3 Evana fell at the first shot
and died without a groan. At this
juncture Proctor appeared on the scene
sod was sh o down io his tracks, two
shots entering hts body. Proctor's soo
waa also abot at, bat not blt Thomas
Lee, another prominent citizeo, roshed
toward tba negro aod was shot, bot not
eerioosly.
Perry began to reload bis pistol, bat
before he could do so Brown Evana, a
brother of the m ordered man. appeared
and cried at the top of bia voice : "He
has killed my only brother aod I will
kill him if it takes me alife time."
The negro ran and, thong h shot at
by a posse which had gathered, escaped
to the woods. The negro woman had
already escaped daring the excitement.
The woman was captured this
afternoon a a swamp near Halcyondale
cad it ia sot improbable that she will
bc lynched. She waa trying to join
her husband when captured. Perry is
still at large bat is being closely
parsaed by a large posse, abd if
captured will be lynohed aod probably
barned.
Company Called to Protect
Negroes Who Are
Threatened.
Griffin, Ga, May 24-The flog
ging of three colored operatives of
the- Kincaid mills on Monday night
by whitecaps bas lead to sensational
developments. Last night another
negro waa taken from bis house and se
verely beaten and cat. These ne
groes are law abiding citizens.
Today the superintendents and the
others at tho Kincaid mills were
notified to leave at once or they
woold be "dealt with "
It is now transpires that there has
been a club formed here known as the
"laborers' anion band" with the par
pose of driving the negroes oat of
the county.
The information is good to the
effect that thia band was formed in
connection with others in the State,
and the niles and oaths followed by
i;hese men are more rigid than those
-enforced by Jesse James. Griffin
4'laborers' anion band" has about
4>09 members, a large number of
whom are boys coder age. At a
recent meeting of this mob it was
suggested that the boys ba tamed
nt as they knew better than to sell
out for money At thia the boys
threatened their fathers and promised
to reveal everything These young
criminals, by reason of their courage,
remained within the ranks. These
facts have come to light today, and
when the superintendent, A. C Mar
tin, was threatened a petition signed
by President W. J Kincaid, Vice
President S Grantland and Secretary
and treasurer J M Brawner of
Kincaid milia was sent to Gov. Caa
dler. through Judge W. Ham
mond, asking whereas a mob had on
two nights previous forcibly beat and
mistreated men not guilty of any
crime, and said mob his threatened
other !ives at the mill, that be order
ont the militia to protect lives
The governor responded promptly
and in an hour's time the Griffin
Rifles were in their aromory awaiting
orders from Judge Hammond to pro
ce?d to the factory
The mayor' bas been reliably in
formed if the men go to the factory
there will be trouble in the city to
night He has ordered all the police
force on daty throughout the night

Griffin. Ga , May 25 - Newspaper
Reporters have been scarce in the
vicinity of the Kincaid Manufactur
ing company's miii today "by re
quest," hence authentic news of the
situation there is meagre But in
the town, as a whole, aoxity is still
intense The Griffin Rifles, the
military company ordered on duty
last night by the governor, are still
oa duty. They passed a compara
tively quiet night last night with
only a few calls cn the sentinels
But it was learned today that the
"Labor anion band" had armed men
watching the sentinels all night from
ambush, and a siogie shot fired would
have been followed by a fusilade.
The negro population of south
Griffin ia fast thinning out. More
than a dozen families left today io
response to warning to get out or
take the conaeqaences. Many influ
ential white men have also received
notice that they will be "dealt with"
if they continue to defend the
negroes. A member of the "Labor
enion band1' informed the corres-#
ponde* today that the organzation
was expecting that reinforcements
were coming.
The law abiding citizens have now
taken a hand in the controversy and
promise to make it a fight to e finish
if itbe "White Caps7' do not quickly
give way to law and order. Tonight
there are guards around the house of
a number of leading citizens and the
situation is ripe for bloodshed The
best people are taking the part of the
negroes who have been dealt with
harshly.

Griffin, Ga., May 26 -Seven mem
bers of the 'laborers' union band'' of
alleged members of so called white
cappers were arrested at an early hour
this morning as follows : C. Y Barnett,
Tom Reynodls, Jet Moore, Wm. Tb oe.
Leb rad, Paul Eilis, Carl Fry aod
Clifford Thomas. They have been
lodged io jail.
This morning the doors of ail the
mills and factories and several stables
and stores were found placarded with
the following notice, written in a fairly
good and bold band :
"to the negro and to whom it may
concern :
"The object cf this is to put you on
notioe that after next Saturday night no
negro will be allowed to ask for
I employment at either of the following
named places, to wit : Tba two cotton
! mills, the machine shops, food shops,
; wood yards or to do any carpenter work
on any public or private building or to
drive aoy public drays, delivery wagons
or bread wagon in and around Griffin.
We trust the managers and merchants
will discbarge the negroes promptly
and fill their places with white labor,
which can easily be done, and save us
the trouble of 'going through' the
negro, for we will certainly do so with
a deaf ear to bis groans and petitions.
This May 24, 1899."
The city, county and State authori
ties are co-operating to the end of
detecting and arresting the whitecap
"regulators."

Dear Sir : At the battle of Meade's
Station, March 25. 1865. G W.
Strait, Co. A, Twelfth (or Seventeenth)
South Carolina volunteers, Wallace's
Brigade, Johnson's division, was
mortally wounded and died while I
was there preaching temporarily in the
army of the North. I did not see bim,
bul some one gave me a New
Testament, (the gift of his sister, S B.
Strait), which was found to bis pocket.
Of course at that time I could not send
the book to his family. All these
years it bas been hidden aod forgotten,
bat the other day I found it among
some relics. I feeii that I ought not to
keep it, bat i am utterly at a loss as to
how I can reach any survivor of his
family. If you, sir, caa give tbe
matter io charge of some veteran of
Strait's Compaiy or regiment, I will
gladly send tbe volume by mail, for it
might be to seme one a valued
memorial. Pardoo me for troubling

Boards of Health Conference,
Richmond, Va , May '21 -The
National Conference of State and
Provincial Boards of Health of North
America, which has been in session
in this city for the, past two days,
adjourned this afternoon after dis
cussing all the papers which had
been assigned to the various physi
ciaos and electing officers for the
next twelve months The question
of a time aud place for tbe next
meeting was left to a committee.
The body bad a number of import
ant papers before it for discussion,
but probably the most important
discussions of the day were on the
subject cf how best to transport dead
bodies, and how to exterminate or
cope with smallpox
It was shown that during the last
winter there was an epidemic of
smallpox throughout the country
north, south and weat-and the fear
was expresfed that unless active and
vigorous steps were taken the loath
some disease would appear in more
vitulent form uext winter.
The point which has so frequently
been raised by those opposed to
vaccination, that the virus was harm
ful to the system, was generally con
troverted, and the speakers asserted
that vaccination was not dangerous,
but an excellent preventive.

Tripler's liquid air He shows by
beautifully simple reasoning and clear
statement that (1) Mr Tripler "re
quires to make a gallon of liquid air
twelve times as much power aa a
gallon of liquid air could possibly
develop in an ideally perfect engine ;
and (2) that an apparatus to develop
mechanical energy from the beat of
the atmosphere would be of imprac
ticable size, and its friction wonld
probably use up a large part of the
power it could develop ; and (3)^on
Mr. Trippler's own showing his
power will cost him 26 2 3 cents a
horse-power per hour, against from 1
cent to 4 cents per horse power per
i hour for a steam engine
First Regiment's Flags.
The war department has granted
the request of the adjutant general of
South Carolina for the custody of the
flags of the First South Carolina
regiment, United States volunteers in
the war with Spain. The two hand
some flags arrived from Washington
yesterday and are at present in the
adjutant general's office at the State
capitol along with those of the Sec
ond regiment. The flags will be
properly cared for and wili probably
be placed in the State library room
where they can be seen by visitors
The adjutant general's office bas
gotten the copies of the muster rolls
of both the regiments, and Gen
Floyd 6ays be proposes to keep the
reeord from the start as it should be.

the conference found itself face to
face with arbitration in a practicable
and acceptable form, and as a per
manent international achievement.

bers of the arbitration section bad
finished reading the Russian propo
sals on this subject, Sir Julian ex
pressed bis complete approval of
them, but said it would be a great
pity if the conference failed to em
body tue principle of arbitration in
some permanent shape
" 'I now beg to propose,' he said,
'the formal establishment of a per
manent arbitration tribunal, empower
ed to deal with ail matters in dispute
capable of reference to_the judge
ment of an umpire, I do not intend
to trouble you with details as to its
macham*8m today, nor until you ac
cept the principle of roy proposal

principle now '

having played the winning card
which had so qnickiy precipitated
the Russian alternate scheme Some
stood aghast, as the matter was not
contempted iu the instructions Fi
nally it was decided to refer the
matter to a sub committee.
"The Americans, it is believed,
are elaborating an organic statute ior
the erecting of a permanent tribunal
which wiil probably be laid before
the conference and be supported by
the British delegates when the prin
ciple embodied in Sir Julian's resolu

but requested the Attorney General for
an opinion as to Government's rights.

Mr. Griggs's opinion that the Govern

ance with it work on the engineering
shops and other features of the plant
