The question is asked from time to
time: "What is this State Highway
uepanmenr?us oojeci. purpose, uuties,
etc.?"
The State Highway Department
was formed in February. 1917, the
principle object of which was to supervise
the expenditure of about
$250,000.00 of federal aid in South
Carolina, provided for by an Act of
Congress, approved July 11,1916, of
which about $79,000.00 was appor- j
tioned to Williamsburg County. To go j
into detail: "The object and purpose j
of the State Highway Commission
shall be to provide systematic high
way construction and maintenance
throughout the State. That it shall
be the duty of the State Highway
Commission, through the State Highway
Engineer, by and with the tonsent
of the county road authorities}
to survey and layout the public high- j
ways within the State, having due re-'
gard for the connecting of the roads j
of one county with another, and the;
main roads connecting with the roads
of adjoining state, so as to foim a i

system or connecting iwu? numn
State; and shall also instruct, assist'
and cooperate with the county road
authorities of the various counties in i
the construction of the county system j
of highways; and by and with the i
consent of the county road authori- ,
ties, construct and maintain with j
county funds all roads built and constructed
within the system. To that
end the State Highway Commission
shall, under the advice of the State
Highway engineer, lay out a system
of connecting highways throughout i
the State, connecting every county;
seat within the State, and covering
such main avenues of travel and traffic
as the State Highway Commission
may deem advisable. It shall have

the right, with the assent of the
county authorities of each county, to
lay out and build public highways
and bridges, the title of such roads
and bridges to remain in the county
within which they are built. It shail
have the power to acquire such lands
and road building material and rightsof-way
as may be needed for roads
and bridges by purchase or gift or by
condemnation. The county in which
such highway is built shall furnish
the necessary funds and means for
the building of such highways and

At a meeting of the county commis- j
sioners with the State Highway Commissioners
in Florence on Monday,
August 16th, and again in Georgetown
on Tuesday, August 17th. the
following highways through Williamsburg
County were virtually settled
on as a part of the highway system of
this State: road from Kingstree to
Murray's Ferry, by way of Heinemann;

from Kingstree to Lake City and
Florence by way of Brockington and
Cades; road from Kingstree to
Georgetown, by way of Fowler, N'esmith
and Rhems; also a road from
Andrews to Maurrav's Ferry, which
j exact route has not yet been decided
upon. Therefore, in accordance with
the recent highway act. as soon as the
above roads are put into a certain
stage of development, or built in accordance
with the plans and specifications
of the State Highway Department
they will be accepted, taken
over and maintained by the State
Highway Department as part of their
system. The county is to furnish the
funds for the building of these roads,
for which purpose the two-mill levy
was placed on all taxable property,
while the 80 per cent of the motor
vehicle license will be used by the
highway department for the maintenance
of said highways. I'nics^
funds are secured, the tow-mill levy
will only construct about two miles
of these roads per year. We all
know that the sooner we get these
roads off our hands, which are the
main roads of this county, the more
money, time, labor and material we
will have to put on our other highways.
At the last meeting of the
Legislature, $80,000.00 was appropriated
to match $79,000.00 of federal
aid that was then on hand for expenditure
in this county. The route from
Kingstree to Manning was selected as
the first road for development. The
surveys, plans and specifications have
teen completed for this piece of road,
and the contract was let July 7th for
the building of the Black river causeway,
to Hanna and Campbell, of
Charleston and Foreston; two bids
were received August 19th from L. A.
Chitwood, of Columbia, and Batter|
shill and Goode, of Virgilina, Va., for
