A DELIGHTFUL SOCIAL EVENT. I New Year's Party In Honor of the Misses Graham. Lane, January 11:?One of the most pleasant social events of the holiday season was the New Year's party given Friday evening, December 31,by Hon and Mrs J C Graham at their lovely country home in honor of their daughters, Misses May,Margaret, Dora and Hazel Graham. The house was beautifully decorated, the color scheme of red and green being artistically carried out with Southern smilax, holly,mistletoe, youpon. Christmas bells and red crepe paper in the east and west parlors and hall and dining room. The guests were met at the door by Mr and Mrs Graham and introduced to the guests of honor. As soon as all the guests were assembled the boys were asked to spin a wheel of fate and win a partner for the first contest. When they had met their "fate," score cards and pencils were given to the couples and they were requested to prove their interest in advertisements by guessing the names of various advertisements pinned around the room. The ones most familiar with advertisements proved to be Miss Ruth Hinnant and Mr S A Graham, Jr. and the first prize, a lovely box of stationery,was awarded them,while the consolation, a bunch of mistletoe, was given to Miss Jeannette Davis and Mr Lex McClary. Following this the guests > were ushered into the hall, where punch was served by Misses Hazel Graham and May Hinnant. Those present were then shown into the east parlor, where from the center of the room a large green circle hung, through which were suspended red cards on one end of which was tied a sprig of holly and on the other a sprig of mistletoe. The boys were asked to take a piece of holly and the girls a piece of mistletoe. Then the circle was cut and the ones who had the same end were partners for the next contest. The couples were given slips of paper and pencils and asked to write a New Year's resolution,fold the paper and pass it on. This continued until each had written six resolutions, then the papers were folded and signed and given t^ the judges to decide who had the best collection of resolutions. The first prize, a box of candy, was awarded to Miss Emmie Ferrell and Mr S A Graham, Jr. and the booby to Miss Frankie Cook and Mr Bill Bryan. The girls were then asked to retire into the back hall and the boys were requested to assemble in the front hall. A sheet was hung across the hall and through a big hole cut in the sheet the girls looked with one eye and were auctioned off, the boy making the highest bid getting a partner for supper. As soon as all were auctioned off, the guests, led by Mr and Mrs G C Parsons, were ushered into the dining room, where a delicious three-course supper was served. After this, since it was leap * ?* -1 4.^ year,the girls were given a cunuc-r iu hug a partner as the boys were auctioned off amid much laughter and merriment. During the evening Misses May and Margaret Graham sang many lovely selections, accompanied by Miss Dora Graham on the violin and Miss Ruth Hinnant on the piano. At 1 a. m. the guests bade their charming host and hostess "good night" and expressed their thanks for the most delightful affair of the season. SC. for the Year A D 1916, and to Provide for the Collection of Same. Be it ordained by the Mayor and Aldermen of the Town of Kingstree, S C. in council assembled and by the authority of the same: ? Section 1. That every person, firm or corporation engaged in or intending to engage in any trade, business occupation or profession within the limits of the Town of Kingstree, S C, hereinafter mentioned and enumerated, shall on or before the tenth (10th) day of January, A D, 1916, obtain a license therefor in the manner hereinafter provided. Section 2. That every person, firm or corporation commencing or engaging in any such trade, business or occupation within the limits of the town of Kingstree, S C, after the tenth (10th) day of January, A D, 1916. shall, in like manner, obtain the license therefor before entering upon or engaging in such trade, business, occupation or profession. Section 3. That every person,firm or corporation required by this ordinance to obtain the license to carry on or engage in any trade, business, occupation or profession, for which a license therefor is hereby required, shall at the time of applying for such license, make a statement and file the same with the Clerk and Treasurer of said town, setting forth:?(1) his, her, or its name and style, and in case of a firm.the names of the several members constituting such firm; (2) the trade, business, occupation or profession for which the license is required, and (3) the place where such trade, business, occupation or profession is to be conducted or. carried on. Section 4. That the Clerk and Treasurer of said town shall thereupon issue to such applicant the proper license as required and provided for in this ordinance, tr.e amount of said license having first been paid on or before the day named in the first section hereof when such application is made for a license for the trade, occupation, business or profession, established, carried on or engaged fn at the time of such application. Provided that nothing herein contained shall in any manner affect any other requirement of law elsewhere enacted in regard to any such trade, business, occupation or profession. bection 5. That if any person, firm or corporation shall carry on or engage in or conduct anv trade, business or occupation or profession for which a license is required by this ordinance, without first obtaining and taking out the license therefor, as is hereby required, the said person, firm or corporation shall be liable for the said license required, and in addition thereto shall be subject for each offense to a penalty of fifteen (15) per cent of the amount of such license, which license and penalty shall be recovered as hereinafter provided; and if any person, %firm or corporation shall refuse or neglect to make out and deliver to the said Clerk and Treasurer, on or before the said tenth (10th) day of January, A D 1916, the statement VAniiivArl QQH Plorlr UCI CUlUClUi c iuuuacu, vuv uui jk v<v4m and Treasurer snail proceed to ascertain as nearly as possible the trade, business, occupation or profession of such person, firm or corporation, and upon the information thus acquired, he is hereby empowered and instructed to issue the license herein prescribed to such person, firm or corporation, having first collected the amount of the license required, together with the aforesaid penalty of fifteen per cent (15%) of the amount thereof herein imposed. Section 6. That if the said license tax and penalty shall not be paid within fifteen (15) days after the Clerk's ascertainment hereinbefore provided for, the said Clerk and Treasurer shall issue his proper execution to the town policeman for the collection of the same, and the said policeman shall thereupon and thereunder proceed to collect the said tax license andpenalty, by distress and sale or by levy and sale in the same manner as is now provided by law for the collection of taxes, together with a further penalty of ten per cent (10%) of the entire amount due for which said execution may be issued. Provided, that in lieu of the remedy herein given, suit may be brought in }he name of the Town of Kingstree, S C, in any court of competent jurisdiction for the recovery of the said license tax and the penalties thereon. Provided further, that the remedies provided for in this section for the collection of the said license taxes shall not in anywise interfere with, alter, affect nor restrict any other provision or provisions of this ordinance, or any other ordinance of the Town of Kingstree, S C,providing for, regulating and prescribing the punishment of offenders against this ordinance or any part thereof, on account of the nonpayment of the said license taxes hereinafter prescribed and provided for. and hereby imposed and required. Section 7. That if any person, firm or corporation shall enter upon, engage in, exercise or carry on any trade, business, occupation or profession for the exercising of, engaging in, entering upon or carrying on or doing of which a license therefor is hereby required, without first obtaining or taking out such license as in that behalf is hereby required, such person, firm or corporation shall, for each offense, and every ? - ? - 1 I'.LI * _ ? _ offense, be subject to ana uaDie ior a fine of not more than one hundred dollars ($100.00) nor less than one dollar ($1.00),or by imprisonment for not more than thirty days nor less than five days, in the discretion of the Mayor before whom the case shall be tried, and each day for which and during which such trade, business, occupation or profession shall be engaged in, carried on or conducted without the license therefor and the payment of the license tax herein prescribed and provided for, shall be deemed and taken to be a seperate and distinct offense. Provided, the council in its judgment may extend the time for the payment of the license tax in a proper case and upon due application. And, provided further, that no fractional part of any license shall be granted. No conviction under the provisions of this section shall entitle any such person, firm or corporation so convicted, to thereafter enter upon, engage in, carry on or conduct, or exercise such traae, business, occupation or profession without paying the license tax and obtaining the proper license herein required for such trade, business, i occupation or profession.
