The Southern flood is abating. | TOBACCO FOR SOLDIERS | Pittsburg suffragists lead the nation's women in taking the first step to provide tobacco for the men wh? have laid aside workaday tasks at the call to arm9. The Border 'Baccy Fund club has been organized in that city and is collecting money to help buy the lads in khaki tobacco to while away weary hour3. Many such fundi are certain to follow, and it is easy to foresee that the troops will hare liberal allowance of the fragrant weed. ' ? This calls to mind that one of th? most insistent appeals of the world war has been the fighting man's cry for tobacco. Dame Nicotine has been the true sister of mercy to the men in the trenches, and practically every one of the belligerents hasadopted tobacco as a part of the daily rations issued to troope. But the supply from this source has proved insufficient, and there are scores of anniatioa in e Jiol? uvvivbivg iu u nail UULCU ^UUUtl ICS gathering funds to buy tobacco for the soldiers. Several were started in America and numerous private gifts have been made. Pierre Lorillard sent one shipment of 10,000,000 cigarettes to the French troops. That tobacco has won and lost battles is the statement so netimea made. When the French commissariat broke down in the war of 1870, the men suffered more acutely from lack of tobacco than shortage ot focd. While the Germans were hammering at Metz a correspondent of the London Daily News wrote as f >ilows: "In every letter we read of iheexKflnatorl anlHiora nrisnnara on') noim. ed victims eagerly asking tor the soothing narcotic, finding it a solace under the hardships of weather,hunger and disease; finding it?/tables them even to endure the panful searches and amputations of the surgeon." The reverse of the picture in that war shows German troops abundantly supplied with tobacco. Both the Government and the people sent quantities of the weed to the invaders, subscription of funds being led by the German Empress. Bismarck was a lover of the weed. An intimate of the Iron Chancellor relates this incident in his memoirs as coming from the mouth of the diplomat and warrior: "At Koeniggratz I had only one cigar left in my pocket,which I carefully guarded during the whole battle,as a miser guards his treasure. I nainted in plowing color3intm/mind the happy hour when J should enjoy it. "But I had miscalculated. A poor dragoon lay helpless, with both arma crushed, murmuring for something to refresh him. I felt in my pocket and found only gold, which would be of no use to him. But stay?I hfld still my treasured cigar. lighted it for him and placed it between hit teeth. You should have seen the poor fellow's grateful smi:e. I never enjoyed a cigar so much as I did that one I did not smoke."
