Washington*, January 13, 1883.
Congress has now been in session thirty-?v
clays, end has tdrty-three davs, not counting
Sundays, remaining; Tbc appropriation bills
will consume much of the remaining time, and
thMariff and revenue bills will not be passed
-without lengthy debate. Before the end of the
-next week the Senate and House will have
separate revenue bills under consideration It
will require energy, tact, vigilance, and, I
might say, genius and stoicism to secure the
passage of a measure reducing the revenue.
Indeed it is difficult to see bow so many
''clenched antagonisms" can be reconciled,
but Congress realises that the demand for the
reduction of--taxation is peremptory, and
taxes and the tariff will be reduced in spite
of the .most formidable protesting lobby that
ever beseiged .be capitol. The total reduc
tioas proposed in tbe bill reported from the
Finance Committee, and now. pending in the
Senate, amounting to $7-,336,^24, of which
$45,049,000 are to come fror, the tariff, and
$34,790,324 from internal taxaiion. All in
terunl taxes, save tbose upon tobacco, in its
several forms', spirits and beer, are abolished
by the bill/ ..Mr. Mbrrill, who is one. of the
most careful students of national finance in
Congress, thinks this is as far in the way of
reduc*roos as it would be safe to go. ; He has
some apprehensions of another monetary cri*
sis, And thinks Congress should pay heed to
jibe storm signals which hare of late been -trtr
vquently risible in the financial horizon.

will go fully as far as the Finance. Committee
recommend in the direction of reductions.
In fact, it is probable that that body will go
beyond the committee in this respect. The
bill is not satisfactory to those who advocate
a liberal catting down of tariff duties,' and
they will make 4very effort to smend it So as
to embody their ideas of. what a tariff bill
should be. This element seems to be stronger
In the Senate than io-the House, and hence
the tariff reformers prefer to start tariff legis*
h?ioo iu the former body. The Republicans
feel that they must, as a mutter of party policy,
meet the popular demand for tariff legisla
tion at this session, and rather than have such
legislation fail by reason of the determined
opposition of the tariff reformers, they will
probably make con sessions, in the way of re**
owdtw^ assent to if
they were strong enough in Congress to enact
Such.a law as they prefer.
Now that the civ if service bill has passed |
both bontes of Congress and is certain to re- j
ceivethe approval of tbe President, candid')
opinions are being expressed about it. Tbe-j
bill is petting more kicks than compliments, j
Republicans regard the measure as one of i
policy more than principle. Iu supporting j
it the Republicans were not only obeying j
r what was considered the popular" Will, but !
they felt that at tbe same time they were mak- i
inga good stroke for'tbe party. In tbe event |
of Democratic success in 1884 the law would
serve to keepRepoblicans-in office. It cannot
be expected 1ihat a bill passeti uuder these con- j
ditious *od circumstances would be by any 1
means perfect. It is admitted on all bands;
that the bill is crude, and many who gave it j
active support excuse its shortcomings by t
saying it is but a start in the right direction; j
that-it merely bbtz>S tbe way for other and j
succeeding Congresses to follow through a]
trackless and.- untraveled forest. What tbe j
bill may accomplish depeuds largely upon the i
President. He is really invested with power ,
enough to make it a fair success or a total
failure.
For two days we hare had the phenomenon
I of 6ne sleighing in Washington, and it is
astonishing what a large bomber' of sleighs,
many of them elegant structures, have ap
peared on the Avenue. To-day there was a
Sleighing carnival on the Avenue, which, al
though a very-impromptu affair, was quite
.successful in grotesque.and: .comic effects.
Three prizes were offerel to the three turnouts
< pre*eniing the most striking tableaux. Hun
: dreds of sleighs appeared, each filled with
I masked groups, and the Avenue was lined
[ with as many as twenty-thousand spectators.
