Russia Lies Down.
The governments of the United
States, Great Britain, and France
have made a virtue of necessity and
have been very patient and considerate
in their attitude toward the faction
now dominant in Russia. There
was nothing to be gained by official
denunciation of the Bolsheviki or by
breaking with them; and there lingered
the hope that before it was too
late the Russian masses might turn
aside from the path along which
their fanatical leaders were guiding
them. This hope dwindles day by
day; and though the governments
may still find it advisable to exercise
restraint, the time is near at hand
when public opinion in the Allied
countries will express itself more
forcefully than has been the custom
so far regarding the performances
at Petrograd.
An armistice agreement between
the Lenine-Trotzky government and
the Central Powers has been signed.
In a public statement Trotzky says
that for a time the success of the
negotiations was threatened because
the Germans were unwilling to agree
that during the armistice no German
troops should be transferred from
the Russian front to the other fronts.
Finally, says Trotzky, the German
commander "accepted the Russian
formula." And, in the meantime.
Teuton troops by the thousands and
hundreds of thousands have been
transferred from the Russian front
to the Italian front and the French
front. If the Germans finally agreed
| to transfer no troops during the armistice,
they did so because they
have already effected the transfers.
They were busy transferring their
troops while their delegates conferred
with the Bolsheviki delegates.

a loophole by which they enjoy complete
freedom of action.
"We cannot and will not aid militarism
in any way," says Trotzky.
"The question of transferring troops
was most fundamental." If this is
not hypocrisy raised to the nth degree
what is it? And what about the
Russian stipulation than the Germans
should evacuate the Islands of Moon
sound? Was this also merely camouflage,
put in by Trotzky and Lenine
to give an appearance of honesty to
their procedure? The Germans are
not going to evacuate the Moon Sound
Islands; but the Russians have signed
the armistice agreement, just as
Lenine andTrotzky intended from the
beginning that they should sign it.
Russia?at least, Bolsheviki Russia?has
surrendered to Germany.
Perhaps we should not blame her too
severely. Her people have sufferOT
severely, and human endurance can
stand only a certain amount of suffering,
But if we are to refrain
from blaming her at least let us also
refrain from praising her. Let us
have done with all the talk about
Bolsheviki "idealism." It is a very
poor sort of idealism indeed compared
with the idealism of France,whose
people have suffered just as severely.
If it were as pure and as high as
some would have us believe, it could
not have been made so completely
the dupe of German materialism. It
has failed because it was not genuine
like the idealism that has made France
the glory and the wonder of the
world. When its failure has cost the
lives of a few hundred thousand
American soldiers those who are so
lihoml in their attitude towards it
may undergo a change of mood.?

A WAR DECALOGUE.
Ten Commandments That All Would Do
Well to Obey Cheerfully.
"A new decalogue of war for
women has been arranged by the
professors of the University of Turin."
says Dr Anna Howard Shaw,
chairman of the Woman's Committee
of the Council of National Defense.
"This decalogue, like that of the
Scriptures, applies to both men and
women, and by close attention to it*
rules, everyone will be able not only
to do her part, but do it so systematically
and efficiently that there is no
demand the government could make
that would not find us prepared to
respond at once. If every family
kept this decalogue where it could
be in view every day, it would remind
them of their duty as well as
the glory of sharing in the great
new struggle that we earnestly trust
shall bring to us a fulfillment of the
spirit of Him who came to bring
'Peace on Earth, Good Will to
Men.' " The decalogue is as follows:
Do not chatter. Keep to yourself
the news you hear, your own
impressions, and your apprehensions.
Do not listen to alarmists, to
slackers, or to those who would
spread discouragement. Silence
them.
Be moderate in your spending,
neither lavish in gifts nor sordid in
your economies. Let everything in
yonr life, even your daily expenses,
take on at this moment its true national
importance.
Encourage national industries,
avoiding imported goods,even though
they may seem better and less costly
than those made at home.
Do not look upon the departure to
the front of those dear to you as an
an abandonment. Be with them constantly
in thought, as they are with
you, particularly in the hour of danger;
and do all that you can to replace
them in their former occupations.
Do not complain of the difficulties,
annoyances and privations caused
by the war. Think of those who
are dying for their country and
complaint will halt upon your lips.
