PRESIDENT URGES
WAR ON AUSTRIA.
ALSO STATES TERMS UPON WHICH
THE UNITED STATES WILL
CONSIDER PEACE.

of America's war aims and of the

son, in an address to Congress}Tuesday
in which he urged immediate declaration
of a state of war between the
United States and Austria-Hungary?Germany's
vassal and tool.
As to Turkey and Bulgaria?also
tools of the enemy, he counseled de- j
lay because "they do not yet stand J
in the direct path of our necessary i
action."
To win the war. the President de- j
clared in emphatic .land bringing j
tones, is the immediate and unal-l
terable task ahead. He urged Congress,
just beginning its second war
session, to concentrate itself upon it.
The president sharply dismissed
the possibility of premature peace,
sought by German intrigue, and debated
here by men who understand
neither its nature nor the wav it
may be attained. With victory an
accomplished fact, peace will be
evolved based upon "mercy and
justice"?to enemy and friend?
with hope of a partnership of nations
to guarantee future world
peace.
The war will be deemed won, he
declared, when'the German people
say to us, through properly accredited
representatives, that they are
ready to agree to a settlement based
upon justice and reparation of the
wrong their rulers have done.
Terms of peace, he added, would
not include dismemberment, robbery

briefly as follows:
"Freedom of nations and their
peoples from autocratic domination,
reparation to Belsrium. relinquishment
of German power over the
peoples of Austria, Turkey, the free
Balkan States, as well as evacuation
of Prussian territorial conquests in
Belgium and Northern France:" Emphasizing
the purpose of the
United States not to interfere in the I
internal affairs of any nation, the |
President asserted that no wrong |

tended, and that there was no desire |
to rearrange the Austrn-Hungarian J
empire. He said when he spoke fc
eight months ago of the right of na- |
tions to free access of the seas he |
had Austria, as well'as *the smaller I
and weeker nations, in mind. |
Approval of the President's de- p
claration of war on Austria-Hun- |
gary was voiced by practically ev- I
ery member of Congress who com- |
mented upon it. Many of those p
who approved it regretted only that |
it did not recommend also declara p
tions of war on Turkey ana Bulgaria.

An Atlanta Pish Story.
An Atlanta fisherman whose reputation
for veracity has (hitherto)
never been questioned tells this
tragic tale; While'fishing in a Florida
lake he noticed a large fish, about 5
feet in length,floating about half out
of the water and apparently suffering
great pain and laboring under jk

General Maistre, who commanded
the French army that conquered the
last remaining position of the famous
Chemin des Dames and thus
earned promotion to the rank of
Grand Officer in the Order of the
Legion of Honor, began to serve his
country when he was twelve years
old by purloining powder from the
Prussian soldiers who were quartered
in the house of his parents in the
Franco Prussian war of 1870. The
boy who was afterwards to lead the
French army in one of the hardest
fought battles of the great war, laid
away the stolen powder for gunning
expeditions in the forest near his
home. There was some of this borrowed
ammunition left when the
present war began.
