FREE RURAL MAIL DE
LIVERY
The following is the text of the bill,
providing for the free delivery of
mail in the country districts by star
route mail carriers, wbicb was intro
duced in the House of Representa
tives by Congressman J William
Stokes Tbe bili bas passed the
Senate as an amendment to the gen
eral appropriation bill :
A bill to extend free delivery of
mail along star routes
Sec 1. Be it enacted by the Sen
ate and House of Representatives of
tbe United States of America in
Congress assembled, Tbat all con
tractu for carrying mail on star routes
made after tbe passage of this act
shall include tbe deposit in tbe
proper boxes placed OD tbe line of
tile routes for ibis purpose, without
charge to tba addressees, any mail
matter that may be intrus ted to tbe
carrier for such distribution by any
postmaster on tbe route.
Sec. 2. That it shall also be tbe
duty of tbe said carrie so contract
ing, in addition to the duties imposed
by section six hundred and eighty
seven of tbe postal iaws, to take np
snob mail matter as may be deposited
in said boxes and deposit same for
mailing at the next po st office on his
route without additional compensa
tion.
Sec. 3. vThat it shall be the ' duty
of each postmaster, upon a written
order from any person living on or
near an established star route which
comes within tbe provisions of sec
tion one of this act, to deliver to tbe
proper, mail carrier for tbat route any
mail matter, with instructions as to
the proper mail box at which said
mai! matter shall be deposited
Sec. 4, Tbat any person desiring
bis msii deposited along the line of
any star route within tbe terms of
section one of this act shall erect a
box, as convenient as practicobie on
the roadside, and file with tbe nearest
postmaster on each aide of the box a
request lo writing for tbe delivery of
bis mail to the proper carrier for de*
posit ic said mail box.'
Sec. 5 That all mail boxes along
such star routes shall be numbered
consecutively, beginning from toe
initial point of the star route.
Sec. 6. That witb a view to
bringing the mail thoa deposited
ultimately under the protection of
the general postal laws ontil received
by the addressee or bis agent, tbe
postmaster general is hereby author
i zed to invite Submission cf- plans
and devices for special boxes, witb
dupl cate keys for the use of the
carriers and addressees, respectively.

have bad to wait two wacks, bot last
year it was a little earlier. We plan ted
taree beans around each pole, sticking
down with thumb and finger. \f tbe
ground has hardened it must be loos
ened. 2 plant King of tbe Garden and
Ford's Mammoth Pod ; tbe first is about
a week earlier, and tbe latter bears
later. When tbs vines begin to run
and are a foot tong I tie each to the
poles. Soft rags are tbe best to tie
witb, as cord outs tbe mosers and care
most be taken with first tyiDgs bot to
break tbs runners. In about two
weeks go through again and tie ail
straggling runnners. When the beans
begin to set gather eaob hill up close
to tbe pole, even down near tbe
ground, and tie a string arouud. By
this time they have all reached the top
of the poles. Those grown beyond
tbe poles are broken off and the vines
never allowed to go higher. AU run

boring bill are broken off When the
crop was harvested the belp could go
all around eaob bill and the pods were
all io sight. Very few ripe pods were
left oo tbe vines. Another advantage
was, the cultivator was kept going

that had come before his department

There were crimes committed, but
they lacked malice or premeditation,
and there were no desertions because
of cowardice or treachery

peace treaty was continued. The
minister of finance, Senor Puigcerver

attack, declaring that the destruction

world for an Arkansas Girl and five thousand
dollars, returned here Thursday, Nor. 17,
having successfully made the trip and con
formed with all the requirements ender which
be undertook it, arriving two days ahead of
time. Saturday evening he delivered an
interesting lecture on the triais and incidents
of bis 28,030 mile journey, to a large and ap
preciative audience. Be met with numerous
difficulties and dangers, but says that the
knowledge of tbe world thus obtained was
itself a sufficient recompense for tbe bard- .
ships endured. He possesses many creden
tials, relics, etc , which are conclusive evidence
that be actual ly made tbe trip, and as be will
be Sere for sometime, anyone may see these
articles whick are well worth examination
Among the most interesting of them are the
signatures of postmasters from M tn. Grove
to tbs Atlantic coast, of tbe governors of
Missouri, Illinois, etc., a special passport
signed by John Sherman, a letter of recom
mendation sad certificate of passage from
Capt. Theopholis Trotter, of Liverpool, on
whose ship, the Indraoi, McQoary was carried
through a the foreign countries of note;
lettero and souvenirs from the Soglisb gov
ernor of Borneo ; postmarks of Spanish,
Egyptian. Japanese and other foreign ports
where he went on land a week or two to view
historic placeso f sote, and study tbe customs
and conditions of tbe natives ; a certificate
signed by the ship's crew ; a letter of recom
mendation from tbe Baglisb foreman of the
Japan Gazette office, io Yokohama, where
McQuary set type alongside the tiny-fingered
little Japs ; a certificate of date of arrival end
departure from Japan, signed by our
consul-general at tbat pises; aad finally
the signatures of postmasters from the
Pacifie coast back to Mountain firove.
After resting himself a few days, Mr.
McQuary proceeded on down to the old
plantation io Arkaasaw where be first met
the little girl who was afterwards tbe cause
of bis peculiar and perilous journey round
this big old world. Jost what took place
upon the yooag traveler's faithful return is
known only to a few intimate friends of the
two families concerned in this modern ro
mance in real life ; but the publisher of
McQuary's own story of his trip round tbe
world, a book of over 200 pages, folly illus
trated, in bis advertisement now being
placed before the reading world, announces
that the book will not only tell what occur
red at the close of the trip , but will also pub

Bahr and two of his mea have been
here for the past few days attending
court in several cases which they
bave for violations of the. dispensary
law, and while here on the night of
23d, Chief Bahr was notified abont 1
o'clock in the morning by his secret
or special man tbat.be bad located a
moonshine still in foll operation at a
place known as Best's academy, in
Lexington connty, abont 25 miles
from here He at. once ordered a
team and went and found his two
men, and at once proceeded to go
after the still, and when within 50
yards of the still they were fired
upon by parties from ambush who
were supposed to be running the
still. They succeeded in capturing
the still and the entire outfit and de
stroying a large quantity of mash and
whi*8kev.
