War of the Skirts.
Other topics may occupy more space
on the editorial pages, but the question
of long skirts against short
skirts is the livest issue of the hour.
There is a mighty revolt against the
hitherto undisputed rule of the Czars
of Fashion. They have decreed that
their subjects shall discard the short
skirts, which have been for some
y years the vogue and wear long skirts ,
instead. A gocd proportion of the
subjects say they won't do it. Here
is a sample set of resolutions showing .

"Resolved, That it is the sense of ,
this meeting that the Rainy Day Club
of America does hereby appeal to all
women firmly to resist the mandates
of the misguided designers and dressmakers,
and to insist that their
clqthes, including panels or other ;
draperies, be nof; nearer the ground
than seven inches, and that they be
cut in such a manner and with suf- ;
ficient material to permit of perfect ,
freedom of the limbs."
It is a merry war, this struggle (
* between the Fashion Czars and their
rebellious subjects, and it interests
a great many more people, in this ;

the war or near war that is upset*"
-ting the Near East. The participants
are in deadly earnest. The wisest i
military and strategical experts can- 1
not forecast with confidence the out- <
come of the campaign, though most 1
of them, basing their judgment on J
the lessons of history, seem to think 1
that the rebellion will peter out in '
the end. The Fashion Czars have '
always put down revolts against their '
rule; but it may be dangerous to ar- t
gue from precedent, for this revolt i
really seems to be the biggest that <
has ever occurec . Moreover, the sym- j
pathy of the bystanders, comprising :
practically all adult members of the 1
male sex, is overwhelmingly with the 1
rebels. 1
What the male sex thinks about it, 1
however, really does not matter. In <
the archaic language of a decade or
so ago, masculine opinion cuts no i
ice. If all the men of America rose <
with one accord and shouted in one <
voice for the ahort skirt* the effect 1
would be practically zero. This is <
a war of the ladies, in which men are I
not meant to mix, and the be-whixker- i
ed scientists and be-spectacled phy- 1
sicians who try to help the cause of '
the short skirt by pointing out that
it is more healthful and sanitary are i

do more harm than rood. But while ;i
the men may not mix in the strug- '<
gle, they can watch it as it rages and <
utilize it perhaps for innocent gratification
of the sporting instinct that <

The office of a gasoline station is
located where a storehouse of military
supplies trnd a magazine existed
when Bedford, Pennsylvania, was a
frontier post in the eighteenth cen
tory. It is a little stone house almost
hidden among several low,
rambling frame sheds. During the
Whiskey Rebellion in 1794 more than
5,000 troops were quartered on the
grounds adjoining it and President
Washington and his first cabinet were
once established a block away. The
old house was also used as a detention
place for escaped slaves who were
caught on the underground railway.
A resolution endorsing the administration
of Hon. John R. Swearingen,
as state superintendent of educa
tion, was adopted unanomously by
the state board of education at its
quarterly meeting in Governor Harvey's
office at Columbia Wednesday
afternoon. The resolution expressed
the commendation of the board for
Mr. SwearingRn's work for the school
system of the state, and for the cause
of education in general. Mr. Swearingen
will retire in January after 12
years of sen-ice as the head of the
state's public school system.

The first known advertisement appeared
in a Greco-Roman drinking
cup, it is said. It bears the inscrip
tion, "Made by Ennion. Let the buyer
remember."

law guaranteeing a seven month's
term, please give your careful attention
to the requirements of the law.
The law requires that each teacher 1
instruct not fewer than twenty-five
nor more than fifty pupils, and that
the average monthly attendance in
each classroom be at least fifteen pupils.
It is also very important that
trustees do not exceed the State
schedule of teachers' salaries. If 1
your school is failing to meet the
requirements of the law in any particular,
please notify me at once.

NOTICE OF TEACHERS*
EXAMINATION.
The regular fall teachers' examination
will be held at each county court
house on Friday and Saturday, November
3rd and 4th. All prospective
teachers should keep these dates in
mind. If there are any teachers who
have accepted positions and who are
uncertain about their certificates, or
who wish to raise the grades of their
certificates, they should take the examination.
The examination will be
divided as usual into the primary, <
elementary, and high school, and all
applicants should definitely decide before
reaching the court house as to
which examination they expect to
take. It will be absolutely necessary
that all applicants take the examination
both days, as they cannot secure
a certificate on one day's work,
rhe examination will begin promptly
at 9 o'clock in the morning. All
questions on a subject will be given
out at the same time, and all papers
taken up at the same time. Applicants
who come in after a subject
has been completed will miss that
subject. Therefore, it is necessary
that all be on time.
I should like to remind applicants
that holders of primary certificates
