CATALOGUE WILLIAMSBURG CO. FAIR.
INFORMATION AND REGULATIONS.
General Arrangement*.
Section 1. The exhibition will be open to the public
on Wednesday, 8th November, and close on Saturday.
November 11th.
Sec. 2. Gates will be open at 9 o'clock a. m. of
each day, and at that time every officer and employee
must be at his or her post. The doors of the exhibition
building will be closed at 5 p. m.
Sec. 3. The Secretary will receive entries at his
office in Kingstree until and including 6th of November,
and at Fair Grounds Tuesday, November 7th, until
5 p. m.
Sec. 4. Appliances necessary for the proper exhibition
of articles in the various departments will be
provided by the Secretary upon requisition from the
superintendent of the department.
Sec. 5. When the Fair is ended, all articles not
called for by exhibitors shall be properly cared for by
the superintendent of department or turned over to
the Secretary. No superintendent of department shall
leave his post of duty without the consent of the
Secretary.
Information for Exhibitors.
Sec. 6. Premium Lists will be sent by mail upon
application to the Secretary.
Sec. 7. Articles sent by freight or express must be
prepaid, addressed, "Secretary of Williamsburg County
Fair Association, Kingstree, S. C."
Articles sent by freight will be returned free by
railroads by obtaining return coupon from the Secretary.
Sec. 8. Articles must be on the ground on or before
5 p. m. Tuesday, November 7th.
Sec. 9. Exhibitors will file such certificates, statements,
etc., as are required in the Premium List, with
the Secretary, and they are required to attach a card,
with all particulars of age, size, weight, etc., written in
plain and legible hand, to the animals or articles exhibited,
for the information of the judges.
The exhibition of articles not enumerated in the
Premium List is invited, and they will be assigned to
proper departments and displayed to visitors.
Sec. 10. Exhibitors of live stock and poultry are
required to display over each stall or pen occupied by
their stock or poultry a printed placard, containing the
breed of the animal or poultry exhibited, which card
will be furnished on application to the Secretary.
Sec. 11. Exhibitors of live stock must report to the
superintendent in charge at 9 o'clock a. m. each day,
for orders. They must also inform themselves from
the superintendent of department when their stock will
be judged. Stock must be in the show ring promptly
after being called. Any person failing to comply with
this order will be ruled out from competing.
Sec. 12. Every animal coming on the grounds does
so at owner's risk, and the owners are chargd with
care of all animals while on the grounds, and must not
permit any to run loose. Each animal must be reasonably
tractable or it will not be permitted to stay on the
grounds. All horses, colts and cattle must be thoroughly
halter broke, that they may be safely managed at all
times.
Complaints and Protests.
Sec. 13. Complaints and protests, to receive attention,
must be made in writing to the Secretary, who
will bring them before the Executive' Committee. Protests
against awards must be made in writing and accompanied
by affidavit, and must be submitted to the
Secretary by 6 o'clock p. m. of the day the award is
made or they will not be considered.
Entries.
Sec. 14. Entries must be made on or before 5 p. m.
Tuesday, Nov. 7th. A card or tag, having a coupon
receipt attached, corresponding to the entry, will be
given to the exhibitor. When the exhibitor shall deliver
the articles and entry card to the superintendent,

articles will be received, tagged and put in position;
the coupon after being receipted for by the person in
charge, given to the exhibitor. The articles will be
surrendered only upon return of this receipt.
Losses.
Sec. 15. Whilst every precaution will be taken for
the safekeeping of all articles by an efficient corps of
policemen and watchmen, the Association will in no
case be responsible for any loss or damage that may
occur, except by neglect of the officers of the Association
or its agents.
Payment of Premiums.
Sec. 16. On and after Monday, the 15th of November,
12 noon, the Secretary will furnish the successful
exhibitor with a warrant on the Treasurer, who will
pay the premium to the exhibitor on his endorsement
of the warrant. Premium unclaimed for sixty days will
be considered as presented to the Association.
Information for Visitors.
Sec. 17. The Fair will be held on the grounds of
the Association which are within easy and pleasant
walk from the town.
Sec. 18. Ticket office will be provided at the main
entrance to the grounds, where tickets may be obtained
without any delay.
Sec. 19. Application for special privileges on the
ernnnds must be made to tLe General Superintendent.

Sec. 21. Complimentary tickets are issued to this I
State's. United State* Senators, Congressmen, Supreme
and Circuit Judges, Solicitors, 3tare House officials,
members of the General Assembly, Mayor and Aldermen
of Kingstree, the press and to prominent visitors from
other States, the latter by request of any officer of
the Association or by the visitor to the Secretary. No
other free admissions will be granted except by the
Executive Committee. Provided that no person who
is a life member of the Association shall receive a complimentary,
for his membership is the highest compliment
the Association can offer. These complimentaries
are issued with all that the term inr 'ies, and the
Association hopes that its finances will not be impaired
by the transfer of a single ticket.
Sec. 22. Privilege and concession people shall be
entitled to receive one ticket for the week for every
$10.00 paid on their contracts, provided that many
tickets are necessary for the conduct of their business.
Persons receiving tickets under this clause must be
actively engaged in the work of the privilege or coocession,
rod the application for the ticket must come
from the concessionaire.
Sec. 23. The Association reserves the right to cancel
any ticket at any time for cause.
Members of the Press.
Sec. 24. The attendance of members of the Press Is
invited by the Association. A room will be provided
for their use, and information and copy will be promptly
and carefully furnished.
Life Members.
Sec. 25. Any life member applying in writing for
a duplicate membership card shall receive an annual
card until his application for a duplicate life card shall
have been passed upon by the Executive Committee.
Exhibitors.
sec. lib. Exhibitors are not enuuea to tree admission
by virtue of being exhibitors. A sufficient number
o? attendants for stock, etc., will be admitted free upon
application to the Secretary, who will issue non-transferable
tickets, good only before nine o'clock a. m.,
and after the close of the day's proceedings, and then
only at a special gate provided for that purpose. No
exhibitor will be permitted to be his own stock attendant.
Sec. 27. Exhibitors must refrain from communicating
with the judges, or efforts to influence awards,
under the penalty of forfeiture of premiums.
Sec. 28. If it be ascertained that any exhibitor has
made or has caused to be made any false statement
in regard to the animal or article exhibited or shall
interfere with the judges in the performance of their
duties, he shall be excluded from competition. Exhibitors
may communicate with the superintendent of
the department and give full explanations and reports,
and the superintendent will communicate with the
i judges.
Sec. 28. All entries of exhibits shall be made by
duplicate numbers, and in duplicate entry books. The
number of the exhibit shall be put in the original book
and its corresponding number, together with the name
of the exhibitor, in the duplicate book.
The Secretary's office will be opened at grounds on
Monday, November 7th, at 8 a. m., and close at 5
p. m., when all entries made under rules and regulations
will be assigned their proper position.
All parties to send exhibits to the Fair will please
send for entry blanks, in order that the entry books
may be made up and tags prepared before the 8th of
November, 1916, thereby avoiding the rush at the opening
of the Fair. This will be a great convenience, both

the exhibits when brought.
All exhibits that are not catalogued in the Premium
List shall be classified by the Secretary in tfee>J&ost
suitable department, and exhibition tags given for the
same, but such exhibits will not be listed in the premium
entry book, but if receiving special mention from
the Committee the same will be listed in the Premium
List for next year. ? **
Stalls. J ^ J
Sec. 29. All exhibitors are required to bavd their
horses, cattle, sheep and hog stalls cleaned, and the
refuse matter placed ten feet ft-om front of stalls by
9 o'clock.each morning, when the wagons of the Association
will draw it away. The walks in front of all
stalls must be kept clean during all hours of^tha day.
Any exhibitor disregarding this rule will be charged by
the Association for having the work done.
Judging.
Sec. 30. Expert judges will be employed In' the
Horse, Cattle, Swine, Sheep and Poultry Departments.
No expert judge shall be employed unless at l?ast# one
year has intervened since his last employtneflt at this
fair.
Sec. 31. Exhibitors are prohibited /ropa ^ntfting

Anv pvhihitor violating this rule will be
debarred from receiving any premium that may be
awarded to him. Live stock must be led in the arena
by attendants, and no exhibitor will bejpllowed to enter
the arena for any purpose. This section does not
apply to the harness or saddle rings.
Sec. 32. The Superintendent of- each dhparthiient,
appointed by the Secretary, shall: attend the Judge6,
while making awards, with the entry books, ^nd.^hall
enter the award on the book, opposite tlie entry,^checking
all exhibits shown. '* ' "
Sec. 33. The terms "Best Display" and '\Best -Collection"
refer first to quality and; second , to quantity,
or first to merit and second to variety.
Sec. 34. Judges are instructed to withhold the
award of a premium where the articles is not meritori- t
ous. If there is no competition they are not obliged
to award a premium unless there is- decided merit.'
Sec. 35. Judges cannot award a premium to nonenumerated
articles (by that term is meant those articles
l'or which no premium is offered in the regular
schedule of premiums), but may make some note of
special commendation, an abstract of same to be furnished
to the Secretary, and, if specially meritorious,
the Executive Committee may award a premium. The
tying of a ribbon in these cases does not constitute an
I award.
| Sec. 36. This Association's diploma or medal is considered
its highest award.
Sec. 37. Judges will apply to the Superintendent of
the department for information concerning the articles
on which that are going to pass, and for all needed
conveniences for making their reports.
Sec. 38. No appeals are provided for. Judges will,'
therefore, see the necessity for making their awards,
in the first instance, with the greatest t possible care
and justice.
Sec. 39. Reports of awards must be signed by each
judge in his own handwriting and banded tv the Sec-,
retary. Reports must be made promptly to enable the
Secretary to enter the same on his books in time to.

Sec. 40. Judges in the live stock department are
required to make a public exhaustion of their reasons 1
for their award and to use score cards.
