at this stage.
The censas of this city, now almost
completed, proves the growth of Sumter

not a phenomenal growth, bat it is

The Augusta Chronicle of recent date

law prohibiting persons from other
states hunting in South Carolina. The
law would seem, on its face to prevent
a citizen of another State hooting on
his own lands situated in this state. If
a man cannot shoot birds on his own

Senator White, of Louisiana, recently
appointed Associate Justice of the
United* States Supreme Court, is hold?
ing on the Seoatorship for the parp?se
of forcing the Democrats to retain in ?he
tariff bill a provisions protective of the
sogar planters. A poor sort of Demo?
crat he mast be, to hold on to one office
after accepting another for the parp?se
of forcing his party to violate a portioo
of its platform.
Judge Benet introduced something
Dew io court procedure-at least it is
novel io these parts. He ? has two
bailiffs stationed at the door of the
Court House and no one is permitted to
enter or leave the room while a witness
is oo the stand, while His Honor is
delivering a charge or sentencing a
person, or while aoy business is being
transacted. The bailiffs stand oo
either side of the door and cross their
staffs across the doorway in the form of
a big X. 'this circumstance has caused
it to be remarked that it is a one X and
that the sign is suspended in the front
door. *
The Joho Gary Evans campaign for
Governor was opened with great eclat
at Abbeville oo Saturday. John Gary
wants tb* office, and wants it badly,
and he is going to do bis level best to
get it. He is an able bragger oo wbat
Refawm bas done and still abler at mak?
ing promises ia the came of Joho Gary
and Refawm. Wheo it begins to ge1
aloog in dog days we shall begin to
. take more interest in the campaign.
Perhaps by then we may have been
abie to select the best man out of the
Refawm scramblers for office, as our
candidate, and will have some pride io
io the contest. At this time we do not
take a particle of pride in the fight and
don't care which whips.
The Rt. Hon. W. E. Gladstone bas I
at last laid dowo the b?rdeos of. the
office of Prime Minister that he has so
long and ably conducted, and will seek
in the retirement of private life, the
rest and refreshment tbat he needs.
His career bas been most extraordinary,
aod to write the story of his life would
be to write a large portion of England's
history for more than the last half
century. He has been succeeded by
Lord Roseberry, a Liberal peer of
ability, who, io tbis, has gone back on
the traditions of the nobility, but who
nevertheless may come to be regarded
as a wise man when the history of our
own times comes to be written in a
future generation. The present situa?
tion in Great Britain is being watched j
with the most intense interest by her
friends and enemies alike, especially
now that the Grand Old Man has
relinquished the helm. j
His Honor Judge W. C. Benet bas
a manner peculiarly his own in sen?
tencing prisoners Wm. Hey ward
plead guilty to the charge of stealing
two turkeys. His Honor commaoued
the prisoner to stand up for sentence.
In his sonorous voice he said : "Well,
boy, what is your name ?" The negro
gave his name. "Where do you live V
"I come from North Ca'liua." "What
did you come here for?" "I come
with a drummer." "Did you steal
those turkeys ?" "Yes sub* I took
them." "Well, Heyward I perceive
that you are a bad egg.'' ..Sub. ?"

Honor's meaning. Judge Benet re?
plied : *'Your answers satisfy me that
you are a bad egg, and the sentence of
the Court is. that you serve-two years
in the penitentiary at hard labor-one
year for each turkey." A little
pleasantry may detract a little from the
dignity of the Court, but then, it must
make the prisoners feel so much more
cheerful.
HOW WELL IT DESCRIBES
REFAWMT.
The Florida Citizen, speaking of
Populism in Kansas, describes Refawm
in South Carolina so admirably that we
cannot forbear reproducing it for the
edification of the public in general, but
of the Refawoiers more especially. By
the change of & word here aod there, so
as to make it read Refawm and South
I Carolina, and the description would be
? perfect. It may be urged that Refawm
! bas established no lottery ; but bas not
Refawm done even worse ? Recall to
mind the Dispensary, with the standing
army of spies backing it, and thc print?
ing steal. Which is the worse, the lot?
tery or these ?
Kansas Populism and South Carolina
Refawm are twins, as any one can read?
ily perceive from the following :
.?When the Populists came into
power in Kansas, they were profuse in
their promises of all sorts of reforms.
They had charged that there were a
great many surplus office?, aod they an
nounced that every such pooition would
be abolished. They had complained
that salaries were too high, and they
declared in favor of a general cut-down.
They bad denounced the administration
of State affairs generally as corrupt, aod
they boasted that they would introduce
an era of reform.
The populists have now been iu con?
trol considerably more than a year, and
not one of these promises has been re?
deemed. No office bas been abolished ; j
no salary has been, reduced. The rail?
road pass is more often solicited than
refused, and cases have beeu koowa
where it has been changed to accoruodate
members of a family not originally in- j
eluded. Nothing has been seen of the j
vigorous economy which was to prevail j
everywhere.
Nor is this all. The Populists had !
denounced the previous administration
for its failure to enforce the prohibitory I
law, but the law is uow more openly I
and flagrantly violated than ever before j
since its enactment. Worse still, a
most corrupt lottery sy>tem has been
allowed to grow up at Kansas City, Kan.,
and is now in successful operation with
the foll knowledge and consent of police
commissioners appointed by the Populist
Governor, it has been openly charged j
that the swindlers divide some of their
stealings with the derelict officials, and
publicity does not stir up the authorities ;
to action.

Court in Clarendon.
The trial of the Coulliette brothers for the I
murder of Tuton DesChamps was the last and .
most important case tried, and was not
finished until 5 o'clock on last Sunday morn- \
ing. The verdict was "Not Guilty," and
was given after a short absence of the jury.
A letter in the Columbia Journal says:
This trial will certainly be remembered
there for a long time as the hardest fought
battle that has ever occurred in Manning's
court house for many a day. Counsel for '.
both parties distinguished themselves. For ;
hours the crowded court house iistened atten?
tively to the oratorical ability displayed by j
the able counsel intermingled with intense |
excitement at times.
It is reported that one or* the witnesses for
the defense has been arrested on the charge of
perjury. This witness is a colored man who j
! it is claimed allowed himself to be bribed.
The following persons were sentenced by
the judge: Albert Davis eighteen months ;
in the penitentiary at hard labor and a fine of
I one dollar. Thomas Green three years in the
j penitentiary at hard labor. Abraham Ben
I net and Lawrence McBride, each one year in j
i the penitentiary und to pay a fine ot one dol
! lar. Cicero Copeland and Lynton Butler
! each three years in the penitentiary at hard
\ labor. The latter, Butler, gets one year in
j another case.
