The Reform Committee.
The entire business transacted
by the commiueeia^eoBi|8seetf
resolutions adopted almost unani
mously by the committee and given
herewith.
The poiut upon which there was
most serious deliberation was that as
to whether the August convention
should be called off ; this question,
however, was favored by only three
members of tbe committee, Messrs.
Kirkland, Glena and ?trie, Mr.
Kirkland alone speaking in behalf of
the genera! _ primary. There was a
most patient hearing accorded this
small minority sentiment and the
committee placed itself in possession
of all the arguments, pro and con, be
. fore taking action.
The only change from the original
plan is that the convention is called
to take place two days, later in order
that the can vase may be completed
thereby g?v?ngTevery candidate ah op
portunity to adtfc?es l$f?g?lm: every
county.
The following is tbe address and re
solutions:
To the Reform Voters of South Caro
lina:
The State Reform Executive Com
mittee met in the city of Columbia on
the 10th day of July, 1894, in obedi
ence to the call of the chairman, all
counties being represented except
the couties Of Lexington and : Beau
fort.
It was found necessary to change
the dates of the club meetings and
county and State conventions, and
also to make other changes and re
quirements, all of which will appear
in the resolutions incorporated herein,
and stand in Hen of the resolutions
as adopted by the commit.tee on the
4th day of April, 1894.
The following are the resolutions- :
1. Tbat a convention for the eng
gestion of candidates for Governor
. and Lieutenant Governor be held in
Columbia, S. C, on the 16th day of
August, 1894, at 12 o'clock m. 5 *\ \
2. That said convention be com
posed of delegates elected by con
ventions to beheld Mkeach county on

General Assembly.
3. That county conventions afore
said be composeii of delegates elect
ed by the various Reform clubs in
tbe county, each club to send one
delegate at large and " one delegate
for e*ery twenty-five members- -or |
majority fraction the reef. In those
counties where there are no distinct
Reform crabs, the Reform members of
each club shall be called by the exe
cutive Reform committeeroan to meet
at the usual place of meeting and
elect delegates as aforesaid to the
county convention ; Provided, That
in the cities of Charleston and Co
lumbia the number of Reform clubs
and polling precinte shall be left to
tbe discretion of the committeeroan
nf said counties. -For the purpose
of said election the clubs aforesaid
shall be called to meet on the 11th
day of August, 1894. At such meet
ing no member shall participate ex
cept such as voted for the Reform
delegates in the August primary of
1891, and ail others who will pledge
themselves to abide by and support
the ticket suggested by the State Re
form convention of f394.
4. That all Reform candidates for
State offices including Railroad Com
missMMiera shall puMicly announce
their candidacy and sballflle with th?]
chairman of Sie State Reform com
mittee a pledge to abide by and to
support the nominees of said conven
tion. That said pledge shall be filed
as aforesaid on or before the 25th \
day of July, 1894. No vote for any
candidate shall be counted in the
State convention who has not com
plied with,. the forgeing require
ment.
5. That the Reformers attending the
various club meetings- called by the
committee on the 11th day of
August, 18?4, .be requested to ex
press their choice by ballot for Gov
ernor and Lieutenant Governor of
this State, and that the chairman of
the delegation of the club to the
county convention be required to !
make return of said choice to the
county convention to be held on the
13th day of August, 1894.
6. That in holding tbe elections
in each Reform club provided for, to
take place on the J 1th day of
August, 1894, each club is to provide
managers for holding said election.
The committee adopted the follow
iag resolution:
Resolved, That this committee
suggest to the county Reform conven
tions to be he!d on the 13th day of
August, 1894, wlaen they elect dele
gates to the State convention, to also
instruct said delegates whether or not
to Vote for the nominating of a full
set of Slate ?facera including the
office of Railroad Commissioners.
