SENATOR DIAL HAS
HAS PROPOSITION
SOUTH CAROLINA'S NEW SENATOR
PUTS SUGGESTION
FORWARD '
I
Washington, April '21.?One of the
best ideas which has been advanced
te a long time along constructive
lines was put forth here today by
9. B. Dial of South Carolina, who
will take his seat in the senate, as
the successor of the late Senator
Tillman, on the calling of the extra
session of congress. Mr. Dial said
that as the United States shipping
board is now selling .^uycuuucuv
skips to private concerns nothing
ketter could be done than for the
people of the different States, especially
those having large ports like
Charleston, Savannah, Wilmington,
Jacksonville, Tampa and others, to
fc>rm corporations, buy some of these
ahips, and thus serve a number of
excellent purposes. In the cotton
section, especially should this be
done. There would always be a sufficient
number of ships on hand to j
move the crops independently of any
estrictions, and the same could be I
done with regard to naval stores,
lumber, fruits and vegetables, on a
large scale, and anything else that
this country produces. He would by
his plan, not only take advantage of
shipping out our varied products
but would have the ships return
with import cargoes.
A tremendous advantage would be
derived should those ships be named
the South Caroling the Georgia,
the Florida, etc., which would be, in
kis opinion, an international advertisement
for those sections.
Ships are now being sold to various
interests, and as in the past,
it may be possible that they may
mot be acquired when wanted, which
would not be the case if owned and
pe rated by local or State interests.
There was never a time in the
South's history, according to the
new senator, when there were more
pportunities for that section. Now
is the accepted moment, he believes
lot quick action, and with the government
willing to sell these ships
?n the very best and most liberal
terms, nothing better could be done
Aan for the Southern States which
are progressive to acquire some of
Mr. Dial is an organizer of large
dimensions, having had many years
experience in cotton milling and he
te thoroughly convinced that this
plan is entirely feasible and also
feat it is one which would work to
fee best interests of the whole counfey.
-Of course," Mr. Dial said, "I
would prefer to see the South begin
"" this movement, because I am a
Southerner myself, but it is something
which might he done by the
whole country.
The great resources of the West
right thus be handled as well as
/ those of the South if it is done now
iat if there is much delay I fear
feat the .big concerns of the North
ay take advantage of this situafem."

impress upon the people of the country,"
Mr. Dial said, "is that they
are not taking advantage of the federal
reserve banks as they should
do. Here are great mopied institutions
which our liberal government

scant results.

are an arouna us u we win out laxe
advantage of them. As an organizer
of many years experience I know
what I am talking about on this
hip proposition and I beg my people
to act now and soon reap the
benefits of this plan, * which I consider
one of the greatest which may
present itself for many years to
oome. Let South Carolina and the
other States show what they can do
to get their cotton and other products
to foreign markets through
their own ships sailing from their
own ports."?P. H. McGowan, Columbia
State.
