The Columbia State celebrated its '25th anniversary Friday, the 18th inst, by issuing an extra large paper ?38 pages?filled with interesting reading matter and attractive advertisements showing the wonderful 1 . s * j. f progress ot trie paper,tne cny 01 Columbia and the whole State of South Carolina 9ince its inception in 1891. There was scarcely a town or section in the State that was not represented in this splendid anniversary number. The illustrations were numerous and of an interesting type and go to show that the plant is now one of the best equipped in the South. New County Government It will be of interest to the people of Wiliiamsburg to know that a bil1 changing the county's system ot government was passed during the last days of the session of the Gem eral Assembly. The bill as enactec into law, and which appears below, deals chiefly with the question ot roads and bridges, and does not seem to affect any other department of the county's government, other than to dispense with the services of the old auditing board which convened once a month to audit and pa^fc upon the various claims in the hands of the County Commissioner, Hereafter, according to the new law, the County Commissioner will be known as County Supervisor and a board, composed of four gentlemen, will constitute what is to be known as the Board of County Commissioners. The members of this board are to be appointed by the Governor, for terms ranging from one to four years so that the term of one member will expire each year when a new appointment may be made for four years. Hereafter the Road Engineer will be selected by the Supervisor and Board of Commissioners instead of being selected by the popular vote of the people at the regular primary elections every two years. The duties of the Road Engineer will remain practically the same as heretofore. The act provides that Mr J P Frierson, the present Road Engineer, shall be retained in that office until January 1, 1917, at a salary of $1500 a year, and also provides that the Road Engineer may be removed for cause at anv time, after 30 days' notice, by the Commissioners, who are to be responsible to the people for a wise and judicious expenditure of the county's, road funds. .The bill, ag passed, is as follows: Action 1. Sec 2. The County Supervisor so elected shall, before entering upon the dutfes of his office, execute a tor the use of the county for the faithful performance of his duties. in the sum of two thousand dollars. Said bond to be approved in the same manner as now provided for bonds of County Auditors. Sec 3. The said County Supervisor shall keep such books as may be necessary for the preservation of all official acts and records pertaining to the duties of his office and the duties of the Board of County Com-, missioners as hereinafter provided, i and said Supervisor shall have power and authority to administer oaths to any person in reference to mat- j ters appertaining to his office. Sec 4. There shall be in Williams-, burg county a Board of County1 Commissioners composed of the i County Supervisor, elected under1 the provision of this act, who shall be chairman of said board, and four commissioners, who shall be appointed by the Governor, upon the recommendation of the foreman of the grand jury and the members of the county delegation of the General Assembly, or a majority thereof, whose terms of office shall be four years and until their successors shall be appointed and qualified: Provided, That when the commissioners are first appointed the Governor shall designate one of said number to serve for a term of one year, one to serve for two years, one to serve for three years and one to serve for four years, their successors to serve each for a full term of four years. Said commissioners shall be commissioned by the Secretary of State as other county officers: Provided, That no two of said commissioners shall be appointed from the 3ame section or community of the county. Sec 5. That said Board of County Commissioners shall have general jurisdiction over all public highways, roads, bridges and ferries, and over paupers, and in all matters re1 lating to taxes and disbursements of public funds for county purposes, . and in any other case that may be . necessary for the internal improve' ment and local concerns of public interest; with full power and author^ ity to devise plans, employ civil engineers, appoint overseers and or, ganize such working forces as may to them appear necessary for the the practical construction and pres1 ervation of the roads and bridges of ' the county, and shall employ guards for the chaingang. Sec 6. That before entering upon I their duties as provided for under this act, the County Commissioners shall each execute a bond for the use of the county for the faithful performance of their duties in the sum of one thousand dollars. Said j bond to be approved in the same ' I manner as now provided for the I bonds of County Auditors. : Sec 7. That it shall be the duty 1 of the Board of County Commission ers to hold monthly meetings upon such day or date as may be designat. ed by them, and upon such other dates as may appear necessary to said board in the discharge of their f duties. ' Sec 9. That the salary of the i County Supervisor shall be eight . hundred dollars per annum. Each of the other members of the Board ! of County Commissioners shall be j paid a salary of three dollars per J diem and mileage, ten cents per I j mile one way, for each day served: [Provided, That such paid service i shall not exceed twenty-four days I per annum. He shall be subject at all times to the advice and direction of the said Board, and may be dismissed by them for cause, or his contract cancelled upon thirty days' notice. Said Road Engineer shall be chosen or selected by '.such procedure or in such manner as the ! Board of County Commissioners may, j in their judgment, elect. I Sec 11. That all able-bodied male persons from the age of twenty-one to sixty years, both inclusive, in the county of Williamsburg, shall be re- j quired annually to pay two dollars, commutation or road tax, except, those persons who, by statute, are. now exempt from poll tax. Sec 14. That all persons who are liable to road duty as fixed by Section 13 of this act, in lieu of performing or causing to be performed, labor upon the public highways of said county shall be required to pay the County Treasurer of said county at the same time other taxes are paid, an annual commutation or road tax of two dollars per head, which shall be expended upon the public roads of the county, and as nearly as practicable in the township from which collected. Sec 15. That it shall be lawful for the Board of County Commissioners to accept from individuals, firms or corporations, gifts in money, material or labor: Provided, Such is given or donated unconditionally and for the sole purpose of supplementing public funds when said public funds are insufficient to complete or provide necessary or desired repair or improvements of any section or bridge of any public road in the county: Provided, however, That such gifts or donations can be used only upor such section or bridge or road for which they were given or donated, and it shall be the duty of the County Supervisor to keep an accurate account of all such receipts and disbursements. Sec 15. That the present County Commissioner, elected under the provisions of the act of 1912, known as act No 305, shall complete the term of office for which he was elected, as County Supervisor pro i it:. vieu ior unuer inis acu Sec 16. That the first Road Engineer employed by the Board of County Commissioners under the provisions of this act shall be J P Frierson, who shall receive a salary of fifteen hundred dollars per annum and shall serve until January 1,1917, unless removed for cause, as provided. Sec 17. That the salaries of the County Commissioners and the salaries of their employees shall be paid out of and chargeable to the road and bridge fund of the county. Sec 18. That act No 305 of the acts of 1912, entitled "An act to K amend an act entitled 'An act to provide a county government for t( Williamsburg county,' " approved n February 24, 1908, together with ^ the act which it amended, are hereby repealed. ? Sec 20. That the County Super- ~ visor and County Commissioners , provided for under the terms of this n act shall be governed in all public e matters not herein specified and not a otherwise inconsistent with this act, J* by the provisions of the Code of _ 1912, so far as it relates to their duties as County Supervisors and Boards of County Commissioners. 11 APPOINTMENTS.
