Notice is hereby given that a
Democratic primary election is here ?

_ 26th day of August, 1919, for the
nomination of a Representative for
the Sixth Congressional District.
The managers at each voting place
shall arrange the table, desk or other
place upon which the ballot boxes
shall be placet! so that there shall
be no crowding or confusion immediately
around the boxes, and suita-1
ble means shall be provided to ena-!
ble each voter to approach the boxes j
and deposit his ballot without inter-I
ference or hindrance.
The managers shall open the poll?
at 8 o'clock a. m., and shall close at
4 o'clock p. m. On closing the polls
the managers shall proceed publicly j
to count the votes. After tabulating
the result, the managers shall certify
the same and forward the ballot
box, containing the ballots, poll lists
and all other papers, except the club
roll relating to such election, by one
of their number to the County
Chairaian within 36 hours after close
of the polls.
The managers, before opening the
polls, shall take and sign the oath
prescnoed in section 37 of the rules
of the party.

primary shall require every voter to
pledge himself to abide the resulU
of the primary and support tiui
nominees of the party, and take the
following oath and pledge, viz: "I do
solemnly swear that I am a resident
of this club district and am duly
qualified to vote at this election, according
to the rules of the Democratic
party, and that I have not
voted before at this election, and
pledge myself to support the nominees
of the party, State and National."

The following regulations apply |
to. and must be observed by the
managers for, every precinct in the ]
County having fifty or more enroll- i
ed on the Club Roll.
That in every primary election in i
this State there* shall be provided at |
each polling precinct one booth for i
each 100 enrolled voters, or majority ]
fraction thereof. The booths shall be
made of wood, sheet metal, or any j
other suitable substance, shall be not |
less than 32 inches wide and 32 ,
inches deep, and 6 feet 6 inches <
high, shall be provided with a curr

to within three feet of the floor,
and shall have a suitable shelf on
which the voter can prepare his
tickets: Provided, The provision of
tlvs Act shall not apply to rural
voting precincts outside of incorporated
towns and cities.
The polling places shall be provided
with a table for the managers.
The polls shall be provided with a
guard rail, so that no one except as
hereinafter provided shall approach ^
nearer twin five feet to the booths ,
in which the voters are preparing
their ballots. j
The managers shall be responsible ,
for all ballots furnished. When a
voter presents himself he shall be
given a ballot. The manager in (
charge of the poll list shall enter
the number of the ballot next the ]
name of the voter. The voter shall
forthwith retire alone to one of the
booths, and without undue delay
prepare his ballot by scratching out
the names of the candidates for
whom he does not care to vote. Xo j
voter shall remain in the botth long- 1
er than five minutes. After prepar- i
ing his ballot, the voter shall present ,
himself to the manager. His ballot
must be folded in sych a way that ,
the number can be seen and the cou

the printed portion of the ballot.
If the voter is not challenged, and :
takes the prescribed oath, the manager
shall tear off the coupon, put it ,
on file, stamp the ballot, and the voter
shall deposit his ticket in the box,
and shall immediately leave the polling
place. If the voter shall mar or
deface his ballot, he may obtain one
additional ballot upon returning to
the manager in charge of the ballots
the ballot so marred or defaced, with
the coupon attached. The manager
in charge of the poll list shall change
the number of the ballot on his poll
list, and place the defaced ballot on
| a file. No voter shall be given a sec{ond
ballot until he has returned the
first one with coupon attached.
No person shall be allowed within
the guard rail except as hereinafter
provided. If a voter cannot read or
write, or is physically disabled, and
by reason thereof did not sign the
enrollment book, he may appeal to
the managers for assistance, and the
Chairman of the managers shall appoint
two of the watchers representing
different factions to assist him
in preparing the ballot: Provided,
After the voter's ballot has been prepared,
the watchers so appointed
shall immediately go behind the
guard rail: Provided, further, That
if there be no such watchers available,
the Chairman may appoint two
bystanders who are qualified electors
to assist the voter in the preparation
of his ballot

From the time of the opening of
ihe poll until the announcement of
:he result and the signing* of the* ofieial
returns, no person shall be admitted
to the polling place except
:he managers, duly authorized watch
ms and challengers, the Chairman
>f the Executive Committee or member
of the Executive Committee

for the purpose of voting,
police officers admitted by the managers
to preserve order or enforce
:he law: Provided, however. That
candidates for public office voed
for at such polling places may be
present at the canvass of the votes:
Provided, Canvass of the votes shall
be open to the public.
If the watchers or officers of the
law who are admitted to the polling
place by the managers shall interfere
with the managers or obstruct
the voting, it shall be the duty of
the managers to suspend, the election
until order is restored, or as may be
provided by the rules of the party.

Upon the close of the election,
managers shall account to the Executive
Committee for all ballots delivered
to them, and make the following
returns: (a) The number of
official ballots furnished to each
polling precinct, (b) The number of
official ballots spoiled and returned
t>y voters, (c) The number of official
ballots returned to the Executive
Committee, (d) The number of
official ballots actually voted.
The Executive Committee will meet
to tabulate the vote and declare the
result of the primary on Thursday.
