UGLY RUMORS
ABOUT COL NEAL.
Large Shortage Reported, But
His Friends Deny lt.
Rumors were rife yesterday io
reference to an alleged shortage io
toe accounts of Col W. A. Neal as
superintendent of the penitentiary,
and it was reported at the state boase
last night that the shortage was more
Iban $25,000.
. The troth about the matter is said
to be thai Gol. Neal has sot tamed
;. over an amount of stoney received
H for Sae lease of convicts to Messrs
Fowler, Hammond and Cooley of
-Anderson county Tba sum amounts
to over $1,000, but it Is not thought
lo be as mocil aa $1,500, and his
friends believe that tte matter will
be satisfactorily settled as soon as it
brought to Col Neal's attention.
?oi. Nea) is expected to return to day
from Anderson* where he has been
. since last week..
lt is stated upon good authority
that the books and accounts when
examined by the board of directors
were found to be correct io every
particular. None of xhe directors
were in town yesterday, ont the
president of the board is expected
<;o be here to day
Coi Neal's commission is dated
April ? tb, but it is thought he will
turn the oSce over io bis successor,
Senator D. J. Griffith, by the first of
naxt month, and his fneads are con*
isdent that at that time everything
connected with his administration
rill be shown to be io excellent con
dition
' It is stated that the rumors which
were flying around yesterday were
greatly exaggerated and that the
only foundation for them is the mat
ter which oas been mentioned and
which will, io he opinion of his
friends, be adjusted within the proper
time.
Messrs Fowler and Hammond are
Oei Neal's bondsmen,, and Mr
Cooley doec business in connection
WUG Mr Fowler, all of them being
substantial and well to-do farmers and
business men -The State, Feb. H.
What Mr. Cunningham Says.
Col T. J. Cunningham, of Chester,
chairman of the board of directors of
the penitentiary, is in the city.
Be said last night that he did not
-eare to say much about the reported
shortages. Indeed there was little
that could be said.
Toe board of directors was satis
sed that there was no de&ciency at
all. At the last meeting of the board
thara were som unpaid claims for
onviet hire outstanding against the
parties m Andenos. Cel. Nea! ia
there BOW arranging these mattera,
sad CoL Cunningham is satisfied that
everything will be made clear opon
Col Neal's return.-The State.
Senator Tillman Thicks the
Bil! Will Fass.
The prospecta seem shearing that
<5 v. Ellerbe will soon have returned to
f bia une money expended in raising the
First Regiment.
In reply to a telegram fron Private
Secretary W. Boyd Evans asking if he
thought the bil! paying war claims
would be gotten tbrosgb before the
legislature adjourned, Senator Tillman
wired :
**I am doing all I caa to get
legislation that will enable the
government to pay the claims and in
siy opinion will succeed.
"B.R Tillman."
if this telegram bad not been so
reassuring it was the intention of the j
governor to ask the legislature to do j
something about it.
Io the boase to-day a resolution was
adopted which bas reference to the
claim. It provides that the governor
and tee attorney general shall appoint
ac agent to prosecute the claim before
tba government and that hs shall
receive fifteen per cent, of what he
saseeecs io gettiog.
It does away with any other agent
that may have been appointed.
Io view of the report from Senator
Tillman it will hardly be nocet sar y to
appoint sash agent, for the senators
and representatives will look aster the
bill which, if pasted, wilLpay all that
ts dee. The claim of this State
amount to a sam to the neighborhood
of $8,000 -Colombia Record.

ARK ANS AW TRAVELER, Jr.
(From Mountain Grove Plain Dealer.)
"T Allen McQuary, who left Moontaia

world for an Arkansas Girl and 5 vc tbonsand
dollars, returned be re Thursday, Nov. 17,
bovine successfully trade the trip and con
formed with ali tbe requirements under which
be undertook it, arming two days ahead of
time Saturday evening be delivered an
interesting lecture oa tbe trials and incidents
of bis 28,000 mile journey, to a large and ap
preciative audience. Be met with anmerons
difficulties and dangars, but says tbat tbe
knowledge of the world thus obtained was
i self a sufficient recompense for tbe hard
ships endured. He possesses many creden
tials, relics, etc , which are conclusive evidence
that he actually made the trip, and as he will
be here for sometime, anyone may see these
articles which are well worth examination
Among the most interesting of them are tbe
signatures of postmasters from M tn. Grove
to the Atlantic coast, of the governors of*
Missouri, Illinois, etc., a special passport
signed by John Sher in, & letter of recom
mendation end certificate of passage from
Capt. Tbeopbolis Trotter, of Liverpool, on
whose ship, the Indrani, McQuary wes carried
through all tbe foreign countries of note;
letters and souvenirs from the English gov
ernor of Borneo; postmarks of Spanish,
Egyptian. Japanese and other foreign ports
where he went on land a week or two to view
historic placeso f note, and study the customs
and conditions of the natives ; ft certificate
signed by tbe ship's crew ; a letter of recom
mendation from tbe English foreman of the
Japan Gazette office, in Yokohama, where
MtQaaiy set type alongside tbe tiny-fingered
little Japs ; a certificate of date of arrival and
departure from Japan, . signed hy our
consul-general at that place; and finally
the signatures of postmasters from the
Pacific coast back to Mountain Grove.
: Af i pr resting himself a few days, Mr.
McQuary proceeded on down to the old
plantation in Arkansaw where be first met
the little girl wbo was afterwards tbe cause
of bis peculiar and perilous journey round
this big old world. Just what took place
upon the yooog traveler's faithful return is
known only to a few intimate friends of the
two families concerned in this modern ro
mance in real life; but the publisher of
McQuary's own story of his trip round the
world, a book of over 200 pages, fully illus
trated, io bis advertisement now being
placed- before the reading world, announces
that tbe book will not only tell what occur
red at the dose of the trip, but will also pub
lish to the world the whole inside story of bis
engagement to tbs girl, ber name, residence,
family relations, character, accomplishments,
southern peculiarities, etc, etc ; and certain
things of interest about the contract, tbe
dogs, and tbe $5,000, wbieh have never been
told yet. However, all these little secrete,
as interesting as they are bound to be to a
public that bas heard so much about this
affair during, the last 18 to 20 months, are
but a drop in tbe backet compared to the
real history of the trip ; not that others bave
not made just aa long journeys over tbe world,
bot never bas the globe beeo circled by ac
American youth under such trying and pecu
liar ci ree ma ran CM-consequently, it is a
metter of interest to all patriotic citizens of
America to know bow be was received by the
loading na ti on al ties of the world ; and tbe
more interesting yet because McQaary is a
highly educated, refined and practical writer,
knowing bow to tell his story ia a sensible
and pleasant style vf signing all these
poioU io tbe proper light, we most acknowl.
edge tthat the book will prove not only eo in

A Wonderful Timepiece.
Ont Brussels correspondent says :
A truly wonderful timepiece is now on
view B Brasseis. The inventor, M.
Noll, spent five years io its construction,
and has beaten all previous records in
clock making. Thia structure, which
stands fifteen feet high, reproduces the
faoade of a building of the early Re
nois6acioe period. Tbe dook, in addition
to its ordinary functions, marks the
four seasons, e.= wei! as the chief Church
festivals, fixed and movable, all of
which are heralded ic to the minute by
automaton figures, choral services,
church mosio, or the song of birds,
according to the season. A feature of
the mechanism is the hourly procession
of twelve apostles before the figure of
Christ, and the morning and 'ening
chant of monks, who are summoned
from the cloister by the monastery bell,
.tolled by the sexton in view of the
public. A representative of the earth's
course round the sun, and of the moon
round the earth, furnishes an object
leeson io the seasons, eclipses and other
celestial phenomena The dock will
be exhibited at Paris io 1900, and will
be probably offered for sale, being val
oed at $15.000. Its movements are
regulated by the calendar for the next
100 years -Louden Chronic e.
