Nett Anderson, an old colored woman, who ras a faithful servant in the family of the late Rev. Ci tico,chairman of the board of control spent Wednesday night in the dispensary and con tinued to hold the fort with closed doors until 10.30 o'clock next morning when Sheriff Pierson served the injunction issued by Judge Adrich. Tben Mr. Raffield unlocked tbe front door, vacated and left Dispenser-elect Reames in possession. Mr. Raffield, however, declined to turn over the keys and books, and these be proposed io retain until, the case is settled. The injunction was issu<d Wednesday nigbt by Judge Aldrich before whom Mr. R. 0. Purdy appeared in chambers at Manning. Mr. L. D. Jenninge, Mr. Hatfield's attorney was present wheo the application was made and tbe injonction issued. The injonction served on Mr. Raffield and bis clerk, Mr John White, is as follows : The State of Sooth Carolina : Court of Com mon Pleas. Sumter County-Ezekiel T. Windham, Benry C. Cuttino and William M. Sanders, as County Board of Control of Sumter County, and James M Reames as County Dispenser and J B. Baker as Clerk of the Dispensary at Sumter, S. C., plaintiffs, against Jobo B. Raffield and Jobo White, defendants. On reading the verified complaint herein, it is ordered, That Jcbn B. Raffield and John White, the defendants above named, do show cause before me in the Court House io the city of Sumter, S. C., on the 6th day of Marcb, 1899, at 12 o'clock noon, why the injunction prayed for ic the complaint be not granted ; and it it farther ordered that in the meantime, the said defendants and each of them be and they are hereby enjoined and restrained from ioterferring or meddling with the plaintiffs or any of them in the possession or sale of the liquors and alcoholic beverages in the county dispensary io the city of Sumter, S. C., and with the posses sion of the dispensary building. Let the plait tiffs enter into an undertaking on or be fore the 4tb day of March, 1899, to the de fendants in the sum of two hundred and fifty dollars with one or more sufficient BU reties to be approved by the Clerk of this Court, the undertaking to be to the effect that the plain tiffs will pay to the defendants such damages, Dot exceeding two bu uti red and fifty dollars, is the defendants may sustain by reason of this iojooction if the court shall fioally de cide that the plaintiffs were not eotitled thereto. During the time that the dispensary was ciosed and no liquor could be bad in this lity for love nor money, there werp some very dry and desperately thirsty people hanging around the ciosed doors of toe dispensary boping against hope that the deadlock might be broken by some book or crook. When tbey found that there was no prospect of a resumption of business many of them became desperately sick and west, in search of. physicians to obtain prescriptions for whiskey . for medicinal purposes. Some of them obtained prescriptions and a few of these succeeded in persuading the contending dis pensers and members of the board to let them have the whiskey, bot some of them went away dry and disappointed. The pre scriptions were of unique form io some instances. One thirsty man presented a. pre scription, wbich he obtained from a pbysi ciao, in the following form : "-rr informs me that he wants a pint of rye whiskey ' -M. D." Another man who was very dry did not think the physicians were able to cope with so serions a crisis, so be basteced to the tele graph office and wired to Gov. Elierbe ; "By whose authority is the dispensary closed. Answer." The reply is said to have been : "Consult the dispenser and county board of control." The consultation did not relieve bis thirst, so be weot to Mayesvilh and "paid the dis penser a social visit during the afternoon. Toe garrison of tbe dispensary, though made up of representatives of cooteodicg parties, did not qaarrel among themselves, bot spent two nigots and a day in peace and good fellowship, wbiliog away the time with jokes and conversation, interspersed with periods of slumber. The affair bas its humorous aspects, and the aotics of the contending parties and the distress of the old topers at being deprived of their regular supply of "blue steel" caused many hearty laughs yesterday, yet the pro ceeding, taken as a whole,. has been very generally condemned by tbe thinking people, who regard it as another demonstration of the weakness of the dispensary law. Dispenser Reames is in charge, and busi ness ia going on as usual. Thursday night wbea the hour for closing arr:ved the door could not be locked, as Mr. Raffield had the keys in bis pocket and refused to give them up. Tbe old lock was taken off and a cew lock pot on tbe door. Dispenser Reamee then locked tbe door and is in full and undis turbed possession. Tbe matter will rest until the bearing before Judge Aldrich on Mon day. SMALLPOX IN HOBBY. Court Adjourned in Consequence. Judge Buchanan started Saturday morning for Conway, wbore be was to open court on Monday, and after having purchased hie ticke , and while waiting to take the 8.15 train, he received a telegram from C P. Qaattlebaum, Esq., at that place saying that owing to the prevalence of smallpox io tbe county, Dr. Evans of tbe State Board of Health, the locai physicians and town and county officials and others deemed it inadvisable to bave tbe people congregate in court, and asked that tbe Judge adjourn court, wbich request Judge Buchan an complied with aod re tarn td to bis borne Chamberlain's Cough Bemedy. J. China. THE SMALLPOX SITUA TION AT BISHOPVILLE. The State board of Health Sanitary Inspectors, Dr Peter B. Bacot and Health Officer Emmett I. Reardon reaoh ed Bisbopviile Thursday afternoon. They came here to investigate some suspicions eruptive disease about ooe mile from town on Mr. Samuel Brad ley's place, whicb it was feared wa6 smallpox. Ic company with Dr R. E Dennis, of Bisbopviile, the inspectors went out and diagnosed the oases as smallpox of a mild form. One case was at the sep arative stage. Health Officer Reardon immediately vaccinated a number of suspects in the immediate vicinity of the infected bouse and quarantined tbe place. Tbe inspectors held a consultation with the Mayor and Chairman of th Board of Health of Bishopvilie and their advice was wholesale compulsory vaccination. Acting upoo tbe advice of the expert chairman, R. E. Carnes, of tbe local Board of Health took steps to vaooinate all who bad not been vaccin t* ed.' Headquarters were established at the store of Mr. R E. Caraca and 325 per sons were vaccinated there on Friday and at the colored school 101. A total of 426 and 238 on Saturday. The citizens walked up to the inspectors, roiled op their sleeves and took their medicine in good style. Sooiety ladies, school child ren, young and old, cf both races, came to tbe store, and tbe inspectors, by special request, visited the residences of a number of white citizens and vac cinated their families and servants There has been three hundred cases in Maye8ville township, near Oswego, Bossards, Scotts vii le, Shiloh, and two oases on Mr. Mills' place and several on Mr. Stackhouse's pi ace. The oases bave been reduced to about twenty-five and about 6,000 people hove been vaeoioated. The inspectors left Saturday afternoon and will return Thursday cr Friday. Local physicians ali over the infected districts of about 300 square miles bave been supplied with virus and aro vacci nating aiso. Dr. Bacot and Mr, Reardon were girdn much assistance by Mr. R. E. Carnes, Dr. R E. Dennis and other citizens, and -desire to express appre ciation of kindnesses and assistance shown them by the authorities and peo ple of Bisbopviile generally. They say that oor people have acted so sensibly in submitting to vaccination that there is no danger of an epidemic here.
