proposes to increase the capital stock to
$100,000 and a meeting of the stockholders
bas been called to consider the satter.

to increase the capacity of the mill quite

Mr. S. R. Spann died this corning at the
home of his soo, Mr Henry Spann, io this
city. Mr. Spann wa3 in his seventy-first
year, and was a native of this county, having
lived near Mayesvj.le until a few years ago
when be removed to this city. For several
montbs be baa been io i!2 health, and for sev
eral weekes it has been kcown that the end
was near, jet his dea h was unexpected, for
there was no decided change for the worse
until last night. The funeral services will be
held at Concord Church at 10 o'clock tomor
row morning.
John Rutledge, the youngest soo of Mr. and
Mrs. C. W. Stanaill, died Thnrsday morning,
aged three months. The funeral services
were held at the residence at 5.45 that after
noon.
lira. Sumter, the wife of Mr. Sebastian
Sumter, of Stateturg, died at 9 a. m Sun
day at tba family residence near Stateburg,
after a brief illness, aged about 80 years
! The funeral services were held at the Church
of the Holy Cross, Stateburg. Mrs. Sumter
waa a daughter of the late Samuel J Brad
ley, of Stateburg.
The infant child of Mr. and Mrs. Horace
Cartis died Soo fiy and was interred et
the cemetery Monday morning at half-past ten
o'clock.
DEATH OF MBS. STANLEY.
The numerous friends of Mrs. Charles D.
Stanley, who waa before her marriage Miss
Lily Young Herbert, of Leesville, were
shocked yesterday afternoon at the announce
ment of ber death. AU knew that she bad
been desperately ill for some days, bot all
had hope of ber recovery. Mrs. Stanley
breathed ber last at 3 43 p. m.
She was 38 years of age at the time of her
death. She was a daughter of the Rev. T.
G. Herbert, of Leesville Her father, mother,
three brothers, two sisters and two little
ones-twios-survive ber. and mourn her
loss with her husband.
Mrs Stanley was educated at the Columbia
Female College at,d the Winthrop Training
School, and taught in the Leesville College.
She-was an earnest Christian woman and
never wearied in any work she found for the
good of ber church.
The funeral services are to be held at 9
o'clock this morning at the Washington
Street Methodist Church, and the remains
will be interred at Elmwood cemetery.-The

Death of Wm. G. McDowell.
Mr. William Gordon McDowell died at bis
home ia this town at 6 30 o'clock last Friday
afternoon, after being sick about 10 days.
The deceased was a native of Hendersenviile,
N. C , and waa 42 years old at the time of
his death, fi? moved to this town some few
months ago and expected to return to bis
native town wheo fail came having come
here to spend the summer on account of bis
wife's health. About 12 years ago he wac
married to Miss Abbey Reames, daughter of
Mr. and Mrs. S. F. Reames, of this place,
and since that time bas been living io North
Carolina He was a member of the Masonic
Order, Sparta Lodge, No. 70, of Spartan
burg, S. C., and bad a permit to join another
lodge, bot had never presented it. The de
ceased leaves a wife and three children to
mourn his loss. They have the sjmpatby of
the entire community in their sad affliction.

Carolina Middlasd R. R. and the Seivero &

The new boiler at the cotton mill bas been
placed io position during the past week, and
work on the new picker room has com
menced. Tba new machinery for the spin
ning room will arrive next mooth and will
be erected at once. The old boilers will be
overhauled and put in thorough repair and
wheo the fali season opens the output of the
mill be at least one-third greater than at this
time.

factories and locomotive engines that whistle
blowing at night must cease forthwith. This
continuad blowing of stearn whistles at all
boors of toe night bas grown to be an intol
erable nuisance, and there is neither neces
sity nor sense in tbs practice to recommend

cil should sea that the order is obeyed, and if
any person or persons defy the order and
continue to annoy peopie who wish to sleep
at night, they should be arrested and punish
ed as severely aa the laws of the city permit.
It is stated on what appears to be reliable
information tbat tbe Coast Line authorities
issued orders mooths ago tbat the blowing of
locomotive whistles withio the limits of the
city should cease, aod if the City Couccil bas
not the power to abate the nuisance, it might
be well to notify the railroad officials that
the biowing of tbe whistles of tbe shifting
engines in the depot yard is a nuisance, and
request them to issue additional orders, if
tbis be necessary, io have the nuis*cce

Tbe railroad taogle gets more tangled in
stead of approaching a settlement. Some
days ago Mr. Wilson filed a written proposi
tion for a settlement cf tbe difficulty. Now
;bat Conncil has adopted a resolution in
accord with bis position, to whicb Mr Biro
well, of General Counsel of the Sumter &
Wateree absents, Mr. Wilson says it is un
satisfactory. The following telegram was
received from Mr. Wilson last week :

night is unsatisfactory to the Northwestern
Railroad Company, lt would appear to the
casual observer that Mr. Barnwell by his

pears to me to be unnecessary, as the South
ern Rai road since securing control of the S.
C. & 6a. has found time for other matters of
equal importance. Having already waited
ample time at the request of your committee

Sumter and Wateree Railroad
Mortgaged.
There was recorded at the cffire of the
Secretary of State yesterday a mortgage to
validate the recent issue of bonds by tbe
Sumter and Wateree River Railroad com
pany. The amount of the mortgage is $100,
000, and it is signed by Edwin Parsons,
president, and Chas. J. Bamham, secretary.
The mortgagee is tbe New York Security and
Trost company.
Tbe style of tbe mortgage illustrates the
development of red tape methods in recent
years Tbs documeat, (as was the mortgage
of the South Carolina and Georgia Extension
Co for $ ,800,000, filed several days ago) is
not a written manuscript, but a printed pam
phlet.
The revenue tax asserts itself conspicuously
io tbe ratification of bonds and mortgages.
There was a scamp representing a tax of $50
on the paper filed yesterday. Tbe mortgage
of tbe South Carolina and Georgia Extension
Railroad Company was adorned with $900
worth of stamps. The tax is $5G on every
$100,000 represented in a mortgage -The
State, May 9.

Why the Southern Bought lt.
Tbe impression of (,some financiers" in
Baltimore tbat the delivery of the Sanford
Mouot Airy division of the Atlantic and
Yadkin Railroad tu the Southern would be
followed by the surrender by the Southern of
the Sooth Carolina and Georgia Railroad to
the Atlantic Coast Line, was not in any way
warranted by the conditions. Samuel Spen
cer, president of the Southern Railway, on
Thursday, authorized tbe Associated Press to
say tbet there was :too foundation for tbe
report that the Southern would turo over the
South Carolina and Georgia properties to the
Atlantic Coast Line,'' and added: "The
Southern bought the Sooth Carolina and
Georgia for its own uses, and the property
will be retained as a portion of the Southern
Railway system."
That ought to be plaio enough and straight
enough to remove the impression of the Bal
timore fioancier8, who are probably more
heavily interested in some other railway sys
tem than they are in the Southern.-News

What the Southern Paid For the
CP & Y. V. R. R.
Orders were received here this morning,
appointing Mr. J. C. Murchison, ''acting mas
ter of trains of the Yadkin division of tbe
Wilmington and Weldon railroad." This
means tbat what is left to the Atlantic Coast
Line of tbs old Cape Fear and Yadkin Val
ley, i. e., from Sanford to Wilmington and
tbe old Bennettsvilie branch will be koowa
as tbe Yadkin division. It is probable tbat
one or two train dispatchers who have been
at Greensboro will also be stationed here.
Since the sale to the Southern, it bas been
a matter of discussion what the Atlantic
Coast Line got in return for its road from
Sanford to Mt Airy. Today it is said that
the Southern in return let the Atlantic Coast
Line hare its branch roai from Charleston
to Augusta, known as the South Carolina
acd Georgia railroad.
It is further eaid that, in consequence of
securing this road to Augusta, orders have
been issued for work on the Atlantic Coast
Line branch from Den ni uk to Augusta be
abandoned. This road bas been graded and

The Hampton Home Fund
There seems to be DO disposition to accept
as fia?.! tbe declination of Gen. Hampton to
accept a new home, to replace the one recent
ly borned, from his friends io this State Io
all parts of the State the fund grows steadily,
and Geo Hampton's friends are determined
to rebuild bis borne, which he will bs forced
to accept, or act in direct opposition to the
unanimous wish cf tbe people of the State
Already more than $700 have been given in
Charleston, and at a meeting held yesterday
it was decided to raise cot less than $2,000.
A committee was selected and a treasurer ap
pointed to take charge of the matter In
other places the movement to raise sufficient
foods to rebui'd Gen. Hampton's home 3
taking shape, aod we suggest that some such
step be taken io this city. We have received
$34 io unsolicited subscriptions to the Hamp
ton Home Fund, and we are satisfied that
this sum can be doubled several times over if
an organized and well directed effort is made
to that eod. We bare acknowledged the
subscriptions es received, but bare made no
effort to solicit contributions
If Sumter county is to take part in this
testimonial to Gen. Hampton an organization
should be perfected at once, committee ap
pointed and a treasurer elected to take charge
of the money raised.

News reached here from Sumter last Mon
day thai two cows belonging to Mr. W. N.
Spann, of Sumter, bad been stolen. Later a
message was received that cows answering
the description were bought at Alcolu. The
party selling them came on to Manning and
returned to Alcolu wben be was arrested and
carried to Sumter. The arrested party is
supposed to be the notorious Jobn Butler
who bas served a long sentence in tbe peni

John Butler, colored, who stole two co<vs
from Mr. W. N Spana some days ago and
was arrested at A'.colo after aellicg the cows,
was given a preliminary bearing on Thurs
day before Magistrate Wells. The evidence
being sufficient, he was committed to j iii for
trial at the next term cf court.

At the Graded School Thureday Mr. McD.
Forman lectured to the children on Benjamin
F. Perry, statesman, jurist and writer, and
Provisional Governor of South Carolina jest
after the Confederate war. Mr. Forman was
well acquainted with Governor Perry, of
whom be was a warm admirer.
The proposed increase of the special school
tax from 2 to 3 mills bas been discussed very
little, and if silence gives consent the taxpay
ers are almost unanimously in favor of giv
ing the graded schools the support needed to
maintain them at the present high standard
of ffficiency.
The ten days eran ted by the City Council
for the Sumter Wateree and the Northwest
ern Railroads io assent to the terms of the
resolution adop'ed at the last xreetiog of
Council expire oa Thursday, and the Council
will meet that night to consider tbe replies of
the two ralroads and to take action on the
Dingle Street matter.
