SECRETARY BAKER DECIDES THAT
IT WOULD BE UNWISE TO SEND

Washington, Sept 4:?That Secretary
Baker has changed his mind
about sending negro troops to the
National Guard camps of the South
* to be trained was an admission that
the war department head made today
to Congressman S Hubert Dent,
Jr, chairman of the house military
\ affairs committee, who protested
about a battalion of negroes from
Ohio being sent to Montgomery and
a large number to Anniston. While J
Mr Baker did not go into details as
to the other points in the depart-j
ment of the Southeast from which J
protests have emanated as to the
plan to send negro guardsmen to
the Sonth to be trained, he intimated
that the original plan to send
them there would be carried out.
Mr Dent told the secretary that

no negroes would be sent to Mont
gomery and to other Southern
points. Mr Baker said that was
true, but that he himself had
changed his mind on the subject and
now that some were already in the
South, he had advised their commanders
to see that they observed
all Southern laws, such as the Jim
Crow statutes and certain customs
as to privileges of equality.
Secretary Baker said that the
Northern people would resent sending
the negroes to the North after
they had been ordered South and
that it might enkindle the racial
feelinsr that has already witnessed
serious outbreaks and to send them
North would cause trouble among
the negro troops.
Mr Dent protested vigorously but
to no avail. It is now expected that
all negro troops will be trained in
Dixie.
Death of Mrs Chandler.
Mrs Chandler, widow of the late
A W Chandler, died at Salters Monday
after an illness extending over
a period of several months. Funeral
services were conducted by the Rev
Davis and the remains were laid to
rest at Suttons Tuesday afternoon.
Mrs Chandler was a sister of the late
Mrs AM Snider of 'his place and
was beloved by a wide circle or
friends. ,
For the fiscal year ending June
30 last, about $580,000 in national
income tax was received from South
Carolina, $498,000 from corporations
and $81,000 from individuals.
O V King of Florence was killed
Friday afternoon by a splinter flying
from lumber being cut by a
ripsaw, and piercing his lung. He
was 48 years of age and a cousin of
E E King, of Kingstree.

An Old Legacy.
A Wednesbury (England) resident
in the sixteenth century left $1,000
to provide annually on St. Thomas',
day three gowns and three coats to j
indigent persons of the parish. Fol- j
lowing the custom of the times, the
money was invested in land (in this
case in minerals), and the original
legacy has increased in value to
$30,000. Instead of the three gowns
and three coats the charity commissioners
who administer the funds
are able to present 200 gowns and
60 coats.
