NEW DRAFT BILL
REGISTRY PLANS.
OUTLINE OF THE METHODS THE
WAR DEPARTMENT WILL EMPLOY
ISSUED SECY BAKER.
Washington, May 5:?Secretary
of War Baker today issued a gen'
eral outline of the plan of the war
department for registering men for
military service under the Selective
Draft bill.
In order that all concerned may
have a clear understanding of the
registration machinery, which will
follow existing election districts and _
precincts, Secretary Baker has is- ~
sued a statement which reads in J

"Careful preparation has been *
made to place the whole task in the

hands of civilian officials of the jr
States and to remove every suggestion
of military force in putting the w
measure into effect. The only func- ai
tion of the Federal Government will a

be supervision through the office of
the Provost Marshal General. Si
"The Governor of each State will
be the chief of registration therein. ^
The machinery of registration in **
each county is to be in charge of
the Sheriff, the County Cleark and p]
the County Physician, acting ex of- es
ficio, unless a different board shall ^
be announced by the Governor. In ^
Sties containing populations of more w
than 30,000 the registration will be in
under the control of the Mayor and
selected boards of registration. In ^
order that the designated county *
and city officials and the people gen- U!
erally can get a clear understanding
of the census methods the following tl
brief outline is given: ?

of the population. If, for instance, "

ty-five years of age, inclusive, are
to be registered, the registrar would g

ices of competent volunteer registrars
to serve without compensation. N
All registrars must be sworn. t<

Fire In Johnsonville. *
e
Fire which broke out in Johnsonville
about 11 o'clock Monday night
in the store of Mr L A Taylor resulted
in the destruction of considerable s
property, despite the fact that a
steady rain was falling. The store- j
house of Mr Taylor, with its entire v
stock of merchandise, was destroyed;
also the buildings formerly occupied ^
by S B Poston and the Telephone Co, j
H E Eaddy and Jack Huggins. The
property burned was partially cover- (
ed by insurance. The origin of the
fire is unknown. jj
