European Unrest ^
Although war is evideritiy. postT
boned in Europe, hi the uncertainty
uf the nation 8 as to where it ill end,
there is none the -^ss general unrest
and ilis^inet. The causes are partly
economic?the poverty of the treas
uries, the demand for larger wages
coupled with increased expenditures,
and the withdrawal of capital from
^ trade, and partly the desire of the
peopleior greater comfort, and the
belief that it can in some way be
secured through social chang. The
uneasiness is not acute, in some
couatriesacarcely audible, but, except
in Austria, it exists everywhere, and
though in does not foreshadow in
surrection, now well-nigh impossible','
it has a depressing effect on govern
ments, and makes there; pie pessimist
and unhopeful. In France the gov
ernment still fears the Radicals, and
to conciliate them attacks the Church :
fears the Anarchists, lest the people
may demand a military government
for protection, and fears the labor
party because it parades, and so gives
opportunity for riot. The fears are
largely imaginary, for the Moderates
are strong enough to deal with the
.Radicals, the Anarchists who will
face death to gain their ends are few
in roimber, and the labor party wants
Gp&hing that seriously menaces the
safety of society, but the governing
classes are unable to overcome their
belief that the Commune is still possi
ble.' In Italy the trouble is of ano
ther sort, expendhures always ex
ceeding receipts, with uo chance of
retrenchment visible, in the opposition
of the official class to the diminution
cf offices, and the impossibility of re
ducing the army. As taxation has
reached its utmost limit, reduction is
at last to be tried ; but it is feared
that tbe effort will be perfunctory, and
eveu if not, that a long time must
elapse before the finances of the king
dom are placed npon a substantial
footing. In Russia foreign poli
cy has for a dozen years been
largely a failure, the enormous
military preparations have produced
no useful result, while the empire has
received two serious blows, one in
the anti Jewish agitation, the other
in the famine. The first has aroused
against Russia the hatred of the Jewish
financiers and newspaper owners of
Europe, while the latter has cost the
treasury one hundred millions of
money, and promises to cost fully as
much more before it ends The fall
in silver, upon which the rouble is
based, has impoverished the treasury
still more, the military class expects
no" glory from the present Czar, and
tbe people are despondent, believing
that agicultnre is declining, and the
conditions of life steadily becoming
harder. In Germany the outlook is
better, though there is deep uneasi
ness over the uncertain course of the
emperor, as there is over the failure
to form a stable majority in Parlia
ment, particularly among those who
bad hoped to see parliamentary gov
ernment fully developed in Germany.
The greatest apprehension, however,
exists over the spread of Socialism,
cot perhaps because of its non
acceptance of existing institutions,
but because it is a discontent born of
poverty, and a poverty tfeat, appa
rently, cannot be remedied. Tbe
Germans, who have eaten rye for
centuries, have of late years discover
ed that rye eating is a sign of infe
riority, but partly owing to a
niggardly soil aud partly to bad
legislation, a large portion of the peo
ple are forced to make bread of rye.
Only in Austria is there any excep
tion to the general unrest, a country
which for years has been popularly
supposed to be to tottering to its fall,
aad yet which is perhaps more strong
ly cemented together than any other
in Enpope. The authority of the
emperor as the general referee of tbe
diverse races which make up the
Dual empire is stronger than ever
botore, the army in better prepared
ness for action, the treasury overflow
ing, and the integrity of the empire
assured by membership in the Triple
Affiance. While other governments
are troubled and anxious, Austria is
secure in the shadow of the League
and the inability of its jarring races
to stand alone, a security which may
give way speedily to disquiet, but
which gives proof of the sagacity of a
sovereign who has always wrung
success from defeat, as well as of the
inherent vitality of the empire.?N.

Bitten by a Mule.
Excitement ran high on the street,
near the residence of Mr. C. L. Reid,
last Saturday morning about eleven
o'clock. Tiie exciting cause was a
mule suffering from hydrophobia, as
supposed. John Simpson, a negro
boy about seventeen years old, was
leading the mule, when suddenly it
made a lunge, caught the negro by
the right arm just above the elbow,
and crushed it between his teeth. It
would toss him in the air and then
hurl him on the ground, paw him
with the fore feet, holding him secure
ly *n his teeth all rhe time. The boy
hollowed piteously, for help, and after
about ten minutes he was rescued by
shooting the mule. When released
it was discovered that his arm was
fearfully lacerated, but fortunately the
bone whs not broken and after consul
tatiog by Drs Bramlettt, Darby and
WHlfams, it was thought the arm

A Flag Incident.
Baltimore, Md., May 10.?? spe

ton, W. Va , says: At the Confederate
memorial services to-day, a battle
"warred Confederate flag was ran np un
derneath a United States flag which
spanned Main street near the court
bouse. Some citizeL j including Uuion
veteran soldiers, said that it should
come down. The Confederate fete
rats said that it should remain, and
warned those who wished the Sag re
moved not to tone S it; to let it alone.
The counsel of cooler heads of both
ban ds prevailed and the flag was allowed
to rgmain until late in the afternoon,
w?en it was removed. The ex
ercises of the day were held in the ceme
tery.
Political Consistency.
The Columbia Register, and the
other lew Tillman organs are making
a to-do over the fact that Col. Orr
voted for Judge Wiliard in 18?7,
whose dicision took the United States
troops out of our State. We are afl
of us familiar with the necessities of
that period, when, tt> rescue oar State
government from the party of good
stealing, ft was necessary to make
certain bargains. But how can the
organs, such as the Register and
Abbeville Medium, explain the cours
of prominent Tillman polititians, who
today occupy pedestals, in the Demo
cratic party, but prior to 1876 affil
iated with this same party oi good
stealing. We particularly desire to
hear from the Register and Medium
on this point.

rhetoric at Bowdoin college, was the
